Cross border crime analyses INSPIREd by spatial data
From the police in the United Kingdom and Belgium, the Dutch police receives
information on human trafficking from Eastern Europe.
It is likely that people from the Ukraine are smuggled through a Dutch seaport (near
the Belgium border) destinated for the United Kingdom, Belgium and Canada (via
France).

Inhabitants, living in the vicinity of the Westkade at Sas van Ghent, frequently
complain to the local police officers about noise pollution during the night.
At the same time they often observe several trucks with Bulgarian carplates.

The observed trucks drive in the direction of Sas van Ghent and Zelzate in
Belgium.
According to information obtained from the police in the United Kingdom and
Belgium the Bulgarian trucks drive from Zelzate to the R4 and subsequently
on the E40 in the direction of the Belgian coast.

On a large parking at a gasstation near Jabbeke alongside the E40, some last
checks are performed on the ‘passengers’ and some food is stored.
In some cases the ‘passengers’ are temporarily stored in the adjacent rural
area during one or more nights.
Traces of this stay are found, such as clothing, food and even faecial material.
These traces may be connectable with locations of origin.

Conclusions
Availability : a limited set of INSPIRE data is available,
additional data has to be obtained to meet user requirements.
Accessibility : differs by country, sometimes hard to find,
for experts only.
Applicability : appropriate for viewing national data,
unusable for analyses,
not suitable for cross-border, international viewing
and analyses.
Police : more awareness and knowledge is required,
ICT security and legal issues must be solved.
Coöperation : between countries and organisations is a critical condition to
be succesful.
