WATER, SANITATION AND HYGIENE (WASH) ADVISOR

PARTNER ORGANIZATION(S)
The Advisor will work with Oxfam partners in Cambodia. Among those partners we can mention:
- Association Cooperation for Economic Development (ACED) based in Battambang
province works on a wide variety of programs aimed at improving the quality of life for
local people including protection of their rights and environment they live in.
- Support Organization for Rural Farmers (SORF) takes part in national poverty
reduction through strengthening developer power and people in rural community on
existing resource management and to improve self-reliant in Pursat province.
- Government counterparts, such as National Committee on Disaster Management
(NCDM) and its sub-national structure.
BACKGROUND/MANDATE
The strategic priority of Oxfam-Québec’s Volunteer Cooperation Programme (PCV) is to build
the capacity of civil society organizations, local authorities and decentralized state structures, in
which they work as actors to develop innovative practices in their own environment, to improve
the quality of life of civilians, and to promote equality between men and women.
Oxfam-Québec also strives to support the empowerment of partners for them to better influence
development strategies in their own country in order to ensure sustainable solutions for poverty
reduction. The capacity of partners to link with external support is crucial to be able to implement
projects that contribute to achieve their own objective. In Cambodia, this strategy was
implemented through an action plan that specifically focus on reinforcing partners capacities to
fight against poverty and social injustice in order to demonstrate significant positive changes.
JOB SUMMARY
The WASH Advisor will be assigned to support the sectoral work to boost quality, visibility,
applicability and up-scalability of partner organizations in the country and to position them in
Cambodia as a knowledgeable organization with a clear profile and focus.
2. The Advisor will work under the supervision of the Country Representative of Oxfam-Québec,
and in close collaboration with the Oxfam Humanitarian Team in Cambodia and with the partner
organizations. His/her main tasks will consist in:
- Develop, expand and maintain effective and efficient local networks with relevant
stakeholders (clients, partners, etc.) and facilitates sector coordination for joint action,
mutual learning and scaling up;
- Support partner organizations to take a leading role in additional resource mobilization for
their WASH activities;
- Act as the lead advisor on WASH and guide partner organizations to prepare, implement
and monitor WASH activities, including involvement of other disciplines;
- Conduct progress monitoring and assignment reviews with partner organizations, and
lead the collective learning on WASH;
- Coach colleagues and partner organizations staff on WASH and develop strong expertise
team;
- Contribute pro-actively to internal and external Knowledge development by identifying,
presenting and publishing best practices and lessons learned; and
- Any other related tasks.
REQUIREMENTS
Competencies Profile
University degree in a related technical or
management discipline: Water Resource
DIPLOMA/DEGREE Management, Sanitary or Public Health Engineering or
other relevant degree with specialization in water
supply, sanitation and hygiene service provision
- At least 3 years of work experience in WASH service
YEARS OF WORK EXPERIENCE

DEVELOPMENT/COUNTRY - Work experience in Asia would be an asset
- Experience in working in community-based water

LANGUAGE English and Khmer languages (would be an asset)

- Based in Phnom Penh with frequent traveling within Cambodia and across the Greater
Mekong Sub-region; and
- Flexible hours of work.
CONDITIONS
•Monthly allowance: $US 970; •Life, disability, health and dental costs
•Supplementary allowance for a maximum of 2 insurance;
accompanying dependants: 40% for spouse •Amount for housing costs;
and 25% for a child; •Most storage and moving costs;
•Return airfare and amount for 2 pieces of •Resettlement grant upon return to Canada
