after that date, but owners of these TVs will need to buy converter boxes to change
digital broadcasts into analog format. Converter boxes will be available from consumer
electronic products retailers at that time. Cable and satellite subscribers with analog TVs should

contact their service providers about obtaining converter boxes for the DTV
transition.

Mexico City Policy and Assistance for
SUBJECT:

Voluntary Population Planning

The Foreign Assistance Act of 1961 (22 U.S.C. 2151b(f)(1)), prohibits nongovernmental organizations (NGOs) that
receive Federal funds from using those funds "to pay for the performance of

planning, or to motivate or coerce
abortions as a method of family
any person to practice abortions." The August 1984 announcement by President Reagan of
what has become known as the "Mexico City Policy" directed the United States Agency for International

USAID) to expand this limitation and withhold USAID funds from NGOs that use
Development (

non-USAID funds to engage in a wide range of activities, including providing advice, counseling, or

regarding abortion, or lobbying a foreign government to legalize or make
information

abortion available. The Mexico City Policy was in effect from 1985 until 1993, when it was

rescinded by President Clinton. President George W. Bush reinstated the policy in 2001, implementing
it through conditions in USAID grant awards, and subsequently extended the policy to "voluntary

population planning" assistance provided by the Department of State.
These excessively broad conditions on grants and assistance awards are
unwarranted. Moreover, they have undermined efforts to promote safe and

effective voluntary family planning programs in foreign nations.

Accordingly, I hereby revoke the Presidential memorandum of
January 22, 2001, for the Administrator of USAID (Restoration of the Mexico City Policy), the Presidential

memorandum of March 28, 2001, for the Administrator of USAID (Restoration of the Mexico
City Policy ), and the Presidential memorandum of August 29, 2003, for the Secretary of

Voluntary Population Planning). In addition, I direct the
State (Assistance for

Secretary of State and the Administrator of USAID to take the following actions with

respect to conditions in voluntary population
planning assistance and US AID grants that were imposed pursuant to
either are not required by
the 2001 or 2003 memoranda and that

the Foreign Assistance Act or any other law: (1)
immediately waive such conditions in any current grants, and (2) notify

current grantees, as soon as possible, that these
conditions have been waived.

Statement released after the President rescinds "Mexico City Policy"
Yesterday, President Obama rescinded the "Mexico City Policy" and released the following
statement:

It is clear that the provisions of the Mexico City Policy are unnecessarily broad and unwarranted

under current law, and for the past eight years, they have undermined efforts

to promote safe and effective voluntary family planning in developing

countries. For these reasons, it is right for us to rescind this policy and

restore critical efforts to protect and empower women and promote global economic
development.
For too long, international family planning assistance has been used as a political
wedge issue, the subject of a back and forth debate that has served only to divide us. I have no
desire to continue this stale and fruitless debate.

It is time that we end the politicization of this issue. In the coming weeks, my Administration will
initiate a fresh conversation on family planning, working to find areas of common ground to best
meet the needs of women and families at home and around the
world.
I have directed my staff to reach out to those on all sides of this issue to achieve the goal of
reducing unintended pregnancies. They will also work to promote safe motherhood,
reduce maternal and infant mortality rates and increase educational and economic
opportunities for women and girls.

THE PRESIDENT: Well, thank you, Nellie. I want to thank you very much for including me in
the celebration of life. I want to thank the good folks there on the Mall today. I'm calling
you from St. Louis, Missouri. I know there are some from Missouri there and, like many others,
you've made great sacrifices to come to Washington today. A lot of you have ridden buses all
night long and I know you're braving the cold. And I admire your perseverance and I admire

your devotion to the cause of life.
You all are gathered today on the National Mall, which is not far from the monument to Thomas
Jefferson who, as you all know, is author of our Declaration of Independence. And the March for
Life upholds the self-evident truth of that Declaration -- that all are created equal, given the
unalienable rights of life, and liberty, and the pursuit of happiness. And that principle of
America needs defenders in every place and every generation.

In our time, respect for the right to life calls us to defend the sick and the
dying, persons with disabilities and birth defects, and all who are weak
and vulnerable. And this self-evident truth calls us to value and to
protect the lives of innocent children waiting to be born. (Applause.)

You and I share a commitment to building a culture of life in America, and we're making
progress. As the President, I have signed the Born Alive Infants Protection Act,
opposed the destruction of embryos for stem cell research, and refused to spend taxpayer money
on international programs that promote abortion overseas. (Applause.)

THE PRESIDENT: My administration is challenging the Oregon law that permits

physician-assisted suicide. (Applause.)
MS. GRAY: Thank you.
THE PRESIDENT: We support abstinence education, and crisis pregnancy programs, and
parental notification laws. We offer compassionate alternatives to abortion by promoting
adoption and extending state health care coverage for unborn children.

My hope is that the United States Congress will pass a bill this year banning partial-
birth abortion, which I will sign. (Applause.) Partial-birth abortion is an abhorrent
procedure that offends human dignity. I also urge the Congress to ban all human cloning. We
must not create life to destroy life. Human beings are not research material to be used in a cruel
and reckless experiment. (Applause.) For 30 years, the March for Life has been sustained by
constant prayer and abiding hope, that one day, every child will be born into a family that loves
that child and a nation that protects that child. And when that day arrives, you will have the
gratitude of millions -- especially those who know the gift of life because you cared and you kept
faith. May God bless you all and may God continue to bless America.

Local Economic Relief

Those in Central Indiana hardest hit by the economic meltdown will find some relief in the New Year. I recently
reviewed Connet-2-Help and United Way’s “Community Economic Relief Fund Report” and was pleased to see how
many local Hoosiers are benefitting from the philanthropy of five leading Central Indiana organizations.

The $3.2 million fund responds to Hoosiers’ rising demand for help. The

funds are used by local providers who are “first responders” in helping people deal with the
worsening economy. Connect-2-Help (2-1-1) is the single point of entry for area residents hoping to
tap resources from this fund.

For the month of December, the majority of 2-1-1 callers asked for help with utility bills, rent or mortgage payments,
and help with buying gifts for their children, among others. Should you find yourself struggling with the demands of
this crisis please dial 2-1-1 for help.

“We have many wonderful traditions in our community. One of the best is the way we come
together to help our neighbors when help is needed most,” said Brian Payne, president, Central
Indiana Community Foundation.

“These are extraordinary times,” said N. Clay Robbins, president of Lilly Endowment. “The
human service organizations and programs that philanthropic funders support year in and year
out are facing unprecedented demand. Additional support is needed. Lilly Endowment is pleased
to make this contribution for the Community Economic Relief Fund to help the organizations on
the front lines care for those most in need in our community.”

An estimated 45 agencies in Marion and surrounding counties are expected to apply for the
funding, according to Payne. It will be used to help with emergency rent, mortgage and utility
assistance; to respond to anticipated increases in homelessness; and to provide food for
organizations like Meals on Wheels, Second Helpings and Gleaners Food Bank that supplies
more than 430 charities in 20 counties, Payne explained.

In the past year, Connect2Help has recorded a 27 percent increase in calls for help, said

Lynn M. Engel, the agency’s executive director. An added concern, she said, are
those who haven’t called either because they don’t know whom to call, are in denial that their
problems warrant it, or expect that government assistance will be available.

The group is also launching an awareness campaign. Its message: If you’re experiencing financial
stress, call for help sooner rather than later. That simple step could mean keeping more options
open when it comes to recovery.

The multimedia campaign invites people in need to “Get help. Don’t wait. Call 2-1-1.” It features
a line of dominos with symbols for the top reasons people have sought help from 2-1-1: housing,
utilities and food.

The campaign will total more than $230,000 of in-kind costs over five months.

“Asking for help early – before eviction occurs or utilities are disconnected – means you have
more options,” explained Ellen K. Annala, president and chief executive of United Way of
Central Indiana. “We hope this outreach will prevent a devastating chain reaction that a single
bad financial event can trigger.”

The leaders encouraged anyone who wants to help to visit either United Way of Central

Indiana’s (uwci.org) or CICF’s (cicf.org) Web site for opportunities to
give or volunteer.

(New York) - Combatants of the rebel Lord's Resistance Army (LRA) brutally massacred at least 620

abducted more than 160
civilians and

children December 24 and January 13 in northern

human rights organization. Many of the victims were killed or abducted in three simultaneous
attacks on December 24 and 25, 2008.

In a two-week mission to the region, Human Rights Watch and Justice Plus researchers collected
detailed information, including lists of persons killed or abducted in and around Doruma, Faradje

and Duru, in Haute Uele territory. At several sites where the killings took place, researchers found fresh
graves, pools of dried blood, cords used to tie up prisoners and blood-
stained bats and axes used to kill the victims.

army attacked the LRA headquarters in Congo's Garamba National Park, near the border with
Sudan.

Following the attack, the LRA dispersed into several groups, each of which targeted
civilians along its path. The rebels waited until December 24 for the
most devastating of their attacks, waiting until people had come together
for Christmas festivities, then surrounding and killing them by
crushing their skulls with axes, machetes, and
large wooden bats. Most of the few who survived also had head wounds, but two
3-year-old girls had serious neck injuries, suffered when
LRA combatants tried to twist off their heads.

In the village of Batande, three miles from Doruma, near the Sudanese border, the LRA killed at least 80
people on December 25 when village residents had gathered for

abducting 160 children. The tactics were similar, with the LRA combatants
crushing their victim's skulls with axes and bats. The dead included the
local doctor, two school inspectors, teachers, two
pastors, and state officials.

As their operations continued into the night, the LRA set fire to about 940
houses, three primary schools
and nine churches. They left early in the morning with the abducted children and 20
adults, all of whom were tied up together and forced to carry goods looted by the
assailants.

The LRA attacks are continuing. According to eyewitnesses interviewed by Human Rights Watch,
LRA combatants killed at least 86 people between January 8 and
11 in Sambia, Akua, and Tomate towns, to the south of Faradje. Given that information from these attacks is still
incomplete, it is likely that the death toll is much higher.

"Hundreds of people have been slaughtered and this just
goes on," said Joel Bisubu, of Justice Plus. "We need food and medical supplies for the injured, but even more

we need protection."
Soldiers of the joint military operation have provided limited
protection to people of the region. The Ugandan army says its objectives are to
track the LRA and its leader, Joseph Kony, wanted on an arrest warrant from the International
Criminal Court (ICC), and to rescue civilians abducted by the LRA. To date,
Ugandan troops have rescued 25 people.
Congolese army soldiers arrived in Doruma and Faradje only
after the massacres had taken place.
The United Nations Mission in Congo, MONUC, has a mandate to protect civilians and provides logistical support to

the Congolese army, but is not part of this operation . Most of the UN
peacekeepers are posted farther south in eastern Congo, where other rebel forces and the Congolese army have been
fighting a war that has also taken a devastating toll on civilians.

LRA leaders, including Kony, are wanted by the ICC for war crimes and crimes against humanity committed in
northern Uganda. Any ICC suspects who are captured or surrendered should be turned over for trial at the ICC
immediately, Human Rights Watch said. Uganda and DRC are both ICC state parties obligated to cooperate with
the court, including by assisting in executing ICC warrants.

"In the past, Ugandan army attacks on the LRA have often spurred immediate reprisals on civilians living nearby,"
