The Global Job Index for Q1 traditionally sees a bounce back as hiring restarts after the holiday season slowdown in Q4. Not surprisingly,
Q1 2015 bucks the trend.
A return to higher oil prices is nowhere to be seen and the industry is starting to adjust to the new lower price regime. The Job Index for March 2015 is
0.95, a fall of 28% from December 2014 and a 42% fall year-on-year. The effect of the downturn is now being fully realized, as operating and service
companies across all oil and gas regions implement strategies and cost measures to ensure they continue to remain profitable. Should an
international agreement be reached with Iran to restart exports, we expect oil prices to remain on a downwards trend and potentially further weaken
the job market.
That said, there are still pockets of reasonably strong activity: Asia and the Middle East both show an increase in hiring activity compared to the fourth
quarter of 2014, albeit below Q1 2014.

SLIGHT DECLINE IN THE JANUARY JOB INDEX, BUT HOLDS STEADY OVER FEBRUARY AND MARCH
The full effect of the oil price decline is starting to take hold in North America. Projects with unfavorable economics are being cut or delayed. On the
positive side, LNG projects on the Gulf Coast are still hiring the talent required to drive towards operational status, masking what would have been an
even steeper decline in the Job Index.

SOUTH AMERICA SEES STEEPER THAN EXPECTED DECLINE IN THE JOB INDEX
South America has seen a steeper than expected decline. OPEC’s decision not to cut production has hit parts of the region hard, especially
Venezuela. This coupled with the continuing fall-out of investigations into Petrobras have hindered the region’s job market growth. However,
the continuing energy reforms in Mexico and the announcement of Round One tendering scheduled later this year should have a positive effect
on hiring intentions for the region in Q3 2015.

In Africa, the Ebola outbreak and visa restrictions are holding back job market growth. The rising cost of production on the one hand and the
decline in oil prices on the other are causing employers to put a hold on hiring activity . The Job Index here has dropped to below Q1 2011.
Africa is expected to represent 15% of global offshore capital expenditure during 2015, up 10% from 2014 levels. As health fears subside we
would expect to see the Job Index bounce back throughout 2015, although it’s unlikely to reach the peaks of previous years this year.

STEADY INCREASE IN JOB INDEX THROUGHOUT FIRST QUARTER
Although lower than the closing index of 2014, Asia’s first quarter has been stronger than other regions. The expertise and proven track record
in the design and construction of offshore production facilities is potentially the reason the region has seen growth. Companies with projects in
construction have already committed the finances required. Therefore, we expect there will be a time lag before any potential changes to hiring
plans are realized.
