The U.S. cash market was silent today and buyers and sellers remain at odds on price.
As of today, offers could still be found around $15.55-$16.66 per fob farm (about $343-$367 per ton),
depending on where they are located in the U.S. mid-South, for January through March shipment.Bids from
larger mills increased slightly to around $15.05 per cwt (about $332 per ton) while bids from exporters were
unchanged near $15.15 per cwt (about $334 per ton), both for January through February delivery, although
sellers remain uninterested in these bids.

Red Yeast Rice Products in Taiwan Found to Have Too High of Levels of
Cholesterol-Reducing Fungus

Several red yeast rice products in Taiwan have shown proof of high levels of contamination with mycotoxins,
according to the nation's Food and Drug Administration.Mycotoxins are produced by fungus and are naturally
occurring, so it is not too shocking that the toxin is found in red yeast rice, which is cultivated with a specific
mold culture (monascus purpureus) to produce its bright red color. The levels of citrinin in the red yeast rice far
exceeded the maximum allowable level of 5 ppm, with some samples testing positive for over 63 ppm.Red
yeast rice has received lots of publicity for its rumored ability to lower cholesterol and triglycerides, although
the safety of the product has come under scrutiny lately. The product is not regulated by the FDA in the U.S.
unless it includes monacolin K, which acts as a statin (cholesterol-lowering drug).

India's Genetic Committee Holds First Meeting in Two Years; Nation Weighs GMO

The Genetic Engineering Appraisal Committee (GEAC) in India will soon have its first meeting in nearly two
years. Field trials in the country have largely been stalled during the committee’s hiatus, and currently cotton is
the only genetically modified crop being grown at the commercial level in India.Over 50 applications are
pending review by the committee, 35 of which are new applications (as opposed to “revalidations”). Eleven
different agricultural crops are represented in those new applications and fifteen of those 35 new applications
are for genetically modified rice.As in many countries, genetically modified crops are a contentious topic in
India with some states opposing the field trials while the environment ministry supports research on GM crops.

India Punjab Millers Face Losses Due to Slow Government Procurement of Rice

Slow procurement of rice by the Indian government is adversely affecting quality of rice and causing financial
losses to millers, according to local sources.Rice procurement by central and state government agencies in India
stand at around 16.36 million tons so far in the marketing season 2013-14 (October – September), which is
down about 8% from around 17.78 million tons of rice procured during the same time in the previous year. It is
estimated that total annual rice procurement is likely to reach only around 31-32 million tons in 2013-14, down
about 6% from the target of around 34.5 million tons. According to local sources, government procurement is
slow this year due to high open-market prices and delay in harvesting in some states of India.However, millers
in Punjab say that low demand in eastern states and understaffing in the Food Corporation of India (FCI) are
main reasons behind the slow procurement of rice from mills. Punjab contributes a large share of rice to the
central pool for the public distribution system. About 3,000 small rice processing mills in Punjab process nonbasmati rice procured by the central and state government agencies meant for the PDS, and receive processing
fees, and by-products of paddy like paddy husk and bran.However, slow procurement has cut down production
capacity of the mills to almost half in Punjab this year.
According to Tarsem Saini, president of the Rice Millers Association of Punjab, most mills have the capacity to
process about 100,000 tons of rice per day, but government agencies are procuring only 50,000 tons per day
which is forcing mills to operate at half their capacity. According to Saini, mills can complete processing of the
entire stock of around 12.5 million tons in the state by February 28, 2014, but have to stretch it to August 2014.
He says that this may lead to high moisture level in the grain and cause financial losses to millers. Delay in
processing is also likely to increase power consumption and maintenance charges (by up to 50%), he says.Rice
millers in Punjab are also concerned about the manual rice assessment method used by the FCI. The millers say
that due to lack of correct government policies, rice processing has turned into an annual occupation from being
a seasonal business.

India Amends Basmati Rice GI Application to Include Central State Madhya

India's Geographical Indications (GI) Registry has directed the Agricultural & Processed Food Products Export
Development Authority (APEDA) to file an amended GI application to include the central Indian state Madhya
Pradesh as a basmati growing area, a move that is likely to delay legal protection to basmati rice in India.In its
first application, APEDA had sought to cover the northern states of Punjab, Haryana, Delhi, Himachal Pradesh,
Uttarakhand, and parts of Uttar Pradesh and Jammu & Kashmir as basmati growing areas. However, the
Madhya Pradesh state government, basmati rice farmers of the state, and some private traders wanted Madhya
Pradesh to be included for GI recognition.
The applicants say Madhya Pradesh is located in the Indo-Gangetic plains and that in 2009 (when APEDA filed
the application), the state produced about 450,000 tons of basmati (of which around 400,000 tons was
exported). They add that non-inclusion of state will adversely affect the lives of farmers. A representative says,
“The geographical indication application remains imperfect if it fails to cover the actual producing area. Not
even a micron point space of actual cultivation area should be left uncovered."However, including Madhya
Pradesh for GI registration is likely to delay GI protection for Indian basmati rice. According to local sources,
APEDA has spent over Rs.7.6 crore (around $1.2 million) on litigations on basmati and there are still over 200
pending litigations in 50 jurisdictions worldwide.A GI label certifies the geographical origin of a product and
confirms adherence to some production standards. It also prevents producers who aren't covered by the tag from
using the same.India is the largest producer and exporter of basmati rice. India’s basmati rice exports are
forecast to reach around 4 million tons in FY 2013-14 (April – March), up about 12.5% from around 3.5 million
tons in FY 2012-13.

Market Continues to Retrace Recent Gains

Chicago rough rice futures for March delivery are currently paused 3 cents per cwt (about $0.33 per ton) lower
at $15.450 per cwt (about $341 per ton) as of 8:00am Chicago time. The other grains are seen mostly lower this
morning ahead of floor trading in Chicago: soybeans are currently seen about 0.4% lower, wheat is noted about
0.2% higher, and corn is paused about 0.1% lower.U.S. stock index futures signaled a weak open on Wall Street
on Wednesday, with investors reacting to the ADP payrolls report ahead of the Federal Reserve's latest policy
minutes. The data, which comes ahead of Friday's nonfarm payrolls report for December, had the private sector
creating 238,000 jobs in December. Analysts polled by Reuters had expected the ADP report to show that
200,000 private sector jobs were created in December, down slightly from November's 215,000. T
he FOMC minutes will be published at 2 p.m. ET, and will be of particular interest given last month's longawaited announcement on tapering. Investors will want to know whether policymakers were unanimous in their
decision to scale back asset purchases by $10 billion to $75 billion per month, and whether further tapering can
be expected in February. In addition, the Fed will publish consumer credit data for November at 3 p.m. on
Wednesday. It will purchase $1.0-1.5 billion of 22-30-year notes during the day and Treasury will sell $21
billion of re-opened 10-year notes. U.S. stock index futures are currently trading about 0.1% lower, gold is
currently trading about 0.6% lower, crude oil is seen trading about 0.2% higher, and the U.S. dollar is currently
trading about 0.2% higher at 8:00am Chicago time.

Indonesia Unlikely to Import Rice in 2014

Indonesia will not require any rice imports in 2014, according to the country's Agriculture Minister.The minister
says that the country's production of paddy rice is expected to increase to 76.57 million tons (about 42.5 million
tons, basis milled) in 2014, up about 8% from around 70.87 million (about 39 million tons, basis milled) in
2013. Indonesia also has a buffer carry-over stock of 2 million tons at the end of 2013, the minister
says.However the State Logistics Agency (Bulog) president director Sutarto Alimoeso said that country's import
requirement can be known only after looking at the production capacity, which may drop owing to unfavorable
climate conditions. So far, the national rice output is expected to increase because of favorable climate forecasts
and efficient distribution of fertilizers and seeds to farmers, he added. Alimoeso said that the government has
not imported rice in 2013 as the national output was sufficient to meet the demand. But some rice was imported
by few private agencies, he noted.However, USDA estimates Indonesia’s rice import requirements to grow to
around 1.5 million tons in 2014, up about 50% from around one million tons in 2013.

Thailand Off-Season Rice Production Forecast to Decline 21% to 8.47 Million Tons

Thailand’s off-season (January - June) rice production is expected to decline to around 8.47 million tons this
year, down about 21% from the previous year, and the lowest in around seven years, according to the Office of
Agricultural Economics (OAE).According to earlier projections of the Agriculture Ministry, the main season
(May – January) rice crop production is likely to reach around 28.4 million tons in 2013-14, which suggests
total 2013-14 rice production may reach around 36.8 million tons which is down about 3.5% from previous
year.The OAE says that the off-season rice crop is adversely affected this year due to droughts during the
planting season. However, trade sources say that farmers have reduced rice plantings due to the changes in the
government rice mortgage program for the off-season crop.Under new rules announced last year, the
government continues to pay up to 15,000 baht (about $453) per ton of paddy rice for the main crop, but has
lowered the purchase price of paddy rice from the off-season crop by around 13% to up to 13,000 baht (about
$393) per ton.

China Celebrates Buddha’s Enlightenment with Rice Porridge Festival

Today, Wednesday January 8, marks the traditional Chinese holiday known as the Laba Rice Porridge
Festival. The floating holiday was originally a celebration of the new harvest, but it was given a fixed day (the
eighth day of the twelfth month of the lunar Chinese calendar) when its focus shifted to the commemoration of
Buddha’s enlightenment, after the spread of Buddhism during the first century. In its early form, the Laba
Festival was an opportunity for people to celebrate their crops, make sacrifices to ancestors, show appreciation
for a good harvest, and pray for future good fortune. As the festival became more Buddhist-centric charity
became a bigger component of the holiday. Now, Buddhist monks cook massive amounts of laba porridge to
provide to those who need it. The monks in one city prepared over 7.5 tons of porridge this year, according to
BBC China.As with any traditional dish, there are numerous ways to make it and notable regional
differences. Laba rice porridge usually contains glutinous rice, red beans, dried fruit, nuts, and meat, along with
other optional ingredients. Traditionally, it should have eight ingredients, sometimes known as the “eight
treasures.” Other common options include lotus seeds, taro, water chestnuts, or tofu. Porridge-cookers in
northern China are likely to create a sweeter porridge – almost a dessert – by adding sugar, dates, lotus seeds,
dried long’an pulp, pine nuts, and other fruits and nuts. The porridge in southern China is likely to have salt
added, along with soybeans, peanuts, water chestnuts, walnuts, and meat. The ingredients are cooked for hours,
on high heat in the beginning and then reduced to a simmer for several hours.
Once it’s cooked, the porridge is offered as a sacrifice to ancestors and shared amongst friends, family, and
strangers. Make sure to leave a little porridge in your bowl – leftovers forecast a good harvest the following
year.

U.S. Rice Farmer Takes Case to State Supreme Court

The Texas Supreme Court will hear a case to decide whether a rice farmer in East Texas can sue for trespassing
if his land is damaged when industrial wastewater is injected 1.5 miles under the surface via a disposal well. He
is concerned the wastewater will encroach on his farm’s property line. Locals say it will be interesting to see
which ideal wins out: private property rights or support for developing industry.

*America’s domestic energy revolution helped drive a decline in the U.S. trade deficit to its lowest level in four
years, bolstering calls in Washington for the Obama administration to relax decades-old restrictions on the
export of crude oil. The improvement in America’s monthly trade gap – to $34.3 billion in November from
$39.3 billion in October – prompted some economists to increase fourth-quarter U.S. growth estimates,
reinforcing confidence in the country’s economic recovery.
*Much of North America was gripped by the coldest weather in decades as extreme conditions, caused by a
polar vortex – a pattern of winds that traps cold air – spread east and south on Tuesday. The U.S. National
Weather Service warned of “dangerously cold Arctic air” overtaking the eastern two-thirds of the country, with
temperatures below freezing “in most places from the central plains to the east coast and as far south as the gulf

*Sony is planning to launch an ambitious “cloud” TV service later this year in U.S., delivering live content over

Wall Street Journal*Germany's trade surplus was bigger than expected in November as exports rose and imports declined from
October, official data showed Wednesday, highlighting the country's dependence on foreign demand. The trade
surplus, adjusted for seasonal and calendar effects, swelled to €17.8 billion ($24.3 billion) in November from a
revised €16.7 billion in October, the federal statistics office said. Economists polled by The Wall Street Journal
had forecast an increase to €17.5 billion.
*Thailand's anticorruption agency said Tuesday that it was considering sending a majority of the lawmakers in
the lower house to an impeachment trial in the Senate, throwing the country's political outlook further into
doubt.
*The first batch of lethal chemicals from Syria's arms program was loaded onto a Danish ship, officials said

*Turkish Prime Minister Recep Tayyip Erdogan on Tuesday removed an additional 400 police officers from

*U.K. house prices fell by 0.6% month-on-month in December, the first decline in nearly a year, according to

*A type of debt that felled many companies during the financial crisis will continue to proliferate in Europe as

New York Times*Consumer prices in the euro zone barely increased last month, raising fears of deflation and putting pressure
on the ECB to take further action. Prices in the 17 EU member states that were using the euro in 2013 rose in
December at an annual rate of only 0.8%, Eurostat, the EU statistical agency, reported on Tuesday in a first
estimate that will be subject to revision in the weeks ahead.
*India took aim Wednesday at the privileges enjoyed by American diplomats in New Delhi, warning that the
U.S. must stop all "commercial activities" at a popular embassy club that includes a bar, a bowling alley, and
other amenities. New Delhi also warned that embassy cars would not be immune to traffic violations.
*China says it's beefing up its police powers in the disputed South China Sea and requiring foreign fishermen to
ask Beijing's permission to operate within about two-thirds of the vast, strategic waterway.
*Indian industrial output probably returned to modest growth in November after shrinking for the first time in
four months in October, helped by better overseas demand, a Reuters poll showed. Industrial production in
November was expected to grow 1.0% from a year earlier, after shrinking 1.8% in October, according to the
median consensus of 20 economists.

*Germany's population rose for a third consecutive year in 2013, boosted by the highest level of net migration
in 20 years, the Federal Statistics Office said on Wednesday.
*Chinese recycling tycoon Chen Guangbiao dialed back his ambitious plans to buy The New York Times Co
just over a week after making his intentions public. "The level of difficulty is great," he said through a translator
on Tuesday.

Tags: U.S. rice market, U.S. rice prices Red Yeast Rice Products in Taiwan Found to Have Too High of Levels of Cholesterol-Reducing Fungus Jan 08, 2014 Several red yeast rice products in Taiwan have shown proof of high levels of contamination with mycotoxins, according to the nation's Food and Drug Administration.Mycotoxins are produced by fungus and are naturally occurring, so it is not too shocking that the toxin is found in red yeast rice, which is cultivated with a specific mold culture (monascus purpureus) to produce its bright red color. The levels of citrinin in the red yeast rice far exceeded the maximum allowable level of 5 ppm, with some samples testing positive for over 63 ppm.Red yeast rice has received lots of publicity for its rumored ability to lower cholesterol and triglycerides, although the safety of the product has come under scrutiny lately. The product is not regulated by the FDA in the U.S. unless it includes monacolin K, which acts as a statin (cholesterol-lowering drug). India's Genetic Committee Holds First Meeting in Two Years; Nation Weighs GMO Crop Risks, Benefits Jan 08, 2014 The Genetic Engineering Appraisal Committee (GEAC) in India will soon have its first meeting in nearly two years. Field trials in the country have largely been stalled during the committee’s hiatus, and currently cotton is the only genetically modified crop being grown at the commercial level in India.Over 50 applications are pending review by the committee, 35 of which are new applications (as opposed to “revalidations”). Eleven different agricultural crops are represented in those new applications and fifteen of those 35 new applications are for genetically modified rice.As in many countries, genetically modified crops are a contentious topic in India with some states opposing the field trials while the environment ministry supports research on GM crops. Tags: GMO rice, GM Crops, Genetically Modified Agricultural Crops Genetic Engineering Appraisal Committee (GEAC), Environment Ministry Economy India Punjab Millers Face Losses Due to Slow Government Procurement of Rice Jan 08, 2014 Slow procurement of rice by the Indian government is adversely affecting quality of rice and causing financial losses to millers, according to local sources.Rice procurement by central and state government agencies in India stand at around 16.36 million tons so far in the marketing season 2013-14 (October – September), which is down about 8% from around 17.78 million tons of rice procured during the same time in the previous year. It is estimated that total annual rice procurement is likely to reach only around 31-32 million tons in 2013-14, down about 6% from the target of around 34.5 million tons. According to local sources, government procurement is slow this year due to high open-market prices and delay in harvesting in some states of India.However, millers in Punjab say that low demand in eastern states and understaffing in the Food Corporation of India (FCI) are main reasons behind the slow procurement of rice from mills. Punjab contributes a large share of rice to the central pool for the public distribution system. About 3,000 small rice processing mills in Punjab process nonbasmati rice procured by the central and state government agencies meant for the PDS, and receive processing fees, and by-products of paddy like paddy husk and bran.However, slow procurement has cut down production capacity of the mills to almost half in Punjab this year. According to Tarsem Saini, president of the Rice Millers Association of Punjab, most mills have the capacity to process about 100,000 tons of rice per day, but government agencies are procuring only 50,000 tons per day which is forcing mills to operate at half their capacity. According to Saini, mills can complete processing of the entire stock of around 12.5 million tons in the state by February 28, 2014, but have to stretch it to August 2014. He says that this may lead to high moisture level in the grain and cause financial losses to millers. Delay in processing is also likely to increase power consumption and maintenance charges (by up to 50%), he says.Rice millers in Punjab are also concerned about the manual rice assessment method used by the FCI. The millers say that due to lack of correct government policies, rice processing has turned into an annual occupation from being a seasonal business. Tags: India rice procurement India Amends Basmati Rice GI Application to Include Central State Madhya Pradesh Jan 08, 2014 India's Geographical Indications (GI) Registry has directed the Agricultural & Processed Food Products Export Development Authority (APEDA) to file an amended GI application to include the central Indian state Madhya Pradesh as a basmati growing area, a move that is likely to delay legal protection to basmati rice in India.In its first application, APEDA had sought to cover the northern states of Punjab, Haryana, Delhi, Himachal Pradesh, Uttarakhand, and parts of Uttar Pradesh and Jammu & Kashmir as basmati growing areas. However, the Madhya Pradesh state government, basmati rice farmers of the state, and some private traders wanted Madhya Pradesh to be included for GI recognition. The applicants say Madhya Pradesh is located in the Indo-Gangetic plains and that in 2009 (when APEDA filed the application), the state produced about 450,000 tons of basmati (of which around 400,000 tons was exported). They add that non-inclusion of state will adversely affect the lives of farmers. A representative says, “The geographical indication application remains imperfect if it fails to cover the actual producing area. Not even a micron point space of actual cultivation area should be left uncovered."However, including Madhya Pradesh for GI registration is likely to delay GI protection for Indian basmati rice. According to local sources, APEDA has spent over Rs.7.6 crore (around $1.2 million) on litigations on basmati and there are still over 200 pending litigations in 50 jurisdictions worldwide.A GI label certifies the geographical origin of a product and confirms adherence to some production standards. It also prevents producers who aren't covered by the tag from using the same.India is the largest producer and exporter of basmati rice. India’s basmati rice exports are forecast to reach around 4 million tons in FY 2013-14 (April – March), up about 12.5% from around 3.5 million tons in FY 2012-13. Indonesia Unlikely to Import Rice in 2014 Jan 08, 2014 Indonesia will not require any rice imports in 2014, according to the country's Agriculture Minister.The minister says that the country's production of paddy rice is expected to increase to 76.57 million tons (about 42.5 million tons, basis milled) in 2014, up about 8% from around 70.87 million (about 39 million tons, basis milled) in 2013. Indonesia also has a buffer carry-over stock of 2 million tons at the end of 2013, the minister says.However the State Logistics Agency (Bulog) president director Sutarto Alimoeso said that country's import requirement can be known only after looking at the production capacity, which may drop owing to unfavorable climate conditions. So far, the national rice output is expected to increase because of favorable climate forecasts and efficient distribution of fertilizers and seeds to farmers, he added. Alimoeso said that the government has not imported rice in 2013 as the national output was sufficient to meet the demand. But some rice was imported by few private agencies, he noted.However, USDA estimates Indonesia’s rice import requirements to grow to around 1.5 million tons in 2014, up about 50% from around one million tons in 2013. Tags: Indonesia rice imports Thailand Off-Season Rice Production Forecast to Decline 21% to 8.47 Million Tons Jan 08, 2014 Thailand’s off-season (January - June) rice production is expected to decline to around 8.47 million tons this year, down about 21% from the previous year, and the lowest in around seven years, according to the Office of Agricultural Economics (OAE).According to earlier projections of the Agriculture Ministry, the main season (May – January) rice crop production is likely to reach around 28.4 million tons in 2013-14, which suggests total 2013-14 rice production may reach around 36.8 million tons which is down about 3.5% from previous year.The OAE says that the off-season rice crop is adversely affected this year due to droughts during the planting season. However, trade sources say that farmers have reduced rice plantings due to the changes in the government rice mortgage program for the off-season crop.Under new rules announced last year, the government continues to pay up to 15,000 baht (about $453) per ton of paddy rice for the main crop, but has lowered the purchase price of paddy rice from the off-season crop by around 13% to up to 13,000 baht (about $393) per ton. The floating holiday was originally a celebration of the new harvest, but it was given a fixed day (the eighth day of the twelfth month of the lunar Chinese calendar) when its focus shifted to the commemoration of Buddha’s enlightenment, after the spread of Buddhism during the first century. In its early form, the Laba Festival was an opportunity for people to celebrate their crops, make sacrifices to ancestors, show appreciation for a good harvest, and pray for future good fortune. As the festival became more Buddhist-centric charity became a bigger component of the holiday. Now, Buddhist monks cook massive amounts of laba porridge to provide to those who need it. The monks in one city prepared over 7.5 tons of porridge this year, according to BBC China.As with any traditional dish, there are numerous ways to make it and notable regional differences. Laba rice porridge usually contains glutinous rice, red beans, dried fruit, nuts, and meat, along with other optional ingredients. Traditionally, it should have eight ingredients, sometimes known as the “eight treasures.” Other common options include lotus seeds, taro, water chestnuts, or tofu. Porridge-cookers in northern China are likely to create a sweeter porridge – almost a dessert – by adding sugar, dates, lotus seeds, dried long’an pulp, pine nuts, and other fruits and nuts. The porridge in southern China is likely to have salt added, along with soybeans, peanuts, water chestnuts, walnuts, and meat. The ingredients are cooked for hours, on high heat in the beginning and then reduced to a simmer for several hours. Once it’s cooked, the porridge is offered as a sacrifice to ancestors and shared amongst friends, family, and strangers.
