Cambodia and Myanmar Rice Imports into EU Increase

Italian rice farmers have been vocal about the challenges the European rice sector faces from duty-free rice imports from
Least Developed Countries (LDCs) such as Cambodia and Myanmar under the Everything But Arms (EBA)

agreement. The latest data provided by the European Commission shows just how much rice we’re talking about.Imports
from LDCs into Europe now account for half of the rice imported by the European Union (EU). The data published by
the European Commission shows that between September 2013 and July 2014, 254,436 tons of milled from LDCs entered
into the EU’s borders. This number is 51% more than the previous year, when imports from LDCs reached only 168,832
tons.
Ente Nazionale Risi (ENR), the National Agency for Rice in Italy, forecasts that at the end of this campaign global
imports from LDCs could reach 280,000 tons, about 47% more than one year ago.In September 2014, total imports
reached 190,000 tons. Italy bought 11,712 tons of milled rice from LDCs, corresponding to 1.3% of the total domestic
availability and 40% of total domestic imports. ENR has updated its dossier on Cambodia and submitted it to the Minister

Bangladesh Temporarily Waives off Non-fragrant Rice
Export Ban; Mulls 50,000 Tons Export to Sri Lanka

The government of Bangladesh is planning to temporarily
waive off its ban on non-fragrant rice exports and export
around 50,000 tons of rice to Sri Lanka, according to local
sources.Bangladesh has extended the ongoing five-year
ban on non-fragrant rice exports to the fiscal year 2014-15
(July 1, 2014 - June 30, 2015) in order to ensure supplies
and control price hikes in the local market. But the local
sources quoted the Food Minister as saying that the
government decided to export 50,000 tons of rice to Sri
Lanka based on the current food situation in the country.

According to local sources, the Sri Lankan government sought to import around 100,000 tons of rice from Bangladesh.
The Food Minister told local sources that depending on the Aman harvest, the government would decide on exporting the
remaining 50,000 tons to Sri Lanka.The South Asian country normally exports aromatic rice in small quantities. During
the last two financial years (July - June), it exported aromatic rice worth Tk77 crore (around $9.7 million), according to
government data.According to data from the Bangladesh Food Ministry, the country imported around 374,560 tons of rice
in FY 2013-14 (of which 371,500 tons are imported by the private sector and 3,060 tons are imported by the government),
up about 13 times or about 1,195% from around 28,930 tons (25,270 tons by private sector and 3,660 tons by the
government) imported in FY 2012-13.The government of Bangladesh has set a target of importing around 200,000 tons of
rice in FY 2014-15 to replenish falling stocks in the country, according to the Directorate of Food.

CEPEA reached around 36.49 real per 50 kilograms
as of August 25, 2014, up about 1% from around
36.16 real per 50 kilograms recorded on August 18,
2014.In terms of USD per ton, the index reached

0.3% from around $320 per ton recorded on August
18, 2014.

Colombia Imports 59,380 Tons of Rice from U.S. as
of August 15, 2014 Under Annual Tariff Rate Quota

Colombia has imported around 59,380 tons of rice, or 69% of the targeted 86,270 tons from the U.S. under the 2014 Tariff
Rate Quota (TRQ) during January 1 - August 15, according to USDA Post.The TRQs for rice and chicken-leg quarters are
managed under an Export Trading Company (ETC), which holds periodic auctions for exporting specific volumes of a
product. Remaining commodities such as yellow corn, white corn, crude soybean oil, etc., are managed under a First

Futures Dragged Lower by Bearish Grains Complex

Chicago rough rice futures for Sep delivery settled 11.5 cent per cwt (about $3 per ton) lower at $12.855 per cwt (about
$283 per ton). The other grains finished the day lower; soybeans closed about 0.1% lower at $10.280 per bushel; wheat
finished about 0.2% lower at $5.4150 per bushel, and corn finished the day about 0.7% lower at $3.6500 per bushel.U.S.
stocks rose on Tuesday, lifting the Dow to an all-time high and the S&P 500 to another record above 2,000, after better-
than-expected reports -- including a jump in orders for durable goods -- cast favorable light on the U.S. economy. A
measure of consumer confidence hit 92.4 in August, exceeding estimates of 89. Another report had home prices rising at a
slower rate in the year ending in June, with the S&P/Case-Shiller index of property values increasing 8.1% from June
2013. Pushing to an intraday record of 17,153.80, the Dow Jones Industrial Average more recently gained 52.82 points, or
0.3%, to 17,129.69, on track for a record close. Rising to an intraday record of 2005.07, the S&P 500 lately advanced 4.10
points, or 0.2%, to 2,002.02, with energy pacing sector gains among its 10 major industry groups. After a brief dip into
negative terrain, the Nasdaq gained 13.93 points, or 0.3%, to 4,571.29. Gold is trading about 0.5% higher, crude oil is
seen trading about 0.6% higher, and the U.S. dollar is seen trading slightly lower at about 1:00pm Chicago time.

Indian Rice Farmer to Drive Rice Production in
Africa

Switzerland-based global agricultural business and technology firm has partnered with Sumant Kumar to boost rice
production in African countries, according to a press statement released by the company.
The global agricultural firm will use Sumant
Kumar's rice farming expertise to increase
rice production in some African countries and
help them eventually reduce their dependency
on imports. It is keen on working towards
ensuring food security in these
countries.Sumant Kumar, who hails from
India's Bihar state, made headlines in 2012 by
achieving an yield of around 22.4 tons per
hectare using SRI. He also encouraged a
number of his co-farmers in Bihar to increase
yields by adopting SRI.SRI is a low water, labor intensive, organic method of rice farming. In the SRI system only a
single seedling, which can approximately yield 200 seeds per panicle, is used unlike a cluster of seedlings used in the
traditional farming system.
However, SRI farming is said to be labor-intensive and time-taking as farmers need to plant each sapling individually with
sufficient space between the seedlings to allow free flow of water. Rice saplings planted under this method absorb lesser
water as well as produce more rice with less seeds.Sumant Kumar's experience with SRI is being perceived as an
important step towards agricultural growth in various under-developed and developing countries in Africa, stated the press
release. According to the Rice Research Coordinator, West Africa Agricultural Productivity Program (WAAPP), SRI
farming system was introduced last year in some parts of Sierra Leone on a trial basis.

India May Import Rice First Time in Decades

India, a traditional rice exporter, is most likely to import rice first time in decades to meet public distribution system
(PDS) requirements in its two north-eastern states Tripura and Mizoram as transportation of rice to these two states is
likely to be disrupted by the proposed railway gauge conversion work on the 220-kilometer Lumding (Assam)-Badarpur-
Agartala (Tripura) line.

Local sources say the government is
planning to import around 500,000 tons
of rice from Myanmar. Due to the
proposed railway conversion works, it is
estimated that transporting rice from
surplus states such as Punjab or Andhra
Pradesh to Tripura and Mizoram would
cost the Food Corporation of India (FCI)
around Rs.3,200 per quintal (around $529
per ton), including the cost of rice at
around Rs.2,755 per quintal (around $455
per ton).In contrast, importing rice from
neighboring Myanmar would coat around
Rs.2,400 per quintal (around $397 per
ton), including transportation from
borders. Considering this huge cost difference, the government may bend towards importation.After the cabinet approves
the imports, state-owned Metals and Minerals Trading Corporation of India (MMTC) or PEC Limited would invite
tenders for imports.
An official from Food Ministry told local sources that since storage facilities in these two states are not so developed, the
government is keen on expediting imports to avoid any kind of disruptions in PDS supplies.All the seven north-eastern
states require 320,000 tons per month for PDS purposes, according to the Food Ministry.Owing to this proposed railway
works, Indian government is planning to transport rice from Andhra Pradesh to Tripura through Bangladesh. It already
transported around 10,000 tons of rice on a trial basis. Discussions over further transportation are yet to happen between
the two governments.

India Government Estimates 2014 Basmati Rice
Acreage at 3.5 Million Hectares, Up 40% from Last

Officials at the Indian Agriculture Ministry have estimated basmati rice acreage in
the 2014 kharif rice season (June - December) at around 3.5 million hectares, up
about 40% from around 2.5 million hectares planted last year, according to local
sources.Agriculture Commissioner told local sources that the Ministry is expecting
basmati rice acreage to increase in both traditional basmati growing states such as
Punjab, Haryana, Uttarakhand, Himachal Pradesh and some parts of Jammu and
Kashmir as well as in non-traditional states such as Madhya Pradesh and Rajasthan.
The increase is mainly due to better than normal returns achieved by some basmati rice farmers last year, said the
Commissioner. He noted that at the current levels, basmati rice production is expected to reach around 8.5 million tons, up
about 40% from around 6.25 million tons produced last year.Overall rice sowing in India has been slow since the
beginning of this kharif season due to late arrival of monsoons. As of August 22, 2014, India's kharif rice planting reached
around 33.5 million hectares, slightly up from around 33.4 million hectares planted during the same time last year.India
exported around 3.76 million tons of basmati rice in FY 2013-14 (April - March), up about 9% from around 3.46 million
tons exported in FY 2012-13, according to data from the Agricultural and Processed Food Products Export Development
Authority (APEDA). India exported a total of 10.78 million tons of rice (including basmati and non-basmati) in FY 2013-
14, up about 6% from about 10.15 million tons exported last year.

The U.S. cash market remains inactive with sellers holding out for higher prices despite the weakness in the futures
market while buyers are still in hand to mouth mode waiting for better prices once the harvest ramps up in Arkansas.As of
today, offers remain firm near $13.00-$13.33 per cwt fob farm (about $287-$294 per ton) while could still be found
around $12.85-$13.25 per cwt (about $282-$292 per ton) for September-October delivery; however no trades were
reported.

Futures Noted Slightly Lower as Bearish Grains

Chicago rough rice futures for Sep delivery are seen 2.5 cents per cwt (about $1 per ton) lower at $12.945 per cwt (about
$285 per ton) during early floor trading in Chicago. The other grains are seen lower this morning: soybeans are currently
seen 0.6% lower, wheat is listed about 1.2% lower and corn is noted about 0.3% lower. U.S. stocks rose on Tuesday, with
the S&P 500 near the 2,000 milestone, after a report had orders for durable goods jumping far more than expected in July
and casting a favorable light on the U.S. economy. Another report had home prices rising at a slower rate in the year
ending in June, with the S&P/Case-Shiller index of property values increasing 8.1% from June 2013. In addition to
economic reports, geopolitics was back in play, with the presidents of Russia and Ukraine meeting Tuesday in Belarus.
U.S. stocks are currently trading about 0.2% higher, gold is currently trading about 0.8% higher, crude oil is seen trading
about 0.7% higher, and the U.S. dollar is currently trading about 0.1% lower at 8:45am Chicago time.

Tariff Structures Explain World Paddy Exports

Central America is the world’s biggest paddy export market and the USA and Brazil are the top paddy exporting nations.
The USA exported around 3.7 million tons of rice in 2013, making it one of the biggest rice exporters in the world while
Brazil is a much smaller player, exporting just over 900,000 tons in 2013. However, 40 percent of the USA’s rice exports
are rough rice or paddy which has not been milled, while the figure for Brazil is 30%. The only other significant paddy
exporting nation is India, however their paddy exports made up just 2 percent of its total rice exports in 2013.
Vietnam does not export any paddy while Thailand’s paddy exports are next to nothing.Reasons behind why paddy
exports are so important for the USA and Brazil can be explained by the rice and paddy tariff structures of the markets
they export to. Most Central American and Caribbean countries have some of the highest rice tariff rates in the world but
tariff levels differ for milled rice and paddy. The way the tariff rates are set means that it tends to be much cheaper to
import paddy rather than milled rice. For instance, in Nicaragua the Most Favored Nation (MFN) tariff rate for milled rice
is 60 percent whereas the rate for paddy is much less at 22.5 percent. Setting the tariff levels at lower rates for less
processed products is referred to as tariff escalation and is a common strategy used by most countries including the
industrialized countries for protecting domestic industries. In the case of rice, the purpose is to protect the domestic
milling industry.
Since this policy is used in many of the markets in Central America which also happen to be major export markets for the
USA and Brazil, paddy remains a significant export product in the Americas. Brazil’s top paddy export markets for 2013
were Venezuela (150,000 tons) and Nicaragua (just over 100,000 tons). The bulk of the USA’s 1.5 million paddy exports
in 2013 went to Mexico (715,000 tons), Venezuela (295,000 tons), Panama (149,000 tons), Honduras (101,000), El
Salvador (72,000 tons), Guatemala (63,000 tons) and Costa Rica (54,000 tons). Turkey and Libya also import significant
amounts of paddy from the USA

Oryza rufipogon which is more commonly known as red rice is categorized as a noxious weed across numerous
states in the US, whereas in other countries around the world it is a major food staple and even tops the list as a
national delicacy in the Himalayan kingdom of Bhutan. For US rice farmers, red rice provides nothing but a
headache because it competes with their rice crop and is almost impossible to get rid of because red rice seeds
can remain dormant in the field for years and herbicides which would kill off red rice would also end up
destroying the main rice crop. US farmers are forced to the fact that red rice contaminates their harvest so extra
costs occur in the milling process when the red rice grains have to be sorted and removed from their finished
rice product.
However, red rice is a major staple in the East African countries of Djibouti and Somalia where it is called
Belem rice. But the country which is most famous for red rice is Bhutan. Although traditional varieties of red
rice, which have been grown for thousands of years in the country’s Paro Valley, gives a low yield, it is very
suitable for the harsh environmental conditions in the high altitude which requires very little nutrient inputs and
is highly resistant to pests.For consumers, red rice’s nutritional value is in line with brown rice but it only takes
the same amount of time to cook as white rice which for poor smallholders and consumers makes a big
difference in cooking costs for fuel. Its name comes from the reddish bran layer which covers the grain which is
left on. Though a niche market, Bhutan has been exporting red rice since the 1990s through a company called
Lotus Foods. Ironically, the United States is one of the countries which imports red rice from Bhutan so there’s
really no escaping red rice.

The global agricultural firm will use Sumant Kumar's rice farming expertise to increase rice production in some African countries and help them eventually reduce their dependency on imports. It is keen on working towards ensuring food security in these countries.Sumant Kumar, who hails from India's Bihar state, made headlines in 2012 by achieving an yield of around 22.4 tons per hectare using SRI. He also encouraged a number of his co-farmers in Bihar to increase yields by adopting SRI.SRI is a low water, labor intensive, organic method of rice farming. In the SRI system only a single seedling, which can approximately yield 200 seeds per panicle, is used unlike a cluster of seedlings used in the traditional farming system. However, SRI farming is said to be labor-intensive and time-taking as farmers need to plant each sapling individually with sufficient space between the seedlings to allow free flow of water. Rice saplings planted under this method absorb lesser water as well as produce more rice with less seeds.Sumant Kumar's experience with SRI is being perceived as an important step towards agricultural growth in various under-developed and developing countries in Africa, stated the press release. According to the Rice Research Coordinator, West Africa Agricultural Productivity Program (WAAPP), SRI farming system was introduced last year in some parts of Sierra Leone on a trial basis. Due to the proposed railway conversion works, it is estimated that transporting rice from surplus states such as Punjab or Andhra Pradesh to Tripura and Mizoram would cost the Food Corporation of India (FCI) around Rs.3,200 per quintal (around $529 per ton), including the cost of rice at around Rs.2,755 per quintal (around $455 per ton).In contrast, importing rice from neighboring Myanmar would coat around Rs.2,400 per quintal (around $397 per ton), including transportation from borders. Considering this huge cost difference, the government may bend towards importation.After the cabinet approves the imports, state-owned Metals and Minerals Trading Corporation of India (MMTC) or PEC Limited would invite tenders for imports. An official from Food Ministry told local sources that since storage facilities in these two states are not so developed, the government is keen on expediting imports to avoid any kind of disruptions in PDS supplies.All the seven north-eastern states require 320,000 tons per month for PDS purposes, according to the Food Ministry.Owing to this proposed railway works, Indian government is planning to transport rice from Andhra Pradesh to Tripura through Bangladesh. The increase is mainly due to better than normal returns achieved by some basmati rice farmers last year, said the Commissioner. He noted that at the current levels, basmati rice production is expected to reach around 8.5 million tons, up about 40% from around 6.25 million tons produced last year.Overall rice sowing in India has been slow since the beginning of this kharif season due to late arrival of monsoons. As of August 22, 2014, India's kharif rice planting reached around 33.5 million hectares, slightly up from around 33.4 million hectares planted during the same time last year.India exported around 3.76 million tons of basmati rice in FY 2013-14 (April - March), up about 9% from around 3.46 million tons exported in FY 2012-13, according to data from the Agricultural and Processed Food Products Export Development Authority (APEDA). The USA exported around 3.7 million tons of rice in 2013, making it one of the biggest rice exporters in the world while Brazil is a much smaller player, exporting just over 900,000 tons in 2013. However, 40 percent of the USA’s rice exports are rough rice or paddy which has not been milled, while the figure for Brazil is 30%. The only other significant paddy exporting nation is India, however their paddy exports made up just 2 percent of its total rice exports in 2013. Vietnam does not export any paddy while Thailand’s paddy exports are next to nothing.Reasons behind why paddy exports are so important for the USA and Brazil can be explained by the rice and paddy tariff structures of the markets they export to. Most Central American and Caribbean countries have some of the highest rice tariff rates in the world but tariff levels differ for milled rice and paddy. The way the tariff rates are set means that it tends to be much cheaper to import paddy rather than milled rice. For instance, in Nicaragua the Most Favored Nation (MFN) tariff rate for milled rice is 60 percent whereas the rate for paddy is much less at 22.5 percent. Setting the tariff levels at lower rates for less processed products is referred to as tariff escalation and is a common strategy used by most countries including the industrialized countries for protecting domestic industries. In the case of rice, the purpose is to protect the domestic milling industry. Since this policy is used in many of the markets in Central America which also happen to be major export markets for the USA and Brazil, paddy remains a significant export product in the Americas. Brazil’s top paddy export markets for 2013 were Venezuela (150,000 tons) and Nicaragua (just over 100,000 tons). The bulk of the USA’s 1.5 million paddy exports in 2013 went to Mexico (715,000 tons), Venezuela (295,000 tons), Panama (149,000 tons), Honduras (101,000), El Salvador (72,000 tons), Guatemala (63,000 tons) and Costa Rica (54,000 tons). For US rice farmers, red rice provides nothing but a headache because it competes with their rice crop and is almost impossible to get rid of because red rice seeds can remain dormant in the field for years and herbicides which would kill off red rice would also end up destroying the main rice crop. US farmers are forced to the fact that red rice contaminates their harvest so extra costs occur in the milling process when the red rice grains have to be sorted and removed from their finished rice product. Although traditional varieties of red rice, which have been grown for thousands of years in the country’s Paro Valley, gives a low yield, it is very suitable for the harsh environmental conditions in the high altitude which requires very little nutrient inputs and is highly resistant to pests.For consumers, red rice’s nutritional value is in line with brown rice but it only takes the same amount of time to cook as white rice which for poor smallholders and consumers makes a big difference in cooking costs for fuel. Its name comes from the reddish bran layer which covers the grain which is left on. Though a niche market, Bhutan has been exporting red rice since the 1990s through a company called Lotus Foods. Ironically, the United States is one of the countries which imports red rice from Bhutan so there’s really no escaping red rice.
