Selection of materials for libraries has been around as long as
libraries have. The origin of CD and CM can be traced to theories of
selection. Collection development came into wide use in 1960s
while replacing the word “Selection”. It covers several activities
related to development of library collection that includes
o Selection,
o Determination and coordination of selection policy,
o Assessment of the need of Users,
o Collection need studies,
o Collection analysis,
o Budget management,
o Identification of needs
o Planning for resource sharing etc…
In 1980 the term “Collection Management” was proposed as an
umbrella term under which Collection Development was to be
subsumed in this context CM includes

◦ Preservation
It is a process which deals with
◦ Process of information gathering
◦ Communicating (Communication)
◦ Coordination
◦ Policy formulation
◦ Evaluation and planning
◦ Collection development is basically a part of Collection management
which deals with acquisition of materials.
Collection development is the process of acquiring books/
documents and non-print media needed to satisfy request for the
information needs and to attain systems objectives.
“Collection Development is a term representing the process of
systematically building library collections to serve study,
teaching, research and other needs of library users”.

 Evaluating the present collection
 Determining selection policy
 Coordinating selection of items
 Re-evaluating
 Preserving
 Planning for resource sharing.

continuous, consistent and balanced growth of a
library.

Collection Development Policy
Libraries without CD policy are like Business without Business
plan.
Written statement of principles guiding the library’s selection
of materials including the criteria used in making selection
and deselecting, decisions and policies concerning gifts and
exchange. Technology related factors have to be
incorporated in the policy.
Purpose of Collection Development Policy
 Information
 Means inform by describing current collection, strengthen,
weakness and setting.
 Protection
 Means to protect library from external pressures, Protect
intellectual freedom and prevent censorship.
Functions of Collection Development (Cont.)
Design of Policy Statement:
• Communicating tool, who is responsible for what?
• Serves as a budgeting tool.
• Main elements included : Library’s mission statement, statement of
general policies concerning collection development and detailed analysis
of what will be collected.
It also means “A total amount of funds available to meet a
library expenditures over a fixed period of time”. The
budget will vary from year to year. Mostly libraries
manage their budget on a fiscal year, which may or may
not parallel to calendar year. Often it is started from July
to June and CD Officers are responsible to maintain and
monitor the material budget which is a part of total
budget.
 It is a process of meeting the information needs of the
people in a timely and economical manner using
information resources locally held or from other
organization.
 Francis K.W stated “High purpose of book selection is
to provide the right book to the right reader at right
time”.
 Types of materials
 Print
▪ Books, Journals, Magazines etc
 Non-Print
▪ Micro-forms, Video/Audio recordings, E-Databases (E-Books, E-
Journals) etc
Steps are involved that is:
1) Identification of the relevant
2) Assessment (is the item appropriate for collection) and
Evaluation (is the item worthy for selection)
3) Decision to purchase
4) Order preparation
 Bibliographies and lists
 Recommended list are prepared by library associations
 Review appear in the library oriented press
 Publisher announcements
 Book fairs
 Web based tools

It is the process of selecting materials which are

 Completeness and scope of treatment
 Access point (indexes, level of details in TOC)

 Once the Selector has consider all relevant evaluation and
assessment questions, he/she is ready to select or reject the
items.
 If item is selected (Acquisition refers to the process of
ordering and obtaining library materials, which is too close to
Collection Development)
Members of faculty are usually charged with the responsibility
for selecting materials in support of courses and
programmes, whereas the librarian and library staff are held
responsible for selecting general reference books,
periodicals and other material intended for general
recreational reading.
The persons who deal with Collection Management are known
as:

 Collection Manager and
 Collection Developers
 Acquisition Librarian

 Choosing current materials in one or more for acquisition
and access
 Selecting access methods for Digital Resources
 Choosing which Gift material to be accepted
 Selecting materials to Withdraw, Store, Preserve, Digitize
and Cancel.
Budgeting
 Requesting and justifying budget allocations
 Manage budget
 Working with donors (Cash & Gifts)
 Grant proposal writing and grant management
Planning and Organizing
 Coordinating collection development and
management activities with others within library
 Monitoring and reviewing proposal plans
 Evaluating, accessing collections & related
services.
 Writing and revising CD policies
Communicating and Reporting
 Serving an internal and external committees
dealing with collection issues
 Promoting, marketing and interpreting collections
and resources
 Acting as Liaison with other libraries and
Librarians
Collection development deals with reinterpretation of traditional
library mission and practices for the digital library
environment. Information professionals have to actively
develop, maintain and manage wide range of resources. If
libraries do not adopt this change, they will become museum
of old information. With the advent of IT the task remains the
same, only tools have changed and IT has become a handy told
to do all jobs in the libraries so that it can help different users
effectively and efficiently.

  • 5. Selection of materials for libraries has been around as long as libraries have. The origin of CD and CM can be traced to theories of selection. Collection development came into wide use in 1960s while replacing the word “Selection”. It covers several activities related to development of library collection that includes o Selection, o Determination and coordination of selection policy, o Assessment of the need of Users, o Collection need studies, o Collection analysis, o Budget management, o Identification of needs o Planning for resource sharing etc…

In 1980 the term “Collection Management” was proposed as an umbrella term under which Collection Development was to be subsumed in this context CM includes ◦ Collection Development ◦ Decision about weeding ◦ Storage ◦ Preservation It is a process which deals with ◦ Process of information gathering ◦ Communicating (Communication) ◦ Coordination ◦ Policy formulation ◦ Evaluation and planning ◦ Collection development is basically a part of Collection management which deals with acquisition of materials.

Collection development is the process of acquiring books/ documents and non-print media needed to satisfy request for the information needs and to attain systems objectives. “Collection Development is a term representing the process of systematically building library collections to serve study, teaching, research and other needs of library users”. Activities included  Assessing the users need  Evaluating the present collection  Determining selection policy  Coordinating selection of items  Re-evaluating  Preserving  Planning for resource sharing.

  • 9.  Effective selection for tailoring acquisitions to available funds and to render collection more cost effective.  Inf. Explosion – meant to enrich library collection.  Can be attained through purchase, gifts and even exchange from other libraries or through donations.  It will boost the staff, for better performance and for a continuous, consistent and balanced growth of a library.

  • 15. Collection Development Policy Libraries without CD policy are like Business without Business plan. Written statement of principles guiding the library’s selection of materials including the criteria used in making selection and deselecting, decisions and policies concerning gifts and exchange. Technology related factors have to be incorporated in the policy. Purpose of Collection Development Policy  Information  Means inform by describing current collection, strengthen, weakness and setting.  Protection  Means to protect library from external pressures, Protect intellectual freedom and prevent censorship. Functions of Collection Development (Cont.)
  • 16. Design of Policy Statement: • Communicating tool, who is responsible for what? • Serves as a budgeting tool. • Main elements included : Library’s mission statement, statement of general policies concerning collection development and detailed analysis of what will be collected.
  • 17. It also means “A total amount of funds available to meet a library expenditures over a fixed period of time”. The budget will vary from year to year. Mostly libraries manage their budget on a fiscal year, which may or may not parallel to calendar year. Often it is started from July to June and CD Officers are responsible to maintain and monitor the material budget which is a part of total budget.
  • 18.  It is a process of meeting the information needs of the people in a timely and economical manner using information resources locally held or from other organization.  Francis K.W stated “High purpose of book selection is to provide the right book to the right reader at right time”.

  • 25.  Once the Selector has consider all relevant evaluation and assessment questions, he/she is ready to select or reject the items.  If item is selected (Acquisition refers to the process of ordering and obtaining library materials, which is too close to Collection Development)

Members of faculty are usually charged with the responsibility for selecting materials in support of courses and programmes, whereas the librarian and library staff are held responsible for selecting general reference books, periodicals and other material intended for general recreational reading.

  • 33. Collection development deals with reinterpretation of traditional library mission and practices for the digital library environment. Information professionals have to actively develop, maintain and manage wide range of resources. If libraries do not adopt this change, they will become museum of old information. With the advent of IT the task remains the same, only tools have changed and IT has become a handy told to do all jobs in the libraries so that it can help different users effectively and efficiently.
