LGNSW is the peak industry association that represents the interests of all 152 NSW councils, 12 special purpose councils and the NSW Aboriginal Land Council. In January 2016 the NSW Minister for Local Government commenced 35 council merger proposals, involving 75 local government areas. This
paper will address the local government reform package, LGNSW’s position and recent research into arts and culture service provision that all raise issues around how regional and public cultural institutions can position themselves in a dynamic environment.

Voluntary, not forced amalgamations,
Fix the Funding First - an end to rate pegging, fewer rate
exemptions, addressing regulated fees and charges, an end to
cost shifting and appropriate direct funding.

Feedback from Councils re Mergers

• ‘little evidence from other States experience specific to arts and culture, however, lots of

plan, to free up funding from older facilities and groups…Hopefully new funds for asset
renewal will be invested in to cultural infrastructure and also ephemeral projects across our

152 councils reduced to 112
42 councils existing in NSW proposed to merge or 38%
Regional councils 109 – 87, 22 to merge, 20% proposed to merge
Metro Councils 43 – 25, 18 to merge, 43% proposed to merge
This has changes somewhat as 4 new proposals were put up and endorsed at last minute in late February. They are still to put in submission.
The rest have been allocated to Delegates of the Boundaries Commission for reporting to OLG

5 groups of pilot councils in 2015
A legislated model for regional strategic planning/advocacy and for inter-governmental collaboration between councils and state agencies.
Shared services is optional
The pilots have identified specific priorities for their region
All councils outside metro Sydney will become part of a JO from 2016
Another major aspect of the reform package is the progress of JOs in regional areas.
Different to ROCs in that they will have some legal incorporated status and be part of legislation
There are some aspects of arts and culture in ‘community development’
