Evaluation criteria: number, aggregation potential, governance,
deforestation dynamics representativeness, perverse incentives
from carbon benefits, etc.
10. • CAR are legally constituted and part of
the national government (respond to
the Ministry of Environment).
• CAR limits mostly respond to
environmental/ecosystem patterns.
• Manageable number after CAR’s
aggregation (33 to 9) using subnational
Climate Change Nodes.
• Diminished risk of perverse incentives
derived from carbon benefits.
• Nested approach: Reference levels
will be established for each one of
the subnational areas and will
eventually integrate to a national
