Network-Centric Engagement
• Lots of leadership
• Self-organizing teams
• Rapidly expandable
• Efficient
• Communication and resources travel
in all directions

3. Stakeholder Mapping
“Stakeholder analysis is a term that refers to the action of
analyzing the attitudes of stakeholders towards something
(most frequently a project). It is frequently used during the
preparation phase of a project to assess the attitudes of the
stakeholders regarding the potential changes. Stakeholder
analysis can be done once or on a regular basis to track

What questions do we need to ask to find out
who our stakeholders are?
Who is interested in data becoming more
accessible?
What are major events surrounding data in my
area?

5. Start listing them!
A helpful matrix will guide you!

Who is important and why?

7. How do you involve them?
What is the best way to involve a particular
stakeholder?
Do a workshop for them?
Meeting?
Give them information?

8. Find out their needs? and what they
can give?
Part of the matrix is what do these people
need? and what can they provide?
Capacity?
Skills?
Ideas?
Space to be heard?

9. Who should be connected?
As a node or the center of a network.
You’re work is to try to connect people and
facilitate taking things forward.
Never forget - are you building trust? what are
the politics between groups? How much are
you willing to take on as facilitator?

10. Rinse and Repeat
Stakeholder mapping shouldn’t end, it’s a live
exercise.
