TECHNOLOGY PROSPECTUS
7. JUDGE’S COMMENTS
“While having the potential to be
dry, un-engaging and uninteresting
because of subject matter and
purpose, this prospectus is eye-
catching, unique and very
readable. The writing is to the point
and straightforward without being
dry. This entrant was the only one in
this category that actually used
data to back up the assertion of
effectiveness and whether the
publication truly met its goal.”

combined with factual information. The

one individual and yet manages to
personalize the way each person is
presented.”

17. JUDGE’S COMMENTS
“With an irresistible opening section, this article is
a personalized and intriguing looks at the perils of
teenage driving that puts the reader into the
driver’s seat and inspires them to emotionally
experience what is at stake. It educates yet it is
also lively and engaging writing, informative,
well-rounded in its scope of information, makes
skillful use of tone, and leverages additional
resources. This is excellent writing for a mass
audience that now expects to be entertained
while being educated.”

20. JUDGE’S COMMENTS
“It was necessary for this speech to
cover a large number of complex,
interlocking issues. The speechwriter did
an admirable job of breaking the issues
down into logical, succinct sections that
flowed from one issue to the next while
weaving value-based rhetoric
throughout.”

22. JUDGE’S COMMENTS
“(This is) a distinctive and moving speech
honoring one person’s remarkable service to
the state. It is easy to fall into clichés and a list
of accomplishments when honoring an
individual, but the author of this speech kept it
real. The speech is evocative and genuine, it
employs an appropriate tone, and it makes
skillful use of one individual's commitment to
teaching as a way to honor an entire
profession. Just as important, the speech
clearly reflected the spirit and values of the
person being honored.”

NORTH CAROLINA COMMISSION ON THE ADMINISTRATION OF

25. JUDGE’S COMMENTS
“Good use of a font and color carried throughout all
collateral pieces. The chosen design easily expresses
the legal tone/feel the agency desired. Their minimal
investment paid huge dividends in terms of increased
awareness; was a resourceful way to directly reach
their local target audience, and was easily
maintained with seemingly little ongoing investment.
Great, creative use of a small budget.”

combined with an
integrated, multi-media

effective campaign by

the reduction in phone

WESTERN MANHUNT BRINGS GOVERNOR’S AWARD OF
EXCELLENCE
33. JUDGE’S COMMENTS
“McQuillan’s creation of the award nomination,
video and story required a high level of sensitivity to
handle the emotions of traumatized nominees. These
officers had been fired upon in an incident leading to
the death of a colleague and his loyal canine, Maros,
while successfully capturing a fugitive. While it is hard
to imagine the Governor NOT awarding these men,
the behind-the-scenes work needed to successfully
communicate with them to create the entry, video
and story, make this work outstanding.”

“The use of multiple social media components, a
consistent and sustained effort, and impressive
metrics showing a significant increase in active
readers all combined to make this campaign a
winner. Special props to the creators of the video,
which is appealing to children yet still has a retro,
tongue-in-cheek charm that appeals to parents.”

60. JUDGE’S COMMENTS
“Judging contests is no easy task and I take this
challenge very seriously. I try to use the criteria of
composition, use of color and tonal range to name a
few to name a few to properly critique. This is the
fundamental plan but I judge a photograph on the
shear impact the first time I look at it. In my opinion
both photos are great and deserve to be first place, I
like the composition and the use of color in the Full-
Scale Hazardous Materials Training Exercise but the
YIKES gives an emotional impact that deserves first
place. Again, both are great!”
