- Reinforcing the message of Access We have a vision of where we want to go and what we want to be – and as you can see this vision is very wrapped up in the concept of access, with a strong emphasis on the richness and diversity of European Learning and Culture. And from this vision we have derived the mission statement, which is hopefully achievable and measurable – I.e to provide access mechanisms to this cultural heritage stored in the National Libraries of Europe, but this could easily be widened to provide access to other forms of cultural heritage, either by literally encompassing other areas or encouraging them to use the technology and standards so that any parallel system is truly interoperable. As well as providing access I think The European Library also provides a business model and management structure and it is for these reasons that the EU is backing it as the place to launch the European Digital Library from.

- As we said it gives users access to content: 240 Collections from 22 National Libraries It allows for the use 1 or more of the 5 available protocols : 1)OAI, 2)SRU, 3)Z39.50 via central gateway, 4)Z39.50 via local gateway and 5)OpenURL. So will therefore access according to what the library already has. It makes use of what is in situ. By existing it creates interoperability in metadata that is based on Dublin Core and by the use of standardised collection descriptions and language forced into Unicode. It is interoperable, has a multilingual interface and allows searches within and across 12 different national libraries. It is based on opensource software which is available for others to use. It cost under 150K to produce. Regardless of the library system and to a large degree in spite of its data. It is not waiting for everything to be brought into a perfect line it is working with what we have got and looking for ways to improve it. In short it gives access. But there is a
- Against very high user expectations The European Library currently gives access more than 80% of the available digitised content, be it catalogue records or digitised items of the 12 partner libraries. This is a very tiny percentage of the total holdings of these libraries. Largely the digitised collections are the metadata describing the content, not the actual content itself, which is not what the user is looking for……… And the other major issue is
- Our other major issue centres around usability. The architecture is clever with very low barriers to entry as far as the library is concerned. Whatever search protocols they have in situ we use, so whether SRU or OAI or z39::50. This means that we have managed to access information that has previously been hidden behind library walls and create a search across all the digital information held in these libraries, something that the big search engines cannot do. But this gives us some serious usability issues – a user who thinks everything can be done the Google way will be quite disappointed. In The European Library the user types in their search query and according to the collections chosen the search is launched across several targets some remote some central – the results are returned asynchronously according to collection…… Therefore the user should ideally pick their collections before they launch their search query. Because no portal is very effective with more than 15 or 20 targets and The European Library currently has 80 possible targets The user should be quite specific about their collection choice. Many do not understand the idea of collections. To try and make this more obvious for the uninitiated user our next version due the first week of May
- As part of TEL ME MOR - The European Library is creating a European Metadata Registry that will hold crosswalks for the main meta data schemas to the TEL Application Profile, will be a repository of all requested and reviewed terms, be a repository of all the major meta data schemas as well as holding the required fields for the TEL Application Profile itself. We are investigating the crawling and indexing of html sites of the National Libraries so that they can be searched at the same time as the other targets in SRU, OAI etc. To improve searching and access to the collections, subject thesauri will be introduced. The European Library is continually struggling to improve. It makes use of its log-files and the soon to be created registered users database together with actual user surveys, such as the one we carried out last May June to tell us what users want and how they want it. This summer survey showed that user expectations were high, they expect access to all the content of all the libraries of Europe and they think that everything held in these libraries is already digitised. But the overriding message has to be libraries to find ways of digitising more, more quickly and make sure it is OAI compliant at a minimum.

- WP1, Developing the European Library network .but also delivers improvements in interoperability and usability including the creation of a European metadata registry prototype to demonstrate what might be feasible when searching across institutions other than libraries. We are also aiming in this work package to carry on some work down by DELOS namely the University of Padua and the Max Planck Inst. Where they analysed what we were collecting in our log files against what would be desirable either for site user development or for user presonalisation services. WP2, Extend ing the multilingual capacity of the network , where we aim to create and test prototypes and to improve the possibilities of search and retrieval in different languages We heavily promote OAI t all our partner lilbraries and are looking at the possibililities of ORE. We need to be able to make the site more usable and therefore as Google etc do hold a central index not expect users to choose collections to search in prior to typing in their search query. WP3 , Developing the European Digital Library , supports CENL members [all the national libraries of Europe] in agreeing a roadmap describing how they will work together at national and international level with the Commission and other key players to remove obstacles to the creation of the European Digital Library. It also provides a framework for dialogue with other willing 2005 call eContentplus projects about their participation in an EDL based on TEL. It starts with a workshop in Vienna at the end of November to discover these interoperability issues. These are also being helped by a working group of the EU on technical and multilingual interoperability that will create a list of the issues that need to be solved in search across museums, archives and libraries so that the European Digital Library can become a reality
