Managing Water for Sustainable Agriculture
From Secretary General's Desk...
Dear Colleagues,
The year 2013,
closing on us, giving
way to 2014 saw
intense deliberations
on the Sustainable
Development Goals
for water in a post
2015 development
framework among the
various international water actors. UNWater is in the process of recommending a
global goal on water ‘Securing sustainable
water for all’ which is broad, capturing
the fundamental importance of water
for humans as well as environment.
The proposed framework is structured
into four interconnected target areas:
universal access to safe drinking water,
sanitation and hygiene; sustainable use
and development of water resources;
improved water quality and wastewater
management; and resilience to waterrelated disasters.
Year 2013 was also the International Year
of Water Cooperation. During the year
various activities ranging from publication
of “Free Flow” – bringing together a
broad range of water professionals and
stakeholders to share their knowledge and
experiences in water cooperation – to the
organization of World Irrigation Forum by
ICID, have taken many shapes and hues.
World Irrigation Forum, as initiated by
President Gao Zhanyi, was successfully
organized in Mardin, Turkey, bringing

together stakeholders that had hitherto
not been within the ICID network. It was
a mutually beneficial and rich experience
enhancing cooperation among various
stakeholders, irrigation managers and
institutions. The year also saw ICID
reaching out to all professionals engaged
in irrigation and drainage sector opening
doors to direct members and instituting
the World Irrigation and Drainage Prize.
The member National Committees have
been provided greater opportunity to
exchange information and obtain feedback
by providing a permanent column in the
News UPDATE. Decision has also been
taken to provide two National Committees
the opportunity to showcase their activities
at the plenary session of each IEC meeting.
The year also saw ICID adopt new
technologies by processing papers,
increasing interaction with the members
through WEBEX video conferencing,
initiating e-learning courses etc. The
teleconferencing facilities introduced have
already been put to use for organizing
the Management Board meeting which
took decisions on a number of the follow
up actions after the 64th IEC meeting.
Constant interaction between the
Central Office and the National
Organizing Committee of the 22nd ICID
Congress, scheduled to be held from
14-20 September, 2014 in Gwangju
Metropolitan City, South Korea, is keeping
the progress on its preparation, right on
schedule.
ICID has also strengthened the operation
of its workbodies to make them more

effective in meeting their objectives. We
are going through a mini-overhauling of
various working groups under strategy
theme Schemes with a slightly different but
inclusive approach. I will be approaching
the experts from the different areas of
irrigation management and drainage for
developing scoping document on each
of the working group. I also encourage
the working group chairs to make use
of video conferencing facilities to further
the objectives of their groups.
In the end let me take this opportunity
to thank all our patrons for supporting
our activities and making the year 2013
the year of consolidation of change in
ICID. I particularly thank our National
Committees, international partners and
experts who have contributed their
valuable time voluntarily to further our
activities.

ICID Awards
Best Performing National
Committee Award (2014)
The fifth Best Performing National
Committee Award (BPNCA-5) will be
presented during the 22nd ICID Congress
to be held at Gwangju Metropolitan City,
Korea in September 2014. Applications
are invited from the eligible National
Committees for BPNCA-5 based on the
performance during the 3-year period
between 21st and 22nd Congresses
(covering calendar years 2011 - 2013)
by submitting the duly filled in Entry
Form (please refer ICID CO circular
letter dated 05 December 2013) to ICID
Central Office latest by 31 March 2014.
The BPNCA comprises of a Trophy and
a Citation Plaque.

The nominations will be adjudged by the
Panel of Judges (PoJ) constituted for this

Best Performing
Award (2014)

Workbody

ICID presents the Best Performing
Workbody Award (BPWA) triennially at
the time of every ICID Congress, based
on the performance and various other
facets demonstrated by its workbodies in
between two Congresses. The 4th Best
Performing Workbody Award (BPWA-4)
will be presented during the 22nd ICID
Congress in Gwangju Metropolitan City,
Korea in September 2014. Nominations are

invited from the Chairs of ICID Workbodies
and current Office Bearers so as to reach
the candidature of their workbodies, in
ICID Central Office latest by 01 May 2014.
The award will be adjudicated by a Panel
of Judges (PoJ). The Award comprises of
a Citation / Certificate / Plaque to each
member of the workbody (as per the latest
membership composition), besides free
publications of decided value that will be
given to each member of the workbody. The
works of the Award winning workbody are
publicized through a dedicated section on
the ICID website showcasing the personal
profile of each member. For more details

WatSave Awards 2014
ICID instituted ‘WatSave Awards’ in 1997
to recognize ‘outstanding, contribution to
water saving / conservation in agriculture’
annually, across the world. The aim of
Annual WatSave Awards is to recognize
the outstanding contributions to water
conservation or water saving for the benefit
of all the water-users. Accordingly, the
Awards are only made in respect of actual
realized savings and not for promising
research results, plans and/or good ideas/
intentions to save water. The WatSave
awards are given in four categories:
(i) Technology; (ii) Innovative Water
Management; (iii) Young Professionals;
and (iv) Farmer.
Nominations are invited for the ‘WatSave
awards 2014’ from individuals/team through

National Committees/ Committee by 30
May 2014. The entries are open to all
professionals / teams from ICID member
countries as well as non-member countries.
In case of an entry from a ‘non-member’
country, the nomination has to be routed
through and validated by an active National
Committee of ICID, who should be in
touch with the nominee and is aware of
his / her work. The contact coordinates of
the ICID National Committees/ Committee,
the ‘Nomination Form’, ‘Conditions and
Criteria’, and ‘Check list’ of the documents
to be submitted are available on ICID
website.
Entries for the nominations for the 2014
awards are now open.
The awards will be presented at the 65th
International Executive Council (IEC)

meeting scheduled to be held during
September 2014 at Gwangju Metropolitan
City, Republic of Korea. The deadline for
receipt of the entries from the National
Committees along with a completed
‘Nomination Form’ etc. to the ICID Central
Office, New Delhi is 30 May 2014. The
nominations sent directly to the Central
Office, ICID cannot be entertained. The
selection of the winners from amongst the
nominations received will be made by an
International Panel of Judges. National
Committees are urged to give wide publicity
to these awards in their country among
persons actively engaged in water savings/
conservation practices, particularly farming

Visit of Chinese delegates to ICID Central Office
A Chinese delegation comprising six
professionals from the Ministry of Water
Resources (MoWR) and Chinese National
Committee (CNCID) visited India during
12-14 December 2013. The purpose
of the visit was to understand water
resources development and management
activities in India, to see soil and water
conservation practices at field level, and to
explore the possibility of initiating scientific
exchange programme in agricultural water
management between China and India.
The delegates visited the Central Office
on 12 December 2013. Secretary General
Avinash C. Tyagi welcomed the delegates
and briefed the historical progression of
the Commission since its establishment
in 1950, management and functioning of
the Central Office, technical publications
brought out, etc. He also apprised
delegates about the recent initiatives taken
up by ICID like knowledge management,
e-learning, WebEx, use of social media,

Climate Change, Water
Resources and Disasters in
Mountainous Regions: Building
Resilience to Climate Change
The International Conference titled ‘Climate
Change, Water Resources and Disasters in
Mountainous Regions: Building Resilience
to Climate Change’ was successfully held
from 27-29 November 2013 at Kathmandu,
Nepal. The Conferences was organized by
Society of Hydrologists and Meteorologists
Nepal (SOHAM-Nepal), in association with
Department of Irrigation, Nepal, IWMI
and other similar organizations. More
than 270 participants from 24 countries,
including representatives from international
organizations attended and actively
contributed to the Conference. Participants

Declaration 2013” as a conclusion at the
Conference.
During the Conference a special session
was held by Nepal National Committee of
ICID (NENCID) / Department of Irrigation,
Nepal, for the presentation of current
activities of a joint project. The participating
institutions were UNESCO-IHE, The
Netherlands; AIT, Thailand; and Department
of Irrigation / NENCID, Nepal, “Adaptation
to Global Changes on Agricultural Practices”
(AGloCAP). Research based studies about
Climate Change in Koshi basin, Indrawati
basin of Nepal, Yellow River basin of China
and Maize cultivation in Sikkim and six other
papers were presented during the Session.

UNESCO-IHE : BoG Meeting
held at Delft, The Netherlands
The UNESCO-IHE, Institute for Water
Education, held its 13th Session of the
Governing Board on 20-23 November 2013
at UNESCO-IHE, Delft, The Netherlands.
Secretary General Er. Avinash C. Tyagi
represented ICID at the BoG meeting.
Several topics were discussed and
implemented in the Board meeting. The
topic on “Establishment of UNESCOIHE Graduate School on Water and
Development” was also introduced during
the meeting.

Irrigation and Drainage and 65th
International Executive Council
meetings will be organized by host
Korean National Committee on Irrigation
and Drainage (KCID) in co-operation with
International Commission on Irrigation and
Drainage (ICID) during 14-20 September
2014 at Kimdaejung Convention Centre
in Gwangju Metropolitan City, Republic of
Korea. The main theme of the Congress
is “Securing Water for Food and Rural
Community under Climate Change”.

E-learning course “Water
Footprint – Concept and
Application
The e-learning course titled “Water
Footprint - Concept and Application"
is the most effective online course for
understanding the fundamentals of Water
Footprint Assessment and how it can be
used by consumers, businesses, policy
makers and governments. This three
week course developed with the support
from Word Bank Institute and University
of Twente will be offered from 13 January
to 31 January 2014.
The course aims to provide participants
with an introduction to the concept
and application, with five modules – (i)
Water Footprint Concept and Application;
(ii) Global Water Management; (iii)
Government Policy; (iv) Corporate Strategy;
and (v) Calculating the Water Footprint. The
course involves both self-paced learning
and online discussion facilitated by experts.
Facilitation occurs in the third week of
the course. All participants are required
to complete an assignment and pass a
test to receive the certificate. To complete
the course, participants are expected to
spend around 15 hours. Please visit at

Adaptation
A Regional Network Coordination
Workshop that focused on linking networks
and mainstreaming Eco-system-based
Adaptation (EbA) was hosted by the UN
Environment Programme (UNEP)-China
project on 'Enhancing capacity, knowledge
and technology support to build climate
resilience of vulnerable de-veloping
countries.'

The Draft Minutes of the 64th
International Executive Council and
Workbody meetings held from 1st
September to 5th October 2013 at
Mardin, Turkey, have been posted

Dr. Sang Mu Lee,
Chairman of Korean
National Committee
on Irrigation and
Drainage (KCID)

The book was released during Tehran
Congress in October 2011. KCID has
hosted numerous annual symposiums
and seminars and publishes journal and
biennial bulletin.

The Korean National
Committee
on
Irrigation and Drainage
(KCID) is a corporation
under the Ministry of Agriculture, Food
and Rural Affairs, Republic of Korea
consisting of 2,700 individuals and
34 companies / organizations. The
objective of KCID is to develop advanced
knowledge and technology in the area of
irrigation, drainage, flood management
and enhance world-wide food supply
and preserve environment through
participating in various ICID activities,
cooperating with the otehr member
countries and relevant organizations and
disseminating information worldwide. KCID
has established its National Organizing
Committee (NOC) for Korean Congress
2014, consisting of 17 committee members
and 23 board members. The official website

Dr. Sang Mu Lee, the Chairman of
the (KCID) has more than 16 years of
professional experience in the field of
irrigation, drainage and rural development.
He is also the Chief Executive Officer
(CEO) of Korea Rural Community
Corporation (KRC). Dr. Lee started his
career in the Ministry of Agriculture and
Fishery as a Director-General of Planning
& Coordination Office.

KCID has been one of the most active
National Committees of ICID since 1969.
It has given ICID three Vice Presidents
in the past, namely, Mr. Yu, Keun-Hak
(1993-1996), Prof. Soon-kuk Kwun (20002003), and Dr. HUH, Yoo-Man (2004-2007).
Prof. Kim, Tai-Cheol is the current Vice
President of ICID (2011-2014). KCID
has hosted many ICID events, such as
52nd International Executive Council
(IEC) meeting, and 1st Asian Regional
Conference (ARC) in Seoul, South Korea.
KCID has won the 1st ‘Best Performing
ICID National Committee Award’ during
18th ICID Congress at Montreal, Canada
in 2002 for its outstanding achievements
and contributions towards the mission of
ICID. KCID has also contributed to Special
Issue (Volume 62, Issue Supplement S1)
of ICID Journal titled “Sustainable Water
and Land Management in Tidal Areas”
published in October 2013. and a book
on “Towards Sustainable Development of
Tidal Areas: Principles and Experiences”.
Participants discussed the existing
EbA initiatives of the Secretariat of
the Pacific Regional Environment
Programme (SPREP), including: work on
implementation of the Ramsar Convention in the Pacific; the formation of a
non-exclusive inter-regional working group
to build EbA capacity in existing regional
networks; and the provision of technical
support and transfer of EbA technology.

ecosystem services to help people adapt

Dr. Lee has worked closely with several
organizations / institutes as Chairperson
or representative of KRC from 1999-2004,
he was representative of UN/FAO Regional
Office in Philippines, and Chairperson at
Global Agriculture Policy Institute for 10
year. He has been the Chairperson of
Asian-Pacific Agriculture Policy Forum,
Korea FAO Association. In 2004, Dr. Lee
was chosen as the Representative of
Regional Office for Fast East at AfricanAsian Rural Development Organization
(AARDO).
Presently, KCID will be organizing 22nd
International Congress on Irrigation and
Drainage & 65th International Executive
Council meetings from 14-20 September
2013 at Gwanju Metropolitan City,
Republic of Korea. The Public Relations
Subcommittee and the National Organizing
Committee (NOC) of the 22nd ICID
Congress organized ‘Korean Reception for
2014 Congress’ during 63rd IEC Meeting
and 7th Asian Regional Conference in
Adelaide, Australia in 2012 and again
during 1st World Irrigation Forum (1st
WIF) held in Mardin, Turkey in 2013 to
attract participants for 22nd ICID Congress.
ICID congratulates Dr. Sang Mu Lee,
Chairman of KCID for taking it to new
heights of international cooperation and
looks forward to his continued involvement
and support in the activities of ICID towards
fulfilling the mission of ICID.

China, from 16-19 October 2013, and
brought together representatives from
Nepal, Mauritania and Seychelles, the

well as from Iran, Benin and China. More

‘Direct Membership’ of ICID
The International Commission on Irrigation
and Drainage (ICID) opened its doors to
individuals, busi-nesses and organizations/
institutions from countries that do not have
a National Committee. They can now join
ICID directly and receive the benefits of
ICID membership. This new opportunity
has great potential to enhance the working
of ICID and hopefully will result in greater
global exchanges of experiences and
multidisciplinary innovations. Opening
membership to such companies, institutions
and individual, the ‘Direct Membership’
will widen the repertoire of knowledge
and experiences within ICID and benefit
all its stakeholders. The direct members

Obituary
Late Mr. Jean-Marcel Laferriere
It is with deep regrets that
the sad and untimely demise
of Mr. Jean-Marcel Laferriere
(Canada), member of CANCID,
passed away on 31st October
2013. Mr. Laferriere was very dedicated
to ICID and had been very active in ICID
activities during his lifetime. He was the
Chairman of Canadian National Organizing
Committee during 53rd IEC and 18th
International Congress on Irrigation and
Drainage held on 21-28 July 2002 at Montreal,
Canada. He was the Agriculture and Water
Management Advisor of the Canadian
International Development Agency (CIDA).
He was graduate from Laval University,
Quebec, Canada. His career was spanned 35
years in the fields of agriculture production,
storage, marketing, drainage, irrigation, soil
improvement, water resources planning
and management. He had been actively
associated with international development as
agriculture specialists, irrigation and drainage
engineer and food security advisor. He was
the member of ICID Journal Editorial Board
(1999). He had been actively participated
the ICID annual meetings. His contribution
and dedication to ICID are widely recognized
in the ICID fraternity and will be long
remembered.
ICID fraternity records its profound sympathy
and heartfelt condolences to the bereaved
family and to the members of the Canadian
National Committee of ICID (CANCID). May
his soul rest in peace!

Free Flow: Reaching Water
Security through cooperation
The UN Educational, Scientific and Cultural
Organization (UNESCO) has released a
report titled 'Free Flow: Reaching Water
Security through Cooperation,' which
was published in the framework of the
International Year of Water Cooperation.
The report reflects on the progress
and challenges encountered in the
fields of water management and
cooperation around the world. It features
chapters on, inter alia: water diplomacy;
transboundary water management; water
education and institutional development;
financing cooperation; legal framework
at the national/international level; water
cooperation, sustainability and poverty
eradication; and economic development
and water.
The report includes articles presenting the
views of experts on water cooperation from
various regions, including: water diplomacy
in the Middle East; transboundary water
diplomacy in the Mekong region; the Nile
Basin Initiative; efficient and effective
cooperation in the River Rhine catchment;
sharing water in Australia; regional water
cooperation in the Hindu Kush Himalayan
region; participation in the management
of the Niger, Senegal and Congo river
basins; the Murray–Darling Basin Plan;
the transboundary ecosystem of Russia
and Mongolia; Libya's experience in
the management of transboundary
aquifers; and transboundary groundwater
resources management implemented in

Recommendations for Adaptation
Strategies' was held on 20-21 November
2013 at Quito, Ecuador, aimed to guide
research initiatives and public policy in
search of science-based climate change
adaptation strategies for the Andean
Region. The event brought together
glaciologists, hydrologists, water resources
experts, social scientists, local and national
policy advisers, practitioners, such as
mountain biosphere reserve managers,
and local stakeholders. The participants
included representatives from Argentina,
Belgium, Bolivia, Brazil, Chile, Colombia,
Ecuador, Mexico, Peru, Switzerland, UK
and USA.
The workshop addressed
the optimization of research efforts and
identified science-based policy needs for
climate change adaptation strategies in
the Andean region, with a focus on its
water resources.
The workshop was organized by the
International Hydrological Programme
(IHP) of the UN Educational, Scientific
and Cultural Organization (UNESCO),
the Consortium for the Sustainable
Development of the Andean Eco-Region
(CONDESAN), Ecuador's Water Secretariat
(SENAGUA), and the Andean Climate
Change Interamerican Observatory
Network (ACCION), an initiative of the
Energy and Climate Partner-ship of the
Americas (ECPA).
The workshop developed general
recommendations to scientists, policy
advisers and decision makers to the
Andean countries on new research agenda
to guide adaptation policy. It also identified
strategies to successfully implement
adaptation measures in mountain areas,
including moorlands and wetlands.

WebEx Online Meetings
ICID is happy to announce the beginning
of its virtual meeting platform using WebEx
technology. This technology will help ICID to
organize online meetings in real time over
the web using enhanced, high- quality video.
It is even more like face-to-face meeting.
The initial trial meetings were conducted
during the time of the 1st World Irrigation
Forum (WIF-1) with the Organizing
Committee members to resolve some of
the important issues. After the WIF-1, ICID
has conducted two online meetings with
the Organizing Committee of the 22nd
International Congress on Irrigation and
Drainage to speed-up the activities.
The third virtual meeting of the Management
Board (MB) was conducted on 12 December
2013 from 13:30-15:30 hours. All members
of the MB joined the meeting from their
respective time zones and countries in
the virtual meeting and the meeting was
conducted very smoothly. The MB endorsed
the newly introduced technology for future
virtual meetings of MB. The members

  • 1. INTERNATIONAL COMMISSION ON IRRIGATION AND DRAINAGE NEWS UPDATE December 2013 Managing Water for Sustainable Agriculture From Secretary General's Desk... Dear Colleagues, The year 2013, closing on us, giving way to 2014 saw intense deliberations on the Sustainable Development Goals for water in a post 2015 development framework among the various international water actors. UNWater is in the process of recommending a global goal on water ‘Securing sustainable water for all’ which is broad, capturing the fundamental importance of water for humans as well as environment. The proposed framework is structured into four interconnected target areas: universal access to safe drinking water, sanitation and hygiene; sustainable use and development of water resources; improved water quality and wastewater management; and resilience to waterrelated disasters. Year 2013 was also the International Year of Water Cooperation. During the year various activities ranging from publication of “Free Flow” – bringing together a broad range of water professionals and stakeholders to share their knowledge and experiences in water cooperation – to the organization of World Irrigation Forum by ICID, have taken many shapes and hues. World Irrigation Forum, as initiated by President Gao Zhanyi, was successfully organized in Mardin, Turkey, bringing together stakeholders that had hitherto not been within the ICID network. It was a mutually beneficial and rich experience enhancing cooperation among various stakeholders, irrigation managers and institutions. The year also saw ICID reaching out to all professionals engaged in irrigation and drainage sector opening doors to direct members and instituting the World Irrigation and Drainage Prize. The member National Committees have been provided greater opportunity to exchange information and obtain feedback by providing a permanent column in the News UPDATE. Decision has also been taken to provide two National Committees the opportunity to showcase their activities at the plenary session of each IEC meeting. The year also saw ICID adopt new technologies by processing papers, increasing interaction with the members through WEBEX video conferencing, initiating e-learning courses etc. The teleconferencing facilities introduced have already been put to use for organizing the Management Board meeting which took decisions on a number of the follow up actions after the 64th IEC meeting. Constant interaction between the Central Office and the National Organizing Committee of the 22nd ICID Congress, scheduled to be held from 14-20 September, 2014 in Gwangju Metropolitan City, South Korea, is keeping the progress on its preparation, right on schedule. ICID has also strengthened the operation of its workbodies to make them more Season’s Greetings and Best Wishes for a happy, prosperous & fruitful New Year – 2014 effective in meeting their objectives. We are going through a mini-overhauling of various working groups under strategy theme Schemes with a slightly different but inclusive approach. I will be approaching the experts from the different areas of irrigation management and drainage for developing scoping document on each of the working group. I also encourage the working group chairs to make use of video conferencing facilities to further the objectives of their groups. In the end let me take this opportunity to thank all our patrons for supporting our activities and making the year 2013 the year of consolidation of change in ICID. Tyagi Secretary General ICID Awards Best Performing National Committee Award (2014) The fifth Best Performing National Committee Award (BPNCA-5) will be presented during the 22nd ICID Congress to be held at Gwangju Metropolitan City, Korea in September 2014. Applications are invited from the eligible National Committees for BPNCA-5 based on the performance during the 3-year period between 21st and 22nd Congresses (covering calendar years 2011 - 2013) by submitting the duly filled in Entry Form (please refer ICID CO circular letter dated 05 December 2013) to ICID Central Office latest by 31 March 2014. The BPNCA comprises of a Trophy and a Citation Plaque. The nominations will be adjudged by the Panel of Judges (PoJ) constituted for this purpose. The 4th Best Performing Workbody Award (BPWA-4) will be presented during the 22nd ICID Congress in Gwangju Metropolitan City, Korea in September 2014. Nominations are invited from the Chairs of ICID Workbodies and current Office Bearers so as to reach the candidature of their workbodies, in ICID Central Office latest by 01 May 2014. The award will be adjudicated by a Panel of Judges (PoJ). The Award comprises of a Citation / Certificate / Plaque to each member of the workbody (as per the latest membership composition), besides free publications of decided value that will be given to each member of the workbody. The works of the Award winning workbody are publicized through a dedicated section on the ICID website showcasing the personal profile of each member.   • 2. WatSave Awards 2014 ICID instituted ‘WatSave Awards’ in 1997 to recognize ‘outstanding, contribution to water saving / conservation in agriculture’ annually, across the world. The aim of Annual WatSave Awards is to recognize the outstanding contributions to water conservation or water saving for the benefit of all the water-users. Accordingly, the Awards are only made in respect of actual realized savings and not for promising research results, plans and/or good ideas/ intentions to save water. The WatSave awards are given in four categories: (i) Technology; (ii) Innovative Water Management; (iii) Young Professionals; and (iv) Farmer. Nominations are invited for the ‘WatSave awards 2014’ from individuals/team through National Committees/ Committee by 30 May 2014. The entries are open to all professionals / teams from ICID member countries as well as non-member countries. In case of an entry from a ‘non-member’ country, the nomination has to be routed through and validated by an active National Committee of ICID, who should be in touch with the nominee and is aware of his / her work. The contact coordinates of the ICID National Committees/ Committee, the ‘Nomination Form’, ‘Conditions and Criteria’, and ‘Check list’ of the documents to be submitted are available on ICID website. Entries for the nominations for the 2014 awards are now open. The awards will be presented at the 65th International Executive Council (IEC) meeting scheduled to be held during September 2014 at Gwangju Metropolitan City, Republic of Korea. The deadline for receipt of the entries from the National Committees along with a completed ‘Nomination Form’ etc. to the ICID Central Office, New Delhi is 30 May 2014. The nominations sent directly to the Central Office, ICID cannot be entertained. The selection of the winners from amongst the nominations received will be made by an International Panel of Judges. National Committees are urged to give wide publicity to these awards in their country among persons actively engaged in water savings/ conservation practices, particularly farming communities. Visit of Chinese delegates to ICID Central Office A Chinese delegation comprising six professionals from the Ministry of Water Resources (MoWR) and Chinese National Committee (CNCID) visited India during 12-14 December 2013. The purpose of the visit was to understand water resources development and management activities in India, to see soil and water conservation practices at field level, and to explore the possibility of initiating scientific exchange programme in agricultural water management between China and India. The delegates visited the Central Office on 12 December 2013. Secretary General Avinash C. Tyagi welcomed the delegates and briefed the historical progression of the Commission since its establishment in 1950, management and functioning of the Central Office, technical publications brought out, etc. He also apprised delegates about the recent initiatives taken up by ICID like knowledge management, e-learning, WebEx, use of social media, Climate Change, Water Resources and Disasters in Mountainous Regions: Building Resilience to Climate Change The International Conference titled ‘Climate Change, Water Resources and Disasters in Mountainous Regions: Building Resilience to Climate Change’ was successfully held from 27-29 November 2013 at Kathmandu, Nepal. The Conferences was organized by Society of Hydrologists and Meteorologists Nepal (SOHAM-Nepal), in association with Department of Irrigation, Nepal, IWMI and other similar organizations. More than 270 participants from 24 countries, including representatives from international organizations attended and actively contributed to the Conference. Participants 2 and about forthcoming ICID events. Secretary General also made a brief presentation about India’s water resources development and state of agricultural production. Mr. Zhao Leshi and Mr. Luo Xiangsheng of MoWR, and Dr. Ding Kunlun of CNCID indicated that CNCID will continue extending support and cooperation with the ICID in coming years also. Secretary General Tyagi thanked CNCID and President Dr. Gao Zhanyi for the kind support in promoting ICID activities In the afternoon, the delegates the demonstration farm of the Technology Centre (WTC) of the Agricultural Research Institute visited Water Indian (IARI), unanimously adopted “The Kathmandu Declaration 2013” as a conclusion at the Conference. During the Conference a special session was held by Nepal National Committee of ICID (NENCID) / Department of Irrigation, Nepal, for the presentation of current activities of a joint project. The participating institutions were UNESCO-IHE, The Netherlands; AIT, Thailand; and Department of Irrigation / NENCID, Nepal, “Adaptation to Global Changes on Agricultural Practices” (AGloCAP). Research based studies about Climate Change in Koshi basin, Indrawati basin of Nepal, Yellow River basin of China and Maize cultivation in Sikkim and six other papers were presented during the Session. The session was chaired by Er. Uttam Raj Timilsina, Deputy Director General of ICID News Update where Dr. T.B.S. Rajput, Principal Scientist explained the various water saving/ conservation methods while increasing the crop yields. the Department of Irrigation and Member Secretary of NENCID. UNESCO-IHE : BoG Meeting held at Delft, The Netherlands The UNESCO-IHE, Institute for Water Education, held its 13th Session of the Governing Board on 20-23 November 2013 at UNESCO-IHE, Delft, The Netherlands. Secretary General Er. Avinash C. Tyagi represented ICID at the BoG meeting. Several topics were discussed and implemented in the Board meeting. The topic on “Establishment of UNESCOIHE Graduate School on Water and Development” was also introduced during the meeting. December 2013

E-learning course “Water Footprint – Concept and Application The e-learning course titled “Water Footprint - Concept and Application" is the most effective online course for understanding the fundamentals of Water Footprint Assessment and how it can be used by consumers, businesses, policy makers and governments. This three week course developed with the support from Word Bank Institute and University of Twente will be offered from 13 January to 31 January 2014. The course aims to provide participants with an introduction to the concept and application, with five modules – (i) Water Footprint Concept and Application; (ii) Global Water Management; (iii) Government Policy; (iv) Corporate Strategy; and (v) Calculating the Water Footprint. The course involves both self-paced learning and online discussion facilitated by experts. Facilitation occurs in the third week of the course. All participants are required to complete an assignment and pass a test to receive the certificate. To complete the course, participants are expected to spend around 15 hours. Mainstream Ecosystem-based Adaptation A Regional Network Coordination Workshop that focused on linking networks and mainstreaming Eco-system-based Adaptation (EbA) was hosted by the UN Environment Programme (UNEP)-China project on 'Enhancing capacity, knowledge and technology support to build climate resilience of vulnerable de-veloping countries.' Minutes of the 64th IEC and Workbody Meetings at Mardin – Online The Draft Minutes of the 64th International Executive Council and Workbody meetings held from 1st September to 5th October 2013 at Mardin, Turkey, have been posted on the ICID website http://www.icid. org/minutes.html for comments. The printed copies of the ‘Minutes’ will be sent to all the Office Bearers, Chairs of Workbodies once the final minutes are circulated. 4 Know your National Committees Dr. Sang Mu Lee, Chairman of Korean National Committee on Irrigation and Drainage (KCID) The book was released during Tehran Congress in October 2011. KCID has hosted numerous annual symposiums and seminars and publishes journal and biennial bulletin. The Korean National Committee on Irrigation and Drainage (KCID) is a corporation under the Ministry of Agriculture, Food and Rural Affairs, Republic of Korea consisting of 2,700 individuals and 34 companies / organizations. The objective of KCID is to develop advanced knowledge and technology in the area of irrigation, drainage, flood management and enhance world-wide food supply and preserve environment through participating in various ICID activities, cooperating with the otehr member countries and relevant organizations and disseminating information worldwide. KCID has established its National Organizing Committee (NOC) for Korean Congress 2014, consisting of 17 committee members and 23 board members. Dr. Sang Mu Lee, the Chairman of the (KCID) has more than 16 years of professional experience in the field of irrigation, drainage and rural development. He is also the Chief Executive Officer (CEO) of Korea Rural Community Corporation (KRC). Dr. Lee started his career in the Ministry of Agriculture and Fishery as a Director-General of Planning & Coordination Office. KCID has been one of the most active National Committees of ICID since 1969. It has given ICID three Vice Presidents in the past, namely, Mr. Yu, Keun-Hak (1993-1996), Prof. Soon-kuk Kwun (20002003), and Dr. HUH, Yoo-Man (2004-2007). Prof. Kim, Tai-Cheol is the current Vice President of ICID (2011-2014). KCID has hosted many ICID events, such as 52nd International Executive Council (IEC) meeting, and 1st Asian Regional Conference (ARC) in Seoul, South Korea. KCID has won the 1st ‘Best Performing ICID National Committee Award’ during 18th ICID Congress at Montreal, Canada in 2002 for its outstanding achievements and contributions towards the mission of ICID. KCID has also contributed to Special Issue (Volume 62, Issue Supplement S1) of ICID Journal titled “Sustainable Water and Land Management in Tidal Areas” published in October 2013. and a book on “Towards Sustainable Development of Tidal Areas: Principles and Experiences”. Participants discussed the existing EbA initiatives of the Secretariat of the Pacific Regional Environment Programme (SPREP), including: work on implementation of the Ramsar Convention in the Pacific; the formation of a non-exclusive inter-regional working group to build EbA capacity in existing regional networks; and the provision of technical support and transfer of EbA technology. EbA promotes the use of biodiversity and ecosystem services to help people adapt ICID News Update Dr. Lee has worked closely with several organizations / institutes as Chairperson or representative of KRC from 1999-2004, he was representative of UN/FAO Regional Office in Philippines, and Chairperson at Global Agriculture Policy Institute for 10 year. He has been the Chairperson of Asian-Pacific Agriculture Policy Forum, Korea FAO Association. In 2004, Dr. Lee was chosen as the Representative of Regional Office for Fast East at AfricanAsian Rural Development Organization (AARDO). Presently, KCID will be organizing 22nd International Congress on Irrigation and Drainage & 65th International Executive Council meetings from 14-20 September 2013 at Gwanju Metropolitan City, Republic of Korea. The Public Relations Subcommittee and the National Organizing Committee (NOC) of the 22nd ICID Congress organized ‘Korean Reception for 2014 Congress’ during 63rd IEC Meeting and 7th Asian Regional Conference in Adelaide, Australia in 2012 and again during 1st World Irrigation Forum (1st WIF) held in Mardin, Turkey in 2013 to attract participants for 22nd ICID Congress. ICID congratulates Dr. Sang Mu Lee, Chairman of KCID for taking it to new heights of international cooperation and looks forward to his continued involvement and support in the activities of ICID towards fulfilling the mission of ICID. to the adverse impacts of climate change. Participants agreed on elements of a draft strategy and workplan for integrating EbA into existing networks, and commented on a draft EbA manual/resource book compiled by UNEP experts and the China Ecosystem Research Network (CERN). The workshop took place in Beijing, China, from 16-19 October 2013, and brought together representatives from Nepal, Mauritania and Seychelles, the December 2013

Mr. Laferriere was very dedicated to ICID and had been very active in ICID activities during his lifetime. He was the Chairman of Canadian National Organizing Committee during 53rd IEC and 18th International Congress on Irrigation and Drainage held on 21-28 July 2002 at Montreal, Canada. He was the Agriculture and Water Management Advisor of the Canadian International Development Agency (CIDA). He was graduate from Laval University, Quebec, Canada. His career was spanned 35 years in the fields of agriculture production, storage, marketing, drainage, irrigation, soil improvement, water resources planning and management. He had been actively associated with international development as agriculture specialists, irrigation and drainage engineer and food security advisor. He was the member of ICID Journal Editorial Board (1999). He had been actively participated the ICID annual meetings. His contribution and dedication to ICID are widely recognized in the ICID fraternity and will be long remembered. ICID fraternity records its profound sympathy and heartfelt condolences to the bereaved family and to the members of the Canadian National Committee of ICID (CANCID). Free Flow: Reaching Water Security through cooperation The UN Educational, Scientific and Cultural Organization (UNESCO) has released a report titled 'Free Flow: Reaching Water Security through Cooperation,' which was published in the framework of the International Year of Water Cooperation. The report reflects on the progress and challenges encountered in the fields of water management and cooperation around the world. It features chapters on, inter alia: water diplomacy; transboundary water management; water education and institutional development; financing cooperation; legal framework at the national/international level; water cooperation, sustainability and poverty eradication; and economic development and water. The report includes articles presenting the views of experts on water cooperation from various regions, including: water diplomacy in the Middle East; transboundary water diplomacy in the Mekong region; the Nile Basin Initiative; efficient and effective cooperation in the River Rhine catchment; sharing water in Australia; regional water cooperation in the Hindu Kush Himalayan region; participation in the management of the Niger, Senegal and Congo river basins; the Murray–Darling Basin Plan; the transboundary ecosystem of Russia and Mongolia; Libya's experience in the management of transboundary aquifers; and transboundary groundwater resources management implemented in the Kumamoto region of Japan. Recommendations for Adaptation Strategies' was held on 20-21 November 2013 at Quito, Ecuador, aimed to guide research initiatives and public policy in search of science-based climate change adaptation strategies for the Andean Region. The event brought together glaciologists, hydrologists, water resources experts, social scientists, local and national policy advisers, practitioners, such as mountain biosphere reserve managers, and local stakeholders. The participants included representatives from Argentina, Belgium, Bolivia, Brazil, Chile, Colombia, Ecuador, Mexico, Peru, Switzerland, UK and USA. The workshop addressed the optimization of research efforts and identified science-based policy needs for climate change adaptation strategies in the Andean region, with a focus on its water resources. The workshop was organized by the International Hydrological Programme (IHP) of the UN Educational, Scientific and Cultural Organization (UNESCO), the Consortium for the Sustainable Development of the Andean Eco-Region (CONDESAN), Ecuador's Water Secretariat (SENAGUA), and the Andean Climate Change Interamerican Observatory Network (ACCION), an initiative of the Energy and Climate Partner-ship of the Americas (ECPA). The workshop developed general recommendations to scientists, policy advisers and decision makers to the Andean countries on new research agenda to guide adaptation policy.   • 6. WebEx Online Meetings ICID is happy to announce the beginning of its virtual meeting platform using WebEx technology. This technology will help ICID to organize online meetings in real time over the web using enhanced, high- quality video. It is even more like face-to-face meeting. The initial trial meetings were conducted during the time of the 1st World Irrigation Forum (WIF-1) with the Organizing Committee members to resolve some of the important issues. After the WIF-1, ICID has conducted two online meetings with the Organizing Committee of the 22nd International Congress on Irrigation and Drainage to speed-up the activities. The third virtual meeting of the Management Board (MB) was conducted on 12 December 2013 from 13:30-15:30 hours. All members of the MB joined the meeting from their respective time zones and countries in the virtual meeting and the meeting was conducted very smoothly. The MB endorsed the newly introduced technology for future virtual meetings of MB.
