Australia has one of the highest literacy rates (95%) among the developing
countries — with an enrollment ratio of approximately 106% for primary
education, and approximately 87% for higher education. The country has
one of the best higher education institutions in the world, which cater to
approximately 5% of Australia’s population, as well as more than 230,000
international students.
Approximately 73% of the higher education students in Australia are
enrolled in undergraduate courses, and approximately 25% in
postgraduate courses, while the remaining are enrolled in enabling and
other courses — which do not lead to any award.
Further, approximately 44% of the higher education students are males,
while 56% are females. 74% of the students are enrolled in full–time
courses, while remaining 26% are enrolled in part–time courses.
There are 37 public universities in Australia, which impart education to
approximately 93% of the total higher education students. The remaining
7% are enrolled in private universities, and non–university higher
education providers.

The higher education sector is witnessing several favorable trends, such as
expansion and collaboration among universities and higher education
institutions, and increasing adoption of technology.
The sector is expected to grow at a compound annual growth rate (CAGR)
of 2.02% till 2019. The growth will be supported by various factors such as
government initiatives, such as demand driven system, demand from both
domestic as well as international students, use of technology in education,
rise in demand for private higher education.

HIGHER EDUCATION SYSTEM IN AUSTRALIA
Postsecondary, or higher education in Australia starts after a student
clears the Year 12 of secondary education. Higher education, like the
school education, is governed by the Department of Education — which
prepares the national policies and programs, and provide funding to
government higher education institutions.
All the higher education institutions in Australia, are required to abide by
a regulated framework and issue standardized qualifications, prescribed
by the Australian Qualifications Framework (AQF). The qualifications are
enforced by a regulating agency — Tertiary Education Quality and
Standards Agency (TEQSA).
AQF qualifications in Australia are ranked from level 1 to 10, based on the
technicality and amount of knowledge imparted. Level 1 to 4 comprises of
certificate programs I to IV, which cater to vocational education. While
certificate I and II programs basic technical skills for undertaking routine
works, certificate III and IV are designed for complex works.
They are followed by Level 5 diplomas and advanced diplomas — which
can both be normal higher education, as well as vocational education.
Level 6 to 10 are classified as higher education, and comprise of associate
to doctoral degrees in higher education.

After passing Year 12 of secondary education, a student going for
vocational education and training starts at certificate programs, while a
student going for general higher education enrolls for a Bachelor’s degree.
The certificate programs are of different duration and have specific credits.
The diploma courses are of one year, while the associate degree courses
are of two years. A general Bachelor’s degree is of three years, the
professional one requires four years of full–time study. A Masters’ degree
is of one to two years, followed by a Doctoral degree of three to five years.
There are 37 public universities, four private universities, and
approximately 87 non–university higher education providers (NUHEP),
most of them being private entities. All the higher education providers are
governed by the Tertiary Education Quality and Standards Agency (TEQSA).
It assesses and supervises higher education providers based on rules
contained in the ‘Higher Education Standards Framework’.
Though the universities have statutes that are laws of their home state,
but their licenses and standards to operate as universities are governed by
TEQSA, falling under the commonwealth.
