• How can we build and use A2C and C2A bridges?
   – #1 Across whole PPRR spectrum
       • Prevention: build a (Virtual) community (or linking existing ones) and establish
         connectivity before the event
       • Response: validate alerts using people on the ground
       • Recovery: e.g. crowdsourcing high-water marks post flood event
       • Recovery: mobilising existing communities & volunteers to assist in recovery –
         also helps grieving process
   – #2 Emergency Alert: working example of A2C
       • Issue: Generate wait & see mentality?
   – #3 Community resilience: can be (re-) built by Gov2.0 and Social Media
   – A2C hard enough, C2A even harder (for agencies) to accept
       • Even though experience shows SocMed info often more timely & accurate
   – How to resource continued (C2A) monitoring?
       • Should be a Social Media monitoring role in the operational groups
