So what is driving the move toward asset management?
Our transportation systems are mature ones with many roads and bridges built 30 to 40 years ago. Consequently, we are facing a period of re-investing in existing facilities rather than building new ones. This has been reflected in federal funding where they are moving from strictly capital funding to more flexible funding for preventive maintenance.
Because of the reports I mentioned earlier, the general public expects us to spend their money wisely and efficiently. And they are demanding greater accountability.
We have seen a new breed of leaders coming into transportation. Rather than coming from the engineering field, many of today’s leaders are coming from the political arena or business community. And they are bringing with them a sensitivity to constituents and management concepts and principles that worked in business.
Fourth, there have been vast improvements in computers and technology that make it possible to do things today that we could never do before.
Finally, there is the well-recognized relationship between an efficient, productive transportation system and economic growth.
