3. Pre-Conference Workshops:
Wednesday October 26th 2011
09:15 – 12:30
A. THE CHALLENGES OF ACCESS CONTROL AND CRYPTOGRAPHY
FOR COMMUNICATIONS
Workshop Leader: Professor Yvo Desmedt, Chair of Information Communications
Technology, Department of Computer Science, University College London
Information security in tactical communications remain the single biggest threat that the SDR community
face. The threat is spreading beyond the ‘obvious’ fixed-line computer network.
With SDR transforming the world into an interconnected grid, securely managing the flow of information is
increasingly important. Equipment and resources change hands with often subtle changes to waveform
programming thus opening a Pandora’s box for creating security compromised networks.
This workshop will help you identify:
• Methods for controlling, managing and using confidential data in the presence of adversaries
• A specific focus on multi-party computation
• Fully homomorphic encryption to maximise security
• Private information retrieval techniques and access cryptography for communication devices
• Secure computation of confidential data to enable you more opportunities to utilise secure data
without needing to compromise integrity
Additionally, this workshop will also afford participants achievable techniques for allowing fine grained
management of cryptographic keys and access to confidential data based on identify attributes,
location and time.
14:00 – 16:00
B. IS THERE A RIGHT TIME TO ‘GO’ SDR?
Workshop Leader: Dr Al Emondi, Deputy Chief Technology Officer, TEAM SPAWAR,
US Navy
Is the time right for nations to buy software defined radios or should they wait for costs to come down?
This workshop will drive participants to fully understand:
• What are the essential requirements that a tactical communications system needs to fulfill
given today’s operational needs?
• Can a nation go ‘partially-SDR’ and migrate to a fully functional SDR solution over time?
Key Focus will be:
• Assessing how much capability is affordable in the economic climate to help you decide
whether non-SDR assets can fulfill the most essential requirements like interoperability or backwards
compatibility with legacy systems

with articles, podcasts, videos, and presentations. Some of the
best content pieces include:
1. Defence Agency Improves Combat Communications for Soldier Systems
Gerard Lapierre is the Radio Spectrum Project Officer for the European Defence Agency. Previously, he worked as an
engineer for Spectrum Planning and International Affairs at ANFR (French Radio Spectrum Assignment Authorities).
In this interview, he discusses the EDA's advances in the realm of tactical communications.
2. 'I think, therefore I am'. Cognitive Radio's Impact on War Fighter Mentality
In this interview, Defence IQ Editor Rob Densmore speaks with Dr Al Emondi, Chief Technology Officer for SPAWAR –
US Space and Naval Warfare Systems Command-Atlantic in Charleston, South Carolina. R Densmore asks the question:
Can you give us some background on your areas of expertise and how you came to be involved with SPAWAR?
3. Back to the Future: MQ-X Brings UAVs Into the Conceptual Battlespace
Colonel Bruce Emig, USAF, is Chief of the Irregular Warfare Division, Headquarters Air Combat Command. In this
presentation, he discusses the vision set forward by IWD for RPA (remotely piloted aircraft) development and
deployment. He highlights the importance of maintaining a need-based approach - and this need takes aim
at the future battle space. Next generation sensors, stealth, all-weather capability, increased speed and payload:
these comprise the formula for the RPA of the future.
