Dear Transformation Professional,
Budgetary pressures, increasing citizen expectations and an
accelerating pace of change means that the model of government
service provision is under increasing strain.
In light of this, agencies across all levels have been assessing new
models aimed at increasing service delivery while reducing costs.
With that in mind, the Public Sector Transformation Forum 2014
has been designed to address the following:
• Efforts to develop a whole-of-government approach
to shared services to leverage economies of scale
• Creating standardised processes across multiple
government departments to improve efficiency and
effectiveness
• Lessons learned from previous council mergers, and plans
in that regard for Western Australia
• Leveraging outsourcing and contestability to deliver
higher value, cost effective, services
• Creating a high performance culture and overcoming change
fatigue
Also, new for this year, the event will include presentations from
higher education, reflecting the common challenges of limited
budget and resistance to change faced by both sectors.
Book by 12 September to take advantage
of the $1,100 early bird discount!
Simply call 02 9229 1000, email registration@iqpc.com.au
or book online at www.shared-services-publicsector.com.au
I look forward to meeting you in November.

09.50 Integrating Innovation into Government Service
Delivery
Given the accelerating pace of technological change,
private sector companies are increasingly having to
integrate innovation into their organisation to stay
ahead of the competition. In her session, Liz will draw
on the latest Hackett research as to the practices that
distinguish high performers from the rest, and highlight
key examples of how these principles can be applied in a
government context.

11:00 ERP Consolidation across Government to Optimise
Service Delivery
At this point in time, there are 200 different ERP
systems, roll outs and versions across the 110 different
government entities. With this in mind, Stuart and the
rest of the Efficiency Improvement Branch have been
looking at ERP consolidation, and what it means in
terms of:
• Enabling government to move effectively pool, analyse
and asses data
• Overcoming current integration issues faced due to
machinery of government changes
• Lessons learned from previous ERP consolidation

11:40 Improving Efficiency through Business Process
Reengineering
Auckland Council is the result of integration between 8
previously distinct councils, with their own systems,
processes and people. Post integration, Patricia and her
team have been working to avoid creating departmental
silos in the larger organisation by:
• Understanding the key processes that run across the
organisation
• Developing specific work streams for asset management,
project management, knowledge management,
business improvement and planning to report
• Process disruption: looking at how things should be
done, rather than how they have always been done

17:00 Transformation: Moving a Public Health Board
Department to a National Business
In 2000 two of New Zealand’s Health Boards joined
forces to explore shared services for non-clinical
functions. From its earliest beginnings healthAlliance
grew to providing services to the four upper North
Island District Health Boards in Information Services,
Payroll, Finance, Procurement and Supply Chain.
In 2014 healthAlliance started on a multi year programme
to provide Finance, Procurement and some Supply Chain
functions nationally to 20 District Health Boards
commencing with National Procurement Services in July
2014.
Ross will address:
• Transformation from a public sector to a more
commercial viewpoint
• Learnings through each phase of growth

11:40 Lessons Learned: Delivering Greater Value through
Contestability
In spite of what many people assume, contestability does
not always equal outsourcing or privatisation. Instead, if
done effectively, it enables government to improve service
delivery through the injection of market forces and the
following key considerations:
• Developing and utilising a contestability framework
• Meeting community service obligations
• Avoiding the creating of a service monopoly
• Understanding the maturity of the commercial
market, and the strength of their processes
Vaun Peate
Senior Director, Health Support Queensland

13:20 Approaching Contestability from the Perspective of a
Service Provider
In response to the move towards contestability, Health
Shared Services have been assessing their services
against those available in the private sector to ensure
they deliver the necessary value. They have done this by:
• Mapping out the activity costing of current services
• Developing a common framework with which to
compare against the private sector
• Highlighting processes that do not deliver the
appropriate value, and addressing them accordingly
• Consulting with customer to understand their
perspective on value and cost

14.00 Maximising the Value of Outsourcing for your
Organisation
Outsourcing has long been an emotive issue within
Australian government. But with several government
departments showing the potential benefits in terms of
cost reduction and improved service, this session will
outline how to make it work for you.
• Understanding if outsourcing is right for your
organisation
• Deciding on the most appropriate processes to
outsource
• Choosing the best partner to minimise risks and
deliver results
• Building and maintaining the relationship for long
term sustainability
• Managing the change associated with moving
to outsourcing

& Improvement, Australian Taxation Office

15.10 Is Outsourcing the Answer – and if so, What Type?
In this session, Ryan will address some of the means by
which they have used outsourcing to maximising the
return of the limited funding available to local government.
• Outsourcing for the future - gain-sharing, FTE-led
contracts, transaction based pricing models, hybrid or
other?
• Achieving cost and efficiency gains through
transactional processes maturity
• Getting more than the basics - innovation, analytical
capability, skilled talent to define business outcomes

15:50 Another Way: Collaboration for Increased Sector
Capability – Evolutionary not Revolutionary
The New Zealand Transport Sector have moved from
shared services to collaboration, and are looking at how
best to grow capabilities across the sector through;
• The Transport Sector journey and lessons learned
along the way
• Understanding synergies between the different
organisations, and integrating efforts accordingly
• Leveraging the capabilities of the more advanced
agencies
• Being flexible; taking a one size will not fit all
approach
• Taking an more incremental collaborative approach
rather than a structural shared services

INTERACTIVE WORKSHOPS
WORKSHOP A:
Monday 17 November 2014 • 18:00 - 20:00
Tools for Developing a
Transformational Strategy
Creating and securing buy in for a transformational strategy
within a Government context is fraught with challenges. In
order for any strategy to get off the ground, it is necessary to
secure engagement from all the impacted parties. In her role
as the Programme Manager at the New Zealand Transport
Agency, Susan has been able to reach a group consensus
through:
• Understanding the main goals and drivers of each
stakeholder through workshops
• Avoiding proscriptive outcomes, enabling participants to
create a best fit solution to the problem at hand
• Ensuring that the discussed is based on strategy rather
than detail, and with a focus on outcomes
• Developing a short and concise strategy document that is
‘big picture’ in nature
Susan will share her strategies for all of the above during
this workshop.

WORKSHOP B:
Tuesday 18 November 2014 • 17:00 – 19:00
Successfully Leading Change
in a Transformation Program
Most transformation programs focus on the external factors
such as operating structures, technology improvements
and process improvements. Effective leaders recognise that
in order for the transformation to be successful, they need
to both understand and maximise their personal role as a
change agent. In this workshop, Richard will share how you
can become a positive influence on your change program by:
• Examining your role as an agent of change and your impact
on the wider transformation
• Understanding how the brain reacts to change, and how to
avoid a fight or flight response
• Learning how to adjust your communication style, both
verbal, written and nonverbal, to the needs of a particular
situation
• Utilise effective conversation to drive the performance of
your staff
