   The situation for OER in Sweden – a rather gloomy
    picture

   Why do we have this situation?

   What can we expect for the future of OER in
    Sweden?

OER in Sweden
   School level: Fairly good supply of resources but
    very little awareness of the concept of OER
       The Link Larder, Lektion.se, UR

   University level: Less supply of (Swedish) resources,
    and uneven awareness
       4 universities on iTunesU
       A few universities (2-3) with an OER policy
       Experimentation with Open Ed. Practice
       Very little research on OER

Sweden compared to other countries
   According to OECD (2012):
       6 countries have national OER policies in place
       7 countries have OER policies in development
       11 countries are discussing a national policy

       4 countries (incl. Sweden) no policy and no preparations
       Further more: no mentioning of OER in official Swedish
        documents

Why is the situation like this?
   Low (or non-existent) awareness of OER on
    ministerial level

   Sweden is a very decentralized country – makes
    knowledge building more difficult

   ICT in education has not been on the political
    agenda for 12 years

   Strong reform agenda in other areas – decision
    makers on all levels have been very busy

The Future of OER in Sweden
   The grass root movement is growing
       OER Sweden is an excellent example

   Some universities are making progress – setting the
    example
   The Nordic cooperation might raise the awareness
   MOOC
   Continuing interest on international level
       UNESCO
       OECD

Upcoming work within OECD/CERI
   ”Building the evidence base of OER in education”
       ”A stronger evidence base on OER would allow
        governments to move beyond advocacy based on
        attractive claims and propositions to evidence-based
        open policies which effectively generate systemic
        efficiency gains.”

  • 2. Agenda  The situation for OER in Sweden – a rather gloomy picture  Why do we have this situation?  What can we expect for the future of OER in Sweden? www.janhylen.se

OER in Sweden  School level: Fairly good supply of resources but very little awareness of the concept of OER  The Link Larder, Lektion.se, UR  University level: Less supply of (Swedish) resources, and uneven awareness  4 universities on iTunesU  A few universities (2-3) with an OER policy  Experimentation with Open Ed. Practice  Very little research on OER www.janhylen.se

Sweden compared to other countries  According to OECD (2012):  6 countries have national OER policies in place  7 countries have OER policies in development  11 countries are discussing a national policy  4 countries (incl. Sweden) no policy and no preparations  Further more: no mentioning of OER in official Swedish documents www.janhylen.se
  • 5. Why is the situation like this?  Low (or non-existent) awareness of OER on ministerial level  Sweden is a very decentralized country – makes knowledge building more difficult  ICT in education has not been on the political agenda for 12 years  Strong reform agenda in other areas – decision makers on all levels have been very busy www.janhylen.se

The Future of OER in Sweden  The grass root movement is growing  OER Sweden is an excellent example  Some universities are making progress – setting the example  The Nordic cooperation might raise the awareness  MOOC  Continuing interest on international level  UNESCO  OECD www.janhylen.se
