I. Program Title
Outdoor Fun in Estes Park will show visitors many different sites in the beautiful Estes Park.
This week long course will provide the participants the opportunity to be active in nature. The
sponsoring agency is the YMCA of the Rockies- Estes Park Center. This program is designed for
college students. Throughout this week long program, the participants will be seeing what Estes
Park has to offer. The participants will do many outdoor activities such as hiking, paddle
boarding, and white water rafting. The program will be held in June 19th-June 26, 2016. Many of
the programs will be held at the YMCA of the Rockies and others will be held in Estes Park.
This program will help college students have some fun outdoors and experience things they may
not normally experience where they are from. The program is open to 20 college students.
II. Hypothetical Sponsoring Agency
The YMCA of the Rockies- Estes Park Center provides many opportunities for outdoor
recreation. The agency’s mission is “YMCA of the Rockies puts Christian principles into
practice through programs, staff and facilities in an environment that builds healthy spirit, mind
and body for all. We will accomplish this by serving conferences of a religious, educational, or
recreational nature; providing unifying experiences for families; offering traditional summer
camping experiences for boys and girls; and serving our staff with leadership opportunities and
productive work experiences” (YMCA of the Rockies, 2015). Outdoor Fun in Estes Park will
provide outdoor recreation to college students and will allow them to experience fun activities in
nature.

III. Need for the Program
There are many benefits to outdoor recreation. This program can help participants stay active by
getting outside instead of being inside. Outdoor recreation also has physiological benefits which
can help participants relieve stress and help them feel relaxed (Top Five Benefits of Outdoor
Recreation, 2007). This program can also help participants get to know one another. Outdoor
Fun in Estes Park can help participants see new places and experience activities they may have
never done before.
Twenty college students are targeted for this program. Since some of the participants may
be traveling from somewhere other than Estes Park, a web based survey will be conducted via
email February 1st. The participants will receive an email that contains the survey and will be
asked to fill it out. If the participant does not have an email a mail survey will be sent out.

IV. Program Goals and Objectives for Participants
Goal #1: To learn how to paddleboard
Performance objective (psychomotor)
Given a paddleboard and a paddle, the participant will be able to demonstrate how to paddle a
paddleboard within 15 minutes of the activity.
Goal #2: To meet new people
Performance objective (social)
Given an icebreaker at the beginning of the program, the participant will be able to learn the
other participant’s names within 5 minutes.
Goal #3: To improve skills
Performance objective (psychomotor)
Given a volleyball and a net, the participants should be able to hit the ball over the net in three
hits or less.
Goal #4: To learn about outdoor recreation
Performance goal (cognitive)
Given a short lecture, the participant should be able to list five dos and dont’s of hiking
according to the instructor’s handout.
Goal #5: To share one’s feelings about the program
Performance goal (affective)
Given a debriefing at the end of the program, the participants will state three positives and three
negatives from the program within a minute.
V. Event Plan for One Hour-long Activity
Outdoor Fun in Estes Park will require activity plans for: Lake Estes SUP, Gem Lake Hike, Let’s
Go Rafting, Ready, Set, Zipline, Sand Volleyball, End of the Week Campfire, and Outdoor
Archery. Activity plan A is on Gem Lake Hike.
VI. Management Plan - Flow Chart
Appendix B consists of a management plan that the programmer will follow. The appendix
consists of many parts of planning such as program design, staffing, promotion, registration, and
many other major parts that go into planning a program. Each task is laid out step by step with
due dates and how long it will take to complete the task.
VII. Schedule
Outdoor Fun in Estes Park is a weeklong program. Before people sign up for the program an
itinerary will be send out. Once the participant is signed up they will receive a copy of the
itinerary that will have the date of each activity, the times, and the location. The itinerary is laid

out in the Appendix C. Please refer to Appendix C for more information on the itinerary.

X. Contractual Services
The YMCA of the Rockies offers whitewater rafting but the YMCA of the Rockies would have
to contract out a place to go. The YMCA of the Rockies offers trips through Rapid Transit
Rafting. While going on the trip the Rapid Transit Rafting provides transportation to the river,
rafting gear, a certified guide, and safety equipment (Rapid Transit Rafting, n.d.). The benefit of
the YMCA of the Rockies contracting out the Rapid Transit Rafting is it offers participants more
opportunities to experience something that they may not be able to do all the time. Another
benefit is that the participant will be able to get outdoors and stay active by being able to go
whitewater rafting.

XI. Budget
The budget section includes the direct fixed costs, indirect fixed costs, changing fix costs, total
fixed costs, and variable costs. After all of those totals are placed in the budget, the next step is to
find the total expenses, revenue, and break even. The total expenses is all of the costs totaled up.
The revenue includes the registration fee times the number of people participating in the
program. For Outdoor Fun in Estes Park, the registration fee is $48.00 per participant. My budget
was between $1,000.00 and $1,500.00. For this program some new equipment will be bought as
well as t-shirts for each participant to have after registering. Refer the reader to Appendix D for
the budget.
XII. Human Resource Requirements
One outdoor activity instructor will be needed for Outdoor Fun in Estes Park. The job description
is based on facts from (My Job Search, 2013; Outdoor Activity Instructor, n.d.) and (National
Career Service, 2015, Outdoor Activity Instructor, n.d.). There will also be a whitewater rafting
instructor, the job description is based on information found on (Wilderness Awareness Rafting,
2015, (WhiteWater Raft Guide Job Description & Pay Scale, n.d.), and (Rapid Transit Rafting,
n.d., About Rapid Transit, n.d.).
Job Title: Outdoor Activity Instructor (need 1)
Responsibilities: Leading and instructing participants on the activity, discussing safety
procedures to participants, recording accidents or incidents, designing outdoor activities for the
participants, and following and updating risk assessments.
Qualifications:
1) Be 18 or older. Need to be 21 to drive participants
2) Have knowledge and skill in one outdoor activity
3) Pass background check
Current Certifications:
1) First Aid Certified
2) Life-saving certificate needed if instructing an activity in water.
Job Title: Whitewater Rafting Instructor (need 2)
Responsibilities: Run ½ day or full day trips, packs equipment for trip, and distributes guests into
rafts. Fits gear such as lifejackets for guests, completes and turn in incident/accident reports,
ensures participants are safe, and present safety and rafting orientation to participants.
Qualifications:
1) Must be at least 18 years old
2) Positive attitude
3) Must be able to work long hours

XIII. Contingency Plan
One problem that would really not be good for the program would be if it was raining or
storming. The participants would not be able to go hiking or do most of the activities if it is
storming. One solution would be to wait until the weather stops and then do the activity or come
up with backup activities. Another problem would be if someone gets hurt. For example, if
someone were to get injured while hiking. This could be avoided by telling everyone to follow
safety procedures and having a first aid kit in case something does happen.
XIV. Marketing Plan
One competitor would be Rocky Mountain National Park. Many people like to go to Rocky
Mountain National Park where they can experience different outdoor activities. Also, another
competitor would be the Colorado State University Campus Recreation. Colorado State
University Campus Recreation offers outdoor programs and over 50 different trips (Colorado
State, 2015). The registration fee is based on the program cost. This will help break even and
make sure that the money will be made back. The program offers many different activities in one
week.
The program will be marketed by placing flyers around colleges near Estes Park, CO. There are
none that are super close to Estes Park but two colleges they will be distributed to will be
University of Colorado at Boulder and Colorado State University. They will also be distributed
around Estes Park such as the Estes Park Visitors Center, Outdoor World, Estes Park Mountain
Shop, and it will be placed on social media. This is open for participants anywhere so placing it
on Facebook will help let others know it is available. They will also be sent out to college
students. Refer to Appendix E for the flyer.
XV. Risk Management Plan
Reporting and Record Keeping
The registration process will not be completed until all papers are signed and read by the
participant. The registration person will make sure that all waivers and releases are signed before
the participant leaves. Also, the staff will be trained to make sure that they know how to fill out
accident and incident reports.
Facilities Inspections and Hazard Abatements

Before the program, equipment will be checked to make sure there are no rips such as in the
harnesses. If any of the equipment is in bad shape it will be replaced with new equipment. Also,
the facility will be inspected before to make sure that there are no hazards.
Participant Safety Briefing
The participants will receive safety instructions when arriving for the program. They will be told
how they should behave and what to do if there is a problem. When they get to the activity they
will be given a briefing on the safety procedure for that activity. Let the participants know that
the safety will be enforced. Rules that should be followed are no horsing around when using the
bow and arrows, the zip line, or SUP. The participants should not run into each other’s stand up
paddleboard or point the bow and arrow at anyone at any time. Also, to follow all of the rules
from the whitewater rafting instructor.
Staff Supervision
There will be staff that will be watching and making sure that everyone is safe such as when the
participants are zip lining. The staff will make sure the harnesses are tight and strapped correctly.
The staff will be asked to help make sure everything is going correctly and be there to help if a
participant needs help with something.
Emergency procedure
Make sure that the emergency procedures are posted in the YMCA and that the leader knows
what to do if there is some sort of emergency. Also, brief the participants on what to do if there is
an emergency.
XVI. Evaluation Plan and Disposition Decision
The program will be evaluated by handing out surveys to the participants after the program is
over. The survey will consist of both qualitative and quantitative items. The participants will
write down what they thought of the program and use a likert scale to let the programmer know
what they thought of certain parts of the program. Formative evaluation will be used throughout
the program and will be used to see if any changes need to be made. If the equipment needs
replaced, it will be swapped out during the formative evaluation. After the program is over,
summative evaluation will be used to see what changes need to be made in the future. After all of
the surveys are evaluated, the disposition decision will be to continued but will be modified.
There may need to be changes in the activities.

Risk Management
Concerns:
Weather: If the weather is storming or raining, the participants would not be able
to participate in this activity. The leader can manage this by checking the
weather and making sure it is not supposed to rain or wait until the rain stops to
do the activity.
Elevation differences: The leader can manage this by making sure there is
enough water for each participant and making sure that they take breaks
throughout the hike to make sure everyone is okay.
Contingency Plan:
The event would not be able to be held inside, the leader would then have to
reschedule the hike or wait for the weather to change.

marked Gem Lake.
3) Each participant will start walking through the trail.
4) Once the participants reach about one half mile from where they
started they will see Black Canyon Junction.
5) The leader will then allow the participants to take a short break
6) Once the break is over the participants will then keep going on the
right trail to stay on Gem Lake.
7) The leader will stop to show participants a rock formation that is
called Paul Bunyan’s Boot.
8) After reaching the boot, the leader will let the participants know
that they are .35 miles to the top of Gem Lake and that the climb
will start to get steep.

Description:
Every wanted to experience different activities outdoors. Well Outdoor Fun in Estes Park
is the place for you. Come out to zip line, stand up paddleboard, hiking, and many more
outdoor activities. Come see what Estes Park has to offer.

College students (freshman to seniors) who are interested in learning about different
outdoor activities.

What to bring:
Tennis shoes, outdoor clothing/active clothing, clothing or items needed throughout the
week, shoes and clothes you don’t mind getting wet (no flip flops), swimwear, rain
jacket, towel, and money for other things.
