NATIONAL AND INTERNATIONAL PROBLEM Drowning is the second leading cause of injury death in children in Europe (WHO, 1996-2000) and in all OECD countries (UNICEF, 2001) In Portugal, every year at least 30 children and adolescents die in result of a drowning (INE, 1999-2004) Non fatal drowning is considered a public health problem (WHO,2006) CHILD AND ADOLESCENT DROWNING IN PORTUGAL
