2. 30 people leave rural areas for urban areas every minute. 49.7 crores to be added to
the urban population by 2050.
With the increasing influx in cities and encroachment of low income poor
class over government lands is the greatest blot over the development of any
town.
The increasing population means more competition and higher price hikes
With increasing congestion the city will be more prone to Epidemics and
Disasters.
City expansion often takes the forest and agricultural land in itself and turns it
into residential, institutional and/ or industrial area. Thus significantly
reducing the forest cover of nation.
If not well planned the city would become a chaos rather than Megapolis.
Slum people do not want government to help them because of lack of Faith and
uncertainty of time period in Govt. works. Moreover quality of construction by
Builders worries them.
Slum Dwellers also complain of raised spending in form of Electricity Bills
House Taxes and Water Charges.

3. Its time to rise high and grow vertical.
Plan Proposed:
The Slum Area should be converted into Business Hub on condition that they
help in making the quarters for Slum People in 90%-10% venture with govt.
The plan for reorganizing slum area consists of four stages:
Stage :1: The slum dwellers should be taken in confidence, well communicated and brought in
pact that they will leave their land if Better Zero Energy Concrete House with Drinking Water,
Sanitation Facilities, Lift and Renewable Energy Sources are provided to them. They need not to
leave their land immediately except for 20% of them. In no case the new planned houses’ area
should be built up on less than 70% of average land held by slum dwellers.
Stage:2: The tenders should be made out for commercial projects to be established in 60% of
slum area on condition that the residential quarters for slum dwellers are to be built up first in
accordance to the plan set out for houses on 20% of land. The corporate need not to pay land
cost to slum dwellers but they have to bear the 90% of cost of building and 10% is to be funded
by state government.
Stage:3: The City Development Authority will check the quality and take comments from slum
dwellers and if found satisfactory slum dwellers will be shifted to new building clearing the way
for commercial project.
Stage:4: The rest 20% area will be used for recreational development after development of
commercial building

4. Why Corporate Sector will be interested:
They will be getting land amidst of City.
The slum dwellers may be their future employee as salesman, receptionist, guard, etc.
They may start social welfare program for health and education of slum dwellers from the
profit they earn and use it for their advertisement as by buying anything from here you are
contributing Re.1 to a poor child’s education and health.
The taxes levied by government on the main building may be exempted for 3 years as if it
would have been slum, a lot many epidemic hazard and revenue losses would have occurred to
government.
Why Government should fund 10%
Its governments’ prime responsibility to generate rehabilitation centre for slums.
It would help government to effectively intervene and monitor the construction of new
residence
Why slum people would be interested
They will be getting better zero energy residential building in nearly 70% of the average land
owned by them. It means they need not to pay heavy electricity bills. Proper drinking water
will be supplied to them. They will get toilets in their own houses.
Further they need not to get imparted from their land immediately, they will be secure and
have to shift only after checking of new apartments’ quality. Although those who will leave
their land earlier will get the quarters of their own choice.
Standard of living will improve and employment opportunities will also be higher.

Average land ownership should also be taken care of. A MIS System should be developed based onaadhar card
or simply on other formats to ensure that everyone gets reached and recorded.

• A final draft of zero energy building should be plotted keeping in mind residential as well as business
requirements of dwellers. Mean while government should also start sanitation awareness campaign in slums.
After final draft is ready Slum dwellers should be called out for a meeting and the complete plan and benefits
should be acknowledged to them. Their curiosities as well as problems should be heard out and solved, if
required the building plan should also be changed.

• The tenders should be made out that land is available for construction of commercial projects along with
condition that the slum rehabilitation centre should be first developed in 90%:10% venture with government.

Concept risk:

details, etc so that such leakages can be
plucked. It will be beneficial in using
implementing other schemes as well.
2. The slum dwellers may be asked to contribute
5% reducing governments burden. Moreover
central government may also come forward.
For Implementation Risks
1. The builder will be have responsibility of
maintaining the building at least five years.
2. The people should be entered in a contract
and should be regular contact. For any
malfunction, there should a committee where
slum dwellers can complaint anytime
regarding quality aspect.
