CONSULTATIONS
International Quality Consultation for the MoH hospitals in Ramallah and Nablus,
Palestine, through IntraHealth International, Inc. USA. A USAID project designed in close
collaboration with the Palestinian Ministry of Health (MoH). The Project’s main objective is to
support the MoH, select non-governmental organizations, and select educational and professional
institutions in strengthening their institutional capacities and performance to support a functional,
democratic Palestinian health sector able to meet its priority public health needs. The project works
to achieve this goal through three components: (1) supporting health sector reform and
4. management, (2) strengthening clinical and community-based health, and (3) supporting
procurement of health and humanitarian assistance commodities.
Strengthening and defining quality of care has been identified by the MoH, during its self
assessment in 2008, as an important element of reform. To assure the clinical quality of health
services, health systems must define, communicate, and monitor national evidence-based
standards, which represent an ideal of how clinical care should be implemented and reviewed. In
addition, ongoing comprehensive work on other cross cutting domains of healthcare that feed into
quality assurance and improvement, such as the Health Information System and Infection Control
and Prevention is essential to the successful implementation of quality assurance and quality
improvement measures.
As an essential step towards integrating and systemizing quality improvement areas at the
managerial and service provision levels, the Flagship Project Quality Assurance Specialist has
been coordinating with the MoH to develop an overall strategy for and establishment of a quality
assurance approach and systems at both the primary and secondary health care levels. Initial
drafts, based on QA/QI situation analyses, have been developed by Flagship long-term staff for
QAQI for interventions related to capacity building, implementation and monitoring; these have
been developed in cooperation with both the MoH quality planning central department and PHC
and SHC general directors.
