Auckland Council is the result of integration between 8
previously distinct councils, with their own systems,
processes and people. Post integration, Patricia and her
team have been working to avoid creating departmental

In 2011 the Department of Health established a project
to implement a shared service delivery model for

forces to explore shared services for non-clinical
functions. From its earliest beginnings healthAlliance
grew to providing services to the four upper North

In 2014 healthAlliance started on a multi year programme
to provide Finance, Procurement and some Supply Chain
functions nationally to 20 District Health Boards

as the Programme Manager at the New Zealand Transport
Agency, Susan has been able to reach a group consensus
through:
• Understanding the main goals and drivers of each
stakeholder through workshops
• Avoiding proscriptive outcomes, enabling participants to
create a best fit solution to the problem at hand
• Ensuring that the discussed is based on strategy rather
