Unicorn has great pleasure in submitting a proposal to GAIN in response to the invitation
for Consultancy Support the Salt Industry for the adoption of Improved Quality assurance
and Quality Control Practices for a Salt Iodization in Pakistan.
Unicorn will provide a multi-disciplinary team with expertise in each of the areas critical to
the successful execution, implementation and monitoring of the project of this nature.
We have skill in areas of Project Management, execution, monitoring, evaluation and
customization of projects on the basis of customer’s specific needs with the help of highly
competent industry professionals, project managers, engineers and consultants.
We have clear understanding of the requirement set out by GAIN in Call for Proposal and
our own ability to provide effective Project Management to offer a complete solution which
will meet the GAIN’s requirements.
The proposed solution by Unicorn uses a combination of tried and tested sub-systems for
management of your upcoming project.
Unicorn is therefore confident that the proposed approach will provide a reliable and
efficient Project management, which will significant improve the internal Quality Assurance
and Quality Control in production level by adopting a good practices, on a time-scale and to
within a budget that can be agreed and achieved.

Background
GAIN wishes to engage the Management Consultant in Pakistan to provide the support the
salt industry for Q/A & Q/C implementation, as described in this document hereto. The
Unicorn offers in relation to such services and has considerable skill, knowledge and
experience in this field.
3.
Introduction
This document provides a comprehensive Project Management, designing, implementation
and monitoring solution for improve the internal quality control and quality assurance at
the production level adopting good practices required for the iodization of salt in Pakistan.
The proposal complies with the technical requirements; international standards as well as
standards are implemented in the region.

Summary of the Proposed Solution
Summary of the Proposed Solution gives an overview of the planning and the options
offered by Unicorn. Proposed solution has been divided into two parts: Planning &
Management and deployment & implementation. Project Management provides complete
details of methodology to be adopted by Unicorn in order to ensure successful and timely
execution of this project. This section of this document is supported by Unicorn’s standard
procedures developed to carry out projects of this scale.
The proposed solution for entire Project requirement puts forth a number of options using
different types of Management and planning methods. Type of methods for the proposed
project depends on its geographical situation and the available resources.

Design Methodology
The methodology starts with identification of specific application requirements with respect
to the particular technology components and future needs as well as objective of project in
view. Although human resource is very important in quality assurance but the equipment
always play a vital role in achievement of quality control. The design then evaluates all the
viable options available in local & international market with a focus on the strengths and
weaknesses of each with reference of client's requirements. The final step in the design is
to propose an optimum solution for the technology component at hand.
The proposed solution approach followed in the following sections and throughout the
proposal is quite straightforward. Each component of the project has been considered
separately in a logical sequential process.

Design Criteria
The proposed system design primarily focuses on employing a logical approach, which
results in optimum utilization of resources and selection of the most reliable quality
management system & equipment with comparison of price and quality. The first step in
employing this approach is determining the requirement of Project and the second step is
to choose the methodology for each segment of the Project.
7.
Project Management
In the GAIN Project, Unicorn’s team would perform the following major tasks:
1. Overview of the existing Manual for Salt Industry and Food Authorities developed by
IICIDD GN
2. Overview the existing manufacturing practices adopted by selected Salt Producers.
3. Overview the Q/A & Q/C procedures adopted by PSQCA for salt Iodization.
4. Assessment of all overviews and find obstacles for implementation.
5. GAP assessment between Authorities and salt producers with respect of regulations.
6. Assessment the capacity of salt producers with respect to adoption of Q/A & Q/C
procedures.
7. Assessment the capacity of process equipments using by Salt producers with respect to
the guidelines internationally recognized for salt iodization.
8. Assessment the capacity of testing equipments using by salt producers and authorities
and testing procedures and frequency.
9. Capacity building Human resource of salt Producers and Implementing authorities with
respect to implement the Quality Management systems for Salt Iodization.
10. Enhance capacity of process and testing equipments if needed upgrading.
11. Assist in selecting of process and testing equipments from local & foreign
manufacturers.

13. Assist in drafting of customized quality manual & Development of training manual.
14. Training sessions for Salt producers staff & Authorities.

The major milestones for the implementation are described in detail. Each milestone has to
be completed before proceeding to the next task. Unicorn would use this implementation
procedure in order to ensure reliability and quality performance.

Implementation
The major milestones for Planning & Implementation are discussed in the following
sections.
9.
Site Survey
The first step is to conduct the surveys of selected salt producers facilities and authorities
in all provinces leaded by Provincial representative of Unicorn. The purpose of a site survey
is to obtain as much information as possible about the physical activities. The Unicorn team
would generate a site survey report.
10.
Project Preparation
After GAIN has given its approval for the recommendations made in the site survey report,
Project preparation work would commence. The task for preparing includes availability of
resources and viability of planned services as well as compatibility of existing practices. The
Field team from Unicorn would carry all of these tasks. GAIN would have to arrange for any
resources that may be required for Project preparation.
The Project preparation tasks would be carried out according to a mutually agreed upon
schedule.
11.
Scope of Services
The following services will be provided by Unicorn in accordance with the specification
and approval by GAIN.
Stage 1 – Needs analysis
•
Meet with senior managers of salt producers to discuss the requirements for
adopting the quality procedures for salt iodization which will need to be supported
both now and for future needs.
•
Meet with the senior managers of PSQCA on their provincial head quarters to
discuss the requirements for implementation of quality procedures for Salt
producers.
•
Discuss with the client team to identify the hurdles and obstacles for implanting the
quality procedures for salt iodization.
•
Assessment of Human resource capabilities and experiences of Q/A & Q/C staff of
salt producers and concerned Authorities.
•
Assessment of process and testing equipments using by salt producers and methods
for salt iodization.

•
Assessment of testing equipments using by Authorities as well as testing
methodology and frequency.
Following completion of meetings and discussions, preparation of a concept design
document, this to be agreed and signed off by the client prior to movement to
detailed Project Management.
Stage 2 – Implementation – Deployment of required resources
•
Assist senior management of salt producers & Authorities to appoint additional
manpower if determined in need analysis.
•
Assist in selecting and identifying process and testing equipments for salt iodization
for salt producers.
•
Assist in selecting the testing equipments for Authorities and guidelines for testing
methodology and frequency.
•
Assist in procurement of Process and testing equipments from local & foreign
manufacturers.
•
Assist during appointment of additional staff; provide the qualification and experience
of required manpower.
•
Assist senior management for customization of Quality management system.
Stage 3 –Documentation & Trainings
•
Assist in customization of quality manuals.
•
Development of training manuals.
•
Training sessions for Salt producer’s staff.
•
Training sessions for Authorities Staff.
•
Follow up visits after implementation

Execution Criteria
The Project Manager or project management team is responsible for determining what is
appropriate for each individual implementation project.
The diagram below maps the project management disciplines to project management

Issue Management
Issues can arise any time after starting the project. The project management needs to be
proactive in managing issues rather than reactive. A solid issue management can make the
difference between project success and failure.

Time and Cost Management
The initial time and cost planning supports the proposal creation in the Diagnostic phase.
When starting the project, the project management develops the project plan, including
time, cost and resource assignments. During project execution the planning will be updated
to more accurately reflect information gathered during the Analysis and Design phase along
with any identified and changes.

Resource Management
The main types of Resources are human resources, people that do the work of the project,
and material resources, physical objects that are used and consumed as the project
progresses. In most projects, human resources are the most important type of resource to
manage. Involving human resources, also called project team members, early in the
project lifecycle enhances the strength of their commitment to the project and adds expert
knowledge during the project planning process.

Quality Management
Quality assurance is the set of systematically planned activities to provide confidence the
deliverables and services of the project will fulfill the defined requirements for quality.
Quality assurance events are scheduled early and across all project phases to detect issues

improve
the
project
performance
early
in
the
project
lifecycle.
The quality management discipline supports the project management team in following
similar goals as given below:

Plan, design and build in quality instead of just focusing on inspecting the quality.
•
Prevent mistakes instead of correct mistakes as an outcome of later inspections.

Avoid overworking the project team and the resulting negative consequences like

The individual and specific project situations require the Project Manager, in
collaboration with the project team, to determine what activities and processes are
appropriate and to what extent each activity needs to be conducted.

COMMERCIAL PROPOSAL
16.1
Executive Summary
This document provides the pricing details for the proposed services for GAIN.
Please note that after analysis, you would find Unicorn recommended proposal –
low cost – reliable – efficient – easy to implement – modular – scalable as
compared to all other proposals.
16.2
Pricing Structure
There are distinct price components in proposal. These components have been
categorized in terms of Man-hour expertise, sumittals, Deliverables,
Documentation, IT services etc.
In Consultancy pricing, main components are;
•
Monthly service charges for Consultants and other best suitable expertise.
•
Monthly service charges for field staff
•
Design, Documents printing charges.
•
IT services cahrges.
Our understanding regarding commercial aspects of this nature of project that commercial
offer should be a fixed price contract on Lump sum basis, due to having lot of variables and
cannot identify the cost of each segment separately. Therefore we are offering on Lump
sum Prices for complete life Cycle of Project started from Jan-2014 to December 2014.

Following charges would apply for the services stipulated in Technical proposal.
