To Whom It May Concern,
Igor Mandie has worked as Finance Manager at IREX Serbia since March 1, 2008. I was his
supervisor until December 2011 when I left the program.
Igor is the best finance manager I have worked with. He is conscientious, honest and meticulous,
but he is far more than that. He understands Serbian labor law and contracts, and he has helped
IREX Serbia through the maze of regulations, keeping the organization legal. He takes the
initiative on projects and informs me of problems that may be on the horizon, before they become
problems, in time for us to deal with them in a thoughtful and unhurried way. In addition to that
Igor's huge knowledge was of a great benefit for other Project related aspects, so he was always
involved in the procurement procedures (in charge of /control), IT support and other administrative-
related aspects.
Igor is also a good team player, assisting others on the staff with projects, often without having to
be asked. I felt completely confident in IREX Serbia's finances when Igor was running the books.
Igor developed systems that have served IREX well, especially his financial Life of Program tool
that helped us keep track of what funds we have available and what funds we had committed. It is
easy to run a good program with Igor in charge of finance.
Further, Igor knows USAD regulations and systems and is familiar with other international
organization practices. He attended a fellowship in the US in which he learned more about how
finance works, attended training on NGO management and, I would venture, taught the home office
more than he learned, about regulations and realities of running a field office.
I recommend Igor for employment in any office needing an honest, efficient and pleasant person to
handle finance.
