James E. Biga has over 20 years of experience in logistics engineering and program management for space situational awareness and missile defense programs. He currently performs testing and evaluation of new OPIR systems at Falcon Shield in support of the JRDC contract. Previously, he served as the logistics/deployment lead for several space situational awareness programs, developing requirements documentation and overseeing system deployments. He has also held positions as a field engineer, depot manager, and assistant training manager on programs such as JTAGS, SBIRS, and ALERT.

Jan 2008 – May 2015,
Logistics/Deployment Lead for Space Awareness and Global Exploitation (SAGE),
Australian Mission Processor 3 (AMP3), L1L Data Processor (LDP), and the Relay Transfer
Service (RTS) Integrated Broadcast Service (IBS) programs. Have deployed, installed, and tested
these systems at the Mission Control Station (MCS) at Buckley AFB; Mission Control Station
Back-Up (MCSB) at Schriever AFB; Sandia National Labs (SNL) at Kirtland AFB. Developed
BOE’s, ROM’s and numerous other contractual requirements for these programs. Took SAGE
though Capability Assessment and Operations Assessment while preparing to go into Initial
Operations Capability test. Coordinated with the Customer and on-site CLS team to work known
issues as well as participated in local boards to upgrade software and hardware. Setup SAGE crew
support and hired 11 new personnel.
Aug 1998 – Jan 2004,
After serving as a Joint Tactical Ground Station (JTAGS) field engineer, assume the
position as JTAGS Depot Manager. Maintained $9 million stockpile of JTAGS spares while
keeping deployed systems operational. Developed and ran JTAGS sustainment contract. Met all
requirements of the contract as well as passed all audits, internal and governmental. Deployed
system to the Middle East for Operation Iraqi Freedom. As the Cost Account Manager (CAM) was
successful in meeting all schedule requirements while staying below budget.
Jan 1997 - Aug 1998,
Served as the Assistant Training Manager for the Space Based Infrared System (SBIRS)
Training Team. Developed training material and successfully passed governmental reviews.
Implemented Earned Value Metrics System (EVMS) and Integrated Master Schedule (IMS).
Developed CONOPS for SBIRS.
Sept 1995 – Jan 1997,
Assigned to the initial down-select SBIRS proposal team and then assigned to the final
SBORS proposal team/ Developed BOE’s, ROM’s, and Tech Orders for all training and logistics
tasks. Developed the first Training System Requirements (TSRA) document.
2. Aug 1994 – July 1995,
Conducted training for the initial cadre of ALERT operators. Participated in the proposal
development for ALERT and JTAGS. Installed a SCIF in the original Colorado Springs office
allowing for classified processing and connectivity with software developers in Azusa, CA.
Worked with the JTAGS integration team in building the JTAGS shelters for testing and
deployment. Developed Operator and Maintenance Training materials and Technical Manuals for
both programs.
