2014 Statewide, Coordinated Campaign
Greetings,
The mission of your 2014 MassVictory team, pure and simple, is: TO WIN, on
behalf of ALL Republican candidates. We are preparing NOW to do precisely this
via a truly coordinated, statewide campaign in 2014.
Make no mistake, our task ahead will be challenging; it will succeed only with the
cooperation of all party supporters, especially YOU. Our new team is working
each day to improve upon past mistakes and refine our previous successes.
The following plan outlines our efforts to assist candidates up and down the
ballot. With new, accurate, statewide data provided at no cost by the party,
and a relentless focus on execution, WE CAN WIN. I welcome the opportunity
to further discuss this initiative with you as soon as possible.

3. 2014 Overview – The Coordinated Campaign
• The Massachusetts Republican Party (MRP) is fully committed to
reshaping its approach for the 2014 Election Cycle
• The following are the three key components to a successful,
statewide Coordinated Campaign:
• Data – The centralization, enhancement, and distribution of
voter information to all candidates and campaigns
• Coordination – An integrated effort within the Party, that will
allocate resources into a single, unified Campaign –
complemented by a ready, trained ground operation team,
including a network of Town and Precinct Captains
• Numbers-Driven Strategy – A reliance on quantitative
analysis to make decisions; implementing a novel approach
to the electorate and capturing non-traditional votes

4. Data and Technology Initiative
• The MRP now boasts arguably one of the most robust data
infrastructures of any Republican State Party in the country; it includes
previous voter information from the past Baker, Brown, Romney, and
Gomez campaigns. No other system contains all of this data.
• Further, extensive consumer data has been purchased to enhance
voter profiles and provide the MRP with unprecedented micro-targeting
capabilities. Additionally, we perform a National Change of Address
update every month to the new statewide voter file from the MA
Secretary of State, accessible only by the state party each month.
• Lastly, the MRP has joined with the Republican National
Committee to make this data easily accessible via the web-based
platform, GOP Data Center. This will allow MA constituents real
time access to the new, improved data. We are currently the only
GOP State Party that pushes data to the RNC.

7. A Volunteer Army
• Coordination among the party will be enhanced by a statewide,
Town and Precinct Captain army – recruitment already underway

elect all GOP candidates, from the top to bottom of the ticket
• Each and every participant will work towards a single,
unified Victory Campaign for 2014 – we stand together!

8. 2014 Victory - “FIND” Phase

The 2014 Victory plan commenced September 1,
with the “Find” Phase

This phase is two-fold:

The next stage of the Victory plan will begin in March
with the “Fix” Phase
This phase will mark the overt execution of the
Field Program:
