Community leadership and coordination
• Pride for Lynn and enthusiasm for its future
• City and agency staff show up when invited
• Lynn nonprofits offer many resources
• Communication, coordination not transparent
• Need to cultivate more community leaders

Development Successes and Challenges
• City has made targeted investments
• Zoning is dated, confusing, sometimes
contradictory, both restrictive and
permissive
• Fear that zoning changes will lead to loss
of control
• Permitting and enforcement uneven
• Lack of predictability for developers,
investors
• Big picture, coordinated approach needed
for planning and development

Downtown assets and challenges
• Desire to make Downtown an arts, culture,
dining destination
• Need to embrace existing destination
businesses
• Need to capitalize on location
• Embrace Downtown’s diversity
• Lynn’s subsidized housing is concentrated here
• Need to increase tax base and disposable
income flowing through Downtown
