Partner – Recruited to join boutique law firm embedded within Globetrotters
Engineering Corporation (GEC). Merged three decades of legal experience in
governmental law, code analysis and enforcement, regulatory compliance,
investigations, litigation, advocacy and mediation experience to the firm. Expanded
Shah PC client base, drew new clientele to the firm and recruited qualified attorneys
with specialized experience in order to attract governmental clients. Recruited technical

HOUSING AUTHORITY OF COOK COUNTY (HACC), CHICAGO, IL
GENERAL COUNSEL 2011-2015
General Counsel Responsibilities – Chief Counsel representing Illinois’ second-
largest Public Housing Agency, with 140 employees, 1,850 public housing units and
13,000 housing choice vouchers. General Counsel advises the Chief Executive, senior
staff and all supporting personnel on a wide spectrum of federal, state and local
regulatory requirements and otherwise addresses operational, personnel and due
process matters. Attend HACC Board of Commissioners meetings. Consult with and
respond to U.S. Department of Housing and Urban Development (HUD), State of
Illinois, Cook County and local elected officials and administrators. Participate in
mediation and negotiations on behalf of the Authority.
Supervise in-house Senior Counsel and Assistant Attorney in array of legal matters
including mandated administrative hearings and appeals, contract compliance, business
process, real estate management and commercial and residential unit leases.
Coordinate and oversee the work of five (5) private law firms in federal, state, county
and municipal regulatory matters, personal injury, tort liability, contract solicitation,
award and compliance, low-income tax credits, finance and labor law. Participate in
negotiations and proffer testimony on behalf of HACC before Judges of the Circuit Court
of Cook County and the Sheriff of Cook County.
Oversee contract negotiations and federal mediation process to resolve fractious labor
disputes, resulting in a favorable extended HACC|SEIU Union contract.
Evaluate, engage and supervise architectural and engineering firms (A&E), construction
contractors, maintenance and security contractors, IT contractors, material vendors and
suppliers.
Supervise and participate in administrative hearings including evaluation of ADA|UFAS
Fair Housing and Reasonable Accommodation matters.
Prepare documents of varying complexity including letters of opinion, reports,
proposals, written analyses, official correspondence, court documents and
intergovernmental agreements with Federal and Cook County agencies. Assist in two
individual Low-Income Housing Tax Credit (LIHTC) applications, winning tax credit
awards from the Illinois Housing Development Authority.
PROCUREMENT DIRECTOR 2013-2015
Director of Procurement – Reconstitute the Procurement Department following
wholesale departures in response to HACC cost-cutting measures. Interviewed and
selected qualified staff of two Procurement Officers (previously four). Oversee
competitive, sole-source and emergency solicitation of goods and services with special
attention given to increased competition and inclusivity in awards. Launched
“eProcurement System” to electronically broadcast HACC solicitations and ensure
greater competition pursuant to HUD goals and objectives. Develop HACC capital
needs assessments to prioritize construction and safety expenditures consistent with a
negative budgetary environment. Draft tailored scopes of work, review independent
cost estimates and propose cost-saving measures in contract awards.
Approve Requests for Qualifications, Requests for Proposals and Invitations for Bids.
Process award of all Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, small
contracts (under $500,000) and micro-purchases (under $2,000). Draft
intergovernmental agreements, evaluate “piggy-back” options and otherwise expand
joint contracting efforts.
Conduct pre-bid, pre-award and reconciliation conferences, participate in Best and Final
Offers (BAFO) negotiations and inspect building construction work to ensure
compliance with building and safety code requirements. Drafted solicitation documents,
assessed bids and oversaw award of Evanston high-rise rehabilitation projects for $17
million contract award to the General Contractor, meeting both a critical schedule and
budget.
Assess contract compliance to ensure delivery of all goods and services necessary for
Housing Authority operations.
Attend operational review meetings with the Cook County Board President and other
Cook County Department of Economic and Community Development Administrators.
GENERAL COUNSEL|DIRECTOR OF ASSET MANAGEMENT (2011-2013)
As Director of Asset Management – Managed operation of 1,850 HUD-financed
Public housing units at fifteen locations throughout suburban Cook County with an $11
million annual operating budget. Directly supervise two Assistant Directors, twelve
Property Managers and twenty-three maintenance employees.
Performed capital needs assessments and mobilized managers, maintenance staff and
private contractors to complete deferred maintenance and revitalization projects.
Spearheaded multiple vacancy-reduction projects, restoring approximately 300 vacant
housing units to inventory. Directed modernization of twelve high-rise (Senior|Disabled)
buildings and oversaw recovery of family-site apartment buildings. Negotiated
amendments to the Authority’s “Voluntary Compliance Agreement” with HUD Office of
Fair Housing and Equal Opportunity and launched related construction projects to
satisfy commitments under Section 504 of the Rehabilitation Act of 1973 for creation of
physically accessible-adaptable homes.
CITY OF CHICAGO DEPARTMENT OF BUILDINGS, GENERAL COUNSEL|DEPUTY

2011)
As General Counsel - Provided legal services to Chicago Building Commissioner,
