•Central
government
procures
grains
from
various
states
and
stores
it
and
further
distributes
it

the
states

requirement.

vigilance
committee
at
central
level

sub-‐branches

surveys
existing
scenario
in
each
state
and
verifies
the
requirement
submitted
by
every
state.
• It
also
takes
into
account
the
net
amount
transferred
from

central
pool,and
that
actually
received
by
each
state.

maintains

central
database

grains

distributed
to
various
levels,from
the
data
received
from
each
lower
vigilance

OF
LOCAL
NODE
It
is
the
connection
between
the
district
and
the
FPS
•It
collects
the
commodities
from
the
district
.
•It
has
ten
FPS
under
it.
•It
maintains
a
record
of
amount
of
commodities
received
from
district
and
amount
distributed
to
each
fps.
• The
fps
are
accountable
to
the
local
node
with
the
data
accumulated
at
the
end
of
each
week.
8. CONCEPT
OF
FAIR
PRICE
SHOP,ROLE
OF
PUBLIC
SECTOR
Two
existing
FPS
will
combine
to
form
one
single
fps
with
a
total
of
2000
card
holder.
•There
will
be
two
computers
present
to
enter
the
data
of
each
card
holder.
•Each
card
will
have
a
holographic
sticker
and
barcode.This
will
ensure
genuinity
to
an
extent
better
than
that
existing
now.
•When
a
person
buys
goods
from
fps
his
card
is
scanned
and
goods
get
registered
under
his
name.
Thus,
the
data
of
amount
of
goods
sold
and
to
whom
it
is
sold
is
stored
in
the
central
database.
§ The
FPS
needs
to
function
in
a
co-‐operative
sector.
§ The
government
will
pay
2/3rd
salary
of
the
employees
at
each
fps,and
the
shop
owner
will
pay
only
1/3rd
§ This
will
deter
the
person
from
doing
corruption,and
will
also
increase
his
income.
§ Assuming
that
each
fps
employs
3
workers,with
a
monthly
salary
of
Rs.3000,the
government
will
have
to
bear
a
cost
of
Rs.6000
per
fps.
9. CONSENT
OF
THE
BUYER
§ At
the
end
of
each
transaction,the
buyer
will
give
his
fingerprint
on
a
sheet
,against
his
name-‐confirming
that
he
,or
his
family
member
has
received
the
grains
§ In
case
somebody
else
takes
the
grains,then
it
is
the
shop
owner’s
responsibility
to
get
it
done
before
going
for
the
weekly
update
to
local
node
