This document provides an overview of offshore security risks in India's oil and gas industry. It discusses various threats like underwater threats, explosions, fishing issues and geopolitical tensions. It also outlines mitigation measures for these risks and the key regulations and agencies governing India's offshore oil and gas sector. The document concludes with recommendations around boosting growth in the industry over the next 5 years through government approvals, involvement of foreign companies and expanding exploration acreage.

16. India also has off shore interests in
South China Sea. India, Philippines,
Cambodia, Vietnam are in a dispute
over rights to explore Minerals and
Hydrocarbons in South China Sea. This
is a highly volatile situation in the
south Asian region, arguably with a
potential to trigger international
confrontation considering US and
NATO forces have received clear
warnings from China to stay away from
this region.
ONGC Videsh Ltd. has signed a 3 yrs
contract for developing long term
cooperation in Oil sector and had
accepted Vietnam’s offer for
exploration in certain blocks of South
China Sea. This is the bone of
contention between India and China

Exploration history in India as old as 1886 when first oil was found in Assam. Till Independence, exploration was carried out by Private operatorsThen in 1990 GOI offered exploration blocks and small size fields , 160 blocks offered only 28 blocks contracted. Need felt for better contractual and fiscal terms. I would like to mention about the introduction of the New Exploration Licensing Policy (NELP) in the year 1997 by the Ministry of Petroleum & Natural Gas, Government of India. This policy was instrumental in bringing revolutionary changes in India’s E & P sector. In fact, it has been a landmark event in the hydrocarbon sector in India. The NELP became operational in the year 1999. With this, the era of awarding acreages on nomination basis was dispensed with. So far in seven bidding rounds of NELP - 203 Blocks awarded, Another 36 will be awarded soon in NELP VIII. We are Graduating towards OALP (Describe)
