Dear Colleagues,
It is a great pleasure to welcome you to the 2014 FAHR International Forum, one of the most prominent events of
its kind in the region, and the world, in terms of content, speakers and participants, as well as the timeliness of the
highlighted issues and topics.
Earlier this year, the United Arab Emirates launched its national agenda for the next seven years, to serve as a
roadmap to be followed by the nation at this important stage preceding the World Expo 2020.
The national agenda is based on a firm foundation, derived from reality, and summarises the vision and trends of the wise leadership
of the United Arab Emirates, led by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, and His Highness Sheikh
Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai.
It is evident that the agenda focuses on human capital as a tool and a goal. Human capital is the cornerstone and main driver to
achieve the objectives of the country. This is an aspiration set by the nation’s leadership and is at the top of their priorities, in which
empowerment, Emiratisation of jobs, healthcare and education will help in achieving the maximum levels of satisfaction and happiness
for the people of the UAE.
The Forum is a global platform that gathers people of great expertise and pioneers to share insights, best practices and innovations in

HE Humaid Al Qatami was appointed
Minister of Education in May 2009 and
Chairman of the Federal Authority for
Government Human Resources in the
same year. He was previously Minister of
Health from 2006 - 2009. He obtained his masters in
administration from Western Michigan University, USA.
He is currently Chairman of the Board of Trustees of the
Hamdan bin Rashid Al Maktoum Award for Distinguished
Academic Performance as well as the Sharjah Voluntary
Award. He is also Chairman of the Board of Directors of
Emirates Transport.

Transformational Leadership
Lord Ian Blair of Boughton
Commissioner of London’s Metropolitan
Police (2005 – 2008)
Lord Blair was appointed Commissioner
of the Metropolitan Police just months
before the 2005 terrorist attacks in London. His tenure
as Britain’s top police officer was marked by change and
turmoil in the force. Lord Blair’s police career spanned
35 years and included several senior leadership
positions.
He was one of the architects of the community support
officer scheme and changes in neighbourhood policing.
He found himself at the centre of a number of political
controversies, but significantly he also presided over
an overall fall in London crime rates and a nationwide
overhaul of counter-terrorism strategy.
Lord Blair is now co-director of a training programme for
senior police officers and writes regularly for the likes
of Prospect and New Statesman. He has a long and
established portfolio of public speaking and lectures
including the Dimbleby Lecture in 2005 and speeches
for the public and private sectors.

the Partnership for Public Service, a nonprofit organization

is a past president of the International Public Management

He was previously Minister of Health from 2006 - 2009. He obtained his masters in administration from Western Michigan University, USA. He is currently Chairman of the Board of Trustees of the Hamdan bin Rashid Al Maktoum Award for Distinguished Academic Performance as well as the Sharjah Voluntary Award. He is also Chairman of the Board of Directors of Emirates Transport. 10.30 Culture, Values and Change: The Nature of Transformational Leadership Lord Ian Blair of Boughton Commissioner of London’s Metropolitan Police (2005 – 2008) Lord Blair was appointed Commissioner of the Metropolitan Police just months before the 2005 terrorist attacks in London. His tenure as Britain’s top police officer was marked by change and turmoil in the force. Lord Blair’s police career spanned 35 years and included several senior leadership positions. He was one of the architects of the community support officer scheme and changes in neighbourhood policing. He found himself at the centre of a number of political controversies, but significantly he also presided over an overall fall in London crime rates and a nationwide overhaul of counter-terrorism strategy. Lord Blair is now co-director of a training programme for senior police officers and writes regularly for the likes of Prospect and New Statesman.
