Profile
Serving 8,444 students in 23 schools, Marion County
Schools is a midsized district nestled in the breathtaking
Appalachian Mountains of north-central West Virginia.
Almost 250 years ago, its commitment to learning began
with one teacher and a handful of students inside a small
log hut lit by sunlight through greased paper windows.
That dedication is still strong as this competent school sys-
tem provides every student with a progressive education.
Focus
To assure continuous growth and improvement, Marion
County currently has the following professional focuses:
• Common Core
• School Improvement
• Student Achievement
• Data Analysis
Solutions
Marion County Schools Title I Director Jean Hinzman
is a vibrant, hands-on administrator who is devoted to
serving students and teachers. Searching for development
resources, she attended a demonstration of School
Improvement Network’s Learning 360 Framework. Ms.
Hinzman adamantly did not want another “one more thing
to overwhelm teachers” and when the program presenter
Steve Olsen said “this is not just another add-on program”
she knew it was her answer. She researched it thoroughly
and then went to the schools for their input.
She and the school administrators found Learning
360 Framework to be feasible and impactful. Its major
components are student-friendly learning targets that are
standards based and relevant, assessment that is aligned
and supportive, and learning strategies that are rigorous
and engaging.
To provide solid solutions for Marion County focuses, Ms.
Hinzman helped facilitate the purchase of Learning 360
Framework for its two struggling Title I schools and the
2. purchase of Educator Effectiveness System components
PD 360 and Common Core 360 for all Title I schools.
Common Core 360
Common Core 360 is supporting Marion County teachers
and administrators as they incorporate the standards with
a straightforward and practicable approach. The teachers
find it helpful to observe real classroom examples that
show how to implement the practices with their
own students.
Learning 360 Framework
Marion County administrators and teachers endorse
Learning 360 Framework because they have seen it
improve student achievement and raise focus schools to
success schools in their district.
PD 360
Teachers in Marion County love the ability to customize
their individual professional development with PD
360 while principals doing evaluations are happy with
the capability to recommend programs dealing with
individual teacher needs.
Benefits
“Learning 360 Framework really energized us and became
a catalyst for more growth. Because teachers felt positive
rather than overwhelmed, they truly enjoyed applying it
in their classrooms. It opened up communication be-
tween teachers and even across grade levels by providing
common language and structure. They were excited to
question, share, and support each other.”

Ms. Hinzman and the teachers were delighted with the
seventeen days of Learning 360 Framework training the
district had and found them very positive and productive.
“Learning 360 Framework trainers Steve Olsen and Gregg
Morrow quickly became our cheerleaders, encouraging
without intimidation or judgment and adapting the pro-
gram to individual needs.”

About School Improvement
Founded in 1991 by teachers, School Improvement
Network has spent decades researching and documenting
the best practices in education. From this research, School
Improvement Network has developed the Educator
Effectiveness System. This system delivers a process to
improve teacher practice, and gives educators a set of
powerful tools to drive the process. Research shows that
districts and schools that use the tools in the Educator
Effectiveness System produce better teachers and,
as a result, experience dramatic increases in student
achievement, driving up student test scores by as much as
30 percent in a single year. School Improvement Network
works with thousands of schools and districts in every
state and around the world and has visited over 3,500
classrooms to document best practices in action. Learn
