PROJECT CONSTRUCTION MANAGER
I have has over 37 years of experience in the construction industry serving as a
general foreman, general contractor, superintendent, building inspector, project
engineer, civil inspector/supervisor, construction manager and/or project
manager.
My supervisory and construction administration experience includes the
preparation and administration of project budgets, approval of expenditures and
pay applications, development and implementation of policies and procedures
and verified project compliance with various government regulations. I also
have expertise in construction quality control, material and labor review, traffic
control, safety and coordination of working with multiple subcontractors.
I have a varied field of work from vertical structures, hospitals, training centers
for the disabled, pump houses and commercial buildings, to horizontal work,
signals, new arterial roadways,freeways, box culverts, bridges, barrier, parks.
Facilities such as reservoir tank systems and piping. I fully amerce myself in
my projects and I ensures my clients receive their project within budget, with
quality work and full confidence that they have received a quality project.
Flamingo Corridor Improvement Project (Construction Manager at Risk):
Construction Supervising Inspector Assisted with Transportation Investment
Generating Economic Recovery (TIGER) 6 grant applications and the
Categorical Exclusion (CE) determination from the FTA. Managed the design,
Construction Manager at Risk (CMAR) procurement and perform construction
management on a14 mile roadway corridor from west to east and connects
areas of extensive existing and planned commercial and residential
development directly to the center of activity in the Resort Corridor and the
campus of the University of Nevada, Las Vegas (UNLV). The project is partially
funded with federal funds from the Transportation Investment Generating
Economic Recovery (TIGER) program. Construction activities include milling,
overlaying and restriping of Flamingo Road as necessary to provide dedicated
curbside transit/bike lanes; upgrades of traffic signal equipment and ITS
facilities; construction of over 100 passenger shelters platforms; construction of
channelized medians to restrict minor left turns from driveways and un-
signalized intersections; installation of improved pedestrian crosswalks;
improved medians with decorative rock and metal landscape sculptures; and
utility adjustments/relocations as needed.
Mobility Training Center (CMAR)
Construction Supervising Inspector Assisted with the design management,
Construction Management at Risk (CMAR) bid packaging, permitting, construction, and
start-up of the Mobility Training Center. The 14,700-square-foot building offers two
working buses situated on a simulated streetscape that includes a transit
shelter, paved roads, sidewalks, different types of surfaces such as pavers and
grass, ADA-compliant ramps and murals of Clark County. RTC provides free
public mobility training both to groups and one-on-one; the new facility houses
training classrooms along with an assessment center and the headquarters for
the RTC’s ADA paratransit certification program, including an outdoor dog run
for service animals. This state-of-the-art facility is the only one of its kind in the
West because it’s a unique blend of mobility training, paratransit certification
and blindness skills training. “The Mobility Training Center is instrumental
because it gives mobility and accessibility options to the young, senior citizens
and persons with disabilities. A unique component of the MTC is Blindconnect’s
Angela’s House, the only blindness skills training facility in Nevada. The 1,200-
square-foot apartment is a fully equipped working home so the skills taught can
be transferred to any home setting. The vision of Angela’s House was to create

and establish a person-centered training facility for the blind and visually impaired to prepare individuals and
families to live independently with access to services, education and recreation. Managed the project budgets,
safety, and quality control, while continually reporting job information to the RTC.
SR 202 Red Mountain Freeway, SR101 to US60 TI – ADOT (DB)
Construction Supervisor. Jacobs as GEC on this $110 million design-build project included 25 lane miles of HOV
lanes delivered in a twelve months. Scope of work includes 12 lane miles of general purpose lanes, extending 4 existing
bridges, new sound & combination walls, new barrier and new ramp configurations. My role was to oversee all structures
with 8 inspectors on Segment 1 which has the majority of work with structures. The bridges: 1 poured in place Box
Girder, 1 pre-manufactured Box Girder, 2 conventional “I” type girder bridges, coordinated with local Utilities City of Mesa
and SRP to build some of the sound and combination walls as well as backfill, 10 miles of new barrier. I handled every
aspect of the day to day inspections of all of the work mentioned herein.
Town of Gilbert, Vaughn Avenue Parking Structure, Gilbert, AZ (CMAR)
Project Construction Manager. The Project is generally described as follows: $8,000,000.00 project in which we
provided PM/CM support for the design and construction of a four‐story post tension concrete and steel parking
structure located near Vaughn Avenue and Ash Street in the Heritage District of downtown Gilbert, AZ. This design
was within the ROW of SRP canal and high voltage power transmission lines which needed to be coordinated before
construction started. The 134,000 SF garage is planned to have 360 parking spaces and includes a restroom facility,
full security system, elevator, full sprinkler system, and charging stations for hybrid vehicles. The project scope also
includes surrounding landscaping, surface parking, and roadway improvements for circulation and access.
Town of Gilbert, Water Tank Reservoir #3 CA Services, Gilbert, AZ (DBB)
Project Construction Manager The Project is generally described as follows: $3,000,000.00 construction
of a new 1-MG steel tank reservoir at Gilbert’s Reservoir No. 3 site, Parcel Number 304-23-020P. The initial
assessment is for replacement of the tank with a new above ground steel tank. In additional, the discharge
manifold will be replaced at this site, including valves, pressure gauge and flow meter. The project also add
a chlorinator, and Variable Frequency Drives or Soft Starts, replace Programmable Logic Controller with
Allen Bradley, replace surge tank with surge anticipation valve, and replace chain link perimeter fence with
a block wall. The existing steel tank was demolished during design. Worked closely during construction with
SRP canal and electrical personnel for re-energizing the well pump system owned and maintained by SRP
for filling Town of Gilbert's tank and tank overflow into the canal.
Town of Gilbert, CDBG Pedestrian Improvements CA Services, Gilbert, AZ (DBB)
Project Construction Manager The Town of Gilbert has received a Community Development Block Grant (CDBG)
for pedestrian improvements for an area within the downtown Heritage District. It is federally funded project, funded
through Community Development Block Grant (CDBG) which includes various federal requirements including but not
limited to payroll wages reporting. Construction work, in general, consists of the removal of existing sidewalks and
installation of new ten foot wide sidewalks at certain areas, removal, replacement and retrofitting driveways and
corner ramps to meet ADA requirements. In addition the scope will include new site furnishings such as: trash
receptacles, bike racks, and landscaping component such as new trees and tree grates. Other improvements will
include relocation of existing traffic signal pole and installation of new rapid flashing beacons to enhance existing
crosswalks at two locations. Way finding signs component may be added as the additional scope. Project scope may
include other incidental work. The project area extends from Elliot Road north to Vaughn Avenue along Gilbert Road.
CDBG improvements will occur within Town of Gilbert’s existing right of way.
Kaiser-Permanente Moanalua Medical Center Ancillary Remodel Phase 1 (DBB)
Construction Manager. The $140 million Mauka Tower renovation I was part of the Jacobs’s management team in
Oahu to assist in expediting work on hospital remodel that was behind schedule. Monitored all general contractors’
daily schedules as well as long term critical path schedule issues. Daily interaction with Kaiser General Contractor to
help expedite and coordinate daily work with GC staff and sub contractors, also coordinating work with hospital staff.
Assisted in coordinating punch list work and working with different crews from GC to subs to get work accomplished.
The Mauka Tower project encompasses approximately 160,000 square feet and added 42 patient beds, including 18
new private rooms, in the Neonatal Intensive Care Unit. These are built to accommodate large families, all new state-
of-the-art diagnostic imaging equipment, and multiple safety equipment additions and upgrades. A key design feature
is private patient rooms and special family spaces that allow loved ones to remain close by, contributing to patients’

recovery and overall health. The renovation carries over design elements used in the first phase of the Moanalua
Medical Center renovation, which are also conducive to a patient’s recovery, including warmer furnishings and
artwork, soft colors and use of natural light wherever possible. The project also uses green technology to lessen
environmental impacts through recycling.
Airport Way finding Project, GMP/Phase I & II, Phoenix, AZ – Phoenix Sky Harbor International Airport
(PSHIA) (CMAR)
Construction Administrator/Manager. Scope includes writing specifications; preparing and administering project
budgets; approval of expenditures and pay applications; reviewing and responding to all project Requests for Information
(RFIs) and submittals to ensure they meet project plans and specifications; coordinating with Jacobs inspector for
special inspections required by the City of Phoenix; attending owner’s construction weekly meetings to include all
Signage Work group meetings for upcoming phases; updating the master plan; resolving field and design issues with the
owner, contractor and engineers; and final as-builts for the entire project.
SR 101L Aqua Fria Freeway, Beardsley and Union Hills TI – ADOT (DB)
Construction Lead Inspector. This $92 million design-build project included 60 miles of HOV lanes delivered in a nine
months. Scope included traffic control involving multiple jurisdictions and 25 different on and off ramps corridor-wide.
Provided four lanes of new roadway marking, layout quantities and final product, opening HOV lane sections as striping
and markings were done in phases, ensuring all final signing was in place and correct before opening to public on quick
turnaround from weekend closures.
Beardsley Connection/Union Hills TI, SR 101L Aqua Fria Freeway, Peoria, AZ – ADOT (DBB)
Construction Lead Inspector. Project includes Beardsley Road connector to SR 101L and bridge improvements on
Union Hills bridge extensions. Features include a new “Texas U-Turn” bridge for Beardsley Road Connector, PCCP,
barrier, sound and retaining walls, approaches, new signals at two on and off ramp locations, fiber, electrical, AC, AC-
ARFC, landscaping, traffic control and SWPPP. Provided traffic control and a SWPPP; a new bridge was built over a
wash which required a 404 permit. The project was supported with federal funds and included extensive coordination
with the Cities of Peoria and Glendale for traffic control for full freeway closures and multiple restrictions on heavily
traveled arterial and freeway roads. The schedule accommodated for freeway work around various events held in
Glendale for the stadiums and arenas close to the SR 101L.
US 60, Grand Avenue and Dysart Intersection Improvements, Surprise, AZ (DBB)
Construction Manager. Scope included removal and replacement of existing asphaltic concrete pavement, widening of
existing Dysart Road into and through the US 60, modifications of traffic signals, street lights, conduit and pull boxes,
adjustment of valves and manholes, striping, signing, drainage improvements and traffic control. BNSF railroad
coordination for work in the project construction zone was a priority. Also coordinated with stakeholders including ADOT,
APS, Qwest, Cox, BNSF and the City of Surprise. This $1 million, fast-track project had to be completed within 120
calendar days.
SR 160 Kayenta-Dennehotso, Kayenta, AZ – ADOT (DBB)
Construction Lead Inspector for mill and overlay projects in Kayenta. Tracked quantities provided daily field reports
and ensured all field operations had inspection coverage. Features included milling, AC, ACFC, culvert extensions,
bridge approaches, guardrail, striping, traffic count meters striping and signage.
Bell Road Rehabilitation Program, Surprise, AZ – City of Surprise (DBB)
Construction Manager. Jacobs provided program and construction management services for the City’s $25 million
“Build a Better Bell Road” Program. Scope included programming, budgeting, developing project requests for
proposals/bids, managing design consultants and construction management, administration and inspection services.
Specific projects include Freedom Bridge Joint Replacement; Bell Road Pavement Rehabilitation, Grand Avenue to
115th Avenue; Westbound Right-turn Lane, Bell Road at Grand Avenue; Bell Road Pavement Rehabilitation, Grand
Avenue to Beardsley Canal; Bell Road Improvements (Phase 1) Grand Avenue to Loop 303; (Phase 2) West Bound-
Loop 303 to Park Place; (Phase 3) East Bound-Parkview Place to Grand Avenue and Litchfield/Reems Intersections.
Project also included pavement rehabilitation, roadway widening, right- and left-turn lanes, high volume traffic control,
MWD (Maricopa Water District) underground RCP, AAW (Arizona American Water) 24” and 16” water lines, ITS conduit,
signal rehabilitation, APS conduit placement and relocation, duct banks and vaults.
Reems Road (Phases I, II and III), Waddell to Cactus, Surprise, AZ – City of Surprise (DBB)
Construction Manager. Project included two miles of pavement rehabilitation; roadway widening; right-and left-turn
lanes; medians, curb, gutter and sidewalk; APS conduit place and relocation; Qwest conduit; AAW (Arizona American

Water) 24” and 16” water lines; sewer piping and manholes; ITS conduit; MCFD channel improvements; six barrel box
culverts; and three new signalized intersections.
Westbound Right-turn Lane, Bell Road at Grand Avenue, Surprise, AZ – City of Surprise (DBB)
Project/Construction Manager. Provided construction management services for this $300,000 project which included
adding a westbound right-turn lane on Bell Road at Grand Avenue. This project required extensive involvement with
BNSF Railroad, as the railroad crossing in the area was reconstructed as part of this project. Also coordinated with
ADOT; the project was constructed under an Encroachment Permit from ADOT.
Bell Road Pavement Rehabilitation, Grand Avenue to 115th Avenue, Surprise, AZ – City of Surprise (DBB)
Construction Manager. Provided construction management services for this $350,000 project that included rut filling
and micro sealing of the existing pavement surface.
Beardsley Road Rehabilitation, 111th Avenue to Lake Pleasant Road, Peoria, AZ – City of Peoria (DBB)
Project Supervisor. Scope included construction management and inspection services for the reconstruction of a major
access road, solar-powered traffic counting station, traffic signals, traffic signal interconnect system, miscellaneous
removals, drainage improvements, channel erosion protection measures, dry and wet utilities, cement-treated base and
AC pavement with rubberized asphalt finish course.
Entrance Road and Parking Lot Improvements, Scottsdale, AZ – Scottsdale Airpark (DBB)
Construction Manager. Provided construction management services for the improvements and redesign of the
roadway entrance to the Scottsdale Airpark and parking lots. Scopes included new roadway design, APS layout for
power distribution to terminal and surround buildings, cement treated base due to soils issues, lighted car canopies,
street lighting, new signage, stripping and landscaping.
Runway and Taxiway, Scottsdale, AZ – Scottsdale Airpark (DBB)
Construction Manager. Provided construction management services for the slurry seal placement of the Airpark’s
runway and taxiways including layout of stripping and coordination with air traffic controllers and airport staff.
Reservoir, Pump Station and Arsenic Compliance Project, Carefree, AZ – Carefree Water District (DBB)
Construction Manager for the inspection services for the installation of approximately 2,500 linear feet of six-inch
diameter pipe connecting a new reservoir to Carefree existing well. An additional 10- and 12-inch waterline along Pima
Road (5,800 linear feet) and a million gallon DYK deigned storage reservoir underground and pump station were also
provided.
Higley Road Improvements, Ocotillo Road to Queen Creek Road, Gilbert, AZ – Town of Gilbert (DBB)
Construction Manager. Provided PM/CM services for the reconstruction of a two-lane paved roadway with dirt
shoulders into a six-lane major arterial with raised median, a slab bridge at Sonoqui Wash, curb and gutter, meandering
sidewalks, landscaping and lighting. Additional improvements included subgrade preparation, grading, roadway paving,
catch basins, manholes, storm drainage, grading for detention/ retention basins, signing and striping and traffic control.
Santan Basin Parks (Discovery Park and Cosmo Park) PM/CM Services, Gilbert, AZ – Town of Gilbert (CMAR)
Construction Manager. Provided inspection services of two detention basin parks near Ray Road and the Santan
Freeway. The purpose of the parks was to provide a detention facility as part of the Santan Freeway Storm Drainage
System. The Town approached these projects as a means to provide Gilbert residents with multi-use parks in their
newly-developing areas while maintaining it as a flood control facility. Design and construction components included a
landscape master plan, sport fields (including lighting), dog park (Cosmo Park), lakes, ADA-accessible (hard surface)
trails, park lighting, parking lots and lighting, curb and gutter, sidewalk and traffic circulation and control layout. Utility
construction included water for irrigation, water/sewer lines for rest rooms and concession buildings and a fire line
system. These award-winning parks were recognized by the ACEC Excellence Awards.
Pecos Road PM/CM Services, Gilbert, AZ – Town of Gilbert (CMAR)
Construction Manager. Provided construction management services for the reconstruction of three miles of arterial
roadway in Gilbert. The scope of work included roadway reconstruction to a seven-lane major arterial section and a new
alignment of Pecos Road between Eastern Canal and Greenfield Road. Significant utility coordination, with relocation of
overhead 12kV and 69Kv lines, installation of water and sewer lines and relocation of RWCD irrigation facilities were
also performed. This is the first CMAR for Gilbert. Our firm assisted the Town with the development of the scope of work
for both the designer and contractor.

Ray Road, Val Vista to Greenfield Road, Gilbert, AZ – Town of Gilbert (DBB)
Construction Manager. Provided construction management services for this $20 million roadway widening project. The
work required extensive coordination with MCDOT, ADOT, RWCD, adjacent landowners and developments. The
roadway section consisted of asphaltic concrete pavement, sidewalks, curb and gutter, raised median, intersection
pavers and landscaping. The project involved considerable dry and wet utility relocations and the relocation of a RWCD
irrigation lateral and private irrigation system. A bridge over the Eastern Canal, box culverts for the RWCD lateral and a
storm drain with a detention basin and two dry wells were constructed. The project impacted access to a County island
on the north side, and the Town requested that design revisions be constructed to improve this access and safety to the
properties.
Estrella Falls Shopping Center, Goodyear, AZ – Westcor (DBB)
Project Manager for the civil off-site construction components of this new retail shopping facility on McDowell Road
between Bullard Avenue and Pebble Creek Parkway. Provided construction management and inspection of the water
and sewer installation and on-site work.
Community Park, Goodyear, AZ – City of Goodyear (DBB)
Project Supervisor for the development of a new park located on Litchfield Road. Services included administration,
inspection, quality control, surveying and closeout. The park included four lighted baseball fields, restroom/concession
building, ramadas, and playgrounds, parking areas, utility (water/sewer) relocations, landscape and irrigation.
Casino of the Sun, Tucson, AZ – Pascua Yaqui Tribe (DBB)
Chief Inspector for civil improvements, including water, sewer, storm drain, roadway improvements, telecommunication
installation, street signals, lighting and landscaping on a $40 million casino. (Work performed prior to joining Jacobs.)
US 60 Superstition Design-Build – I-10 to Val Vista, Tempe and Mesa, AZ – ADOT (Granite/Sundt JV) (DB)
Project Quality Assurance Coordinator and Lead Field Inspector for the largest highway design-build contract ever
awarded by ADOT to improve 13 miles of the Superstition Highway. Cost of project was $184.2 million and with a
construction time period of June 2001 to summer of 2003. Responsible for coordinating field inspections, document
control of all documents for QA staff and field inspections. Inspections included masonry sound walls, retaining walls,
MSE walls, soil nails, pedestrian bridge spanning the highway at College Avenue in Tempe, fly-over bridge construction
for HOV lanes and new PCCP surfaces along with AR-ACFC (rubberized asphalt) overlay surface. (Work performed
prior to joining Jacobs.)
51st Avenue Bridge Design-Build, Maricopa County, AZ – Maricopa County Department of Transportation
(MCDOT) (DB 1st
design build in Maricopa county)
Project Engineer for a $12.5 million bridge (1,530-foot-long, 65-foot-wide concrete girder bridge) that spans over the
Salt River. The project included 36 (8 feet wide x 110 feet deep) caissons augured, slurred, rebar-caged and concrete-
filled; and 13 spans of 123-foot-long, single post tension concrete girders on top of a set of three columns with a pier
cap. Provided construction quality control, scheduling material testing, site safety inspections, coordinating and
scheduling subcontractors, maintaining unit and job cost controls, surveying grading and elevations, controlling prints
and documents, administering time, material and labor take-offs and participation in weekly project meetings. (Work
performed prior to joining Jacobs.)
SR 509, New Highway Construction, Tacoma, WA (DBB)
Superintendent. Served as superintendent for construction of two miles of new freeway and a 900-foot-long cabled
stayed bridge, the two towers of bridge stand 213 feet tall. Construction was complicated by the fact that project sits on a
Superfund Hazardous Waste site and involved coordination of several agencies, including the EPA, the Department of
Ecology, Fisheries and Wildlife, the Coast Guard and the City of Tacoma. Three quarters of a million dollars was spent
on cleanup of hazardous waste, with no citations from any of the above agencies. This was accomplished through
careful handling and testing of all excavated materials. Was responsible for field activities on portions of bridge and
highway. (Work performed prior to joining Jacobs.)
Administration and Musical Building, Bangor, WA – Naval Submarine Base (DBB)
Superintendent for the $12 million administration and musical building. Facility was three stories. Administration
building was approximately 50,000 square feet and musical building was approximately 12,000 square feet with an
arched bridge of steel and concrete attaching the two over a stream. Overall construction was concrete gang-form
covering steel I-beams. Responsible for all field operations, RFIs, time and materials, managing subcontractors and
coordinating with military inspectors. (Work performed prior to joining Jacobs.)

Greg Armey Project - Construction Manager & Inspections Page 1 of 5 PROJECT CONSTRUCTION MANAGER I have has over 37 years of experience in the construction industry serving as a general foreman, general contractor, superintendent, building inspector, project engineer, civil inspector/supervisor, construction manager and/or project manager. My supervisory and construction administration experience includes the preparation and administration of project budgets, approval of expenditures and pay applications, development and implementation of policies and procedures and verified project compliance with various government regulations. I also have expertise in construction quality control, material and labor review, traffic control, safety and coordination of working with multiple subcontractors. I have a varied field of work from vertical structures, hospitals, training centers for the disabled, pump houses and commercial buildings, to horizontal work, signals, new arterial roadways,freeways, box culverts, bridges, barrier, parks. Facilities such as reservoir tank systems and piping. I fully amerce myself in my projects and I ensures my clients receive their project within budget, with quality work and full confidence that they have received a quality project. Flamingo Corridor Improvement Project (Construction Manager at Risk): Construction Supervising Inspector Assisted with Transportation Investment Generating Economic Recovery (TIGER) 6 grant applications and the Categorical Exclusion (CE) determination from the FTA. Managed the design, Construction Manager at Risk (CMAR) procurement and perform construction management on a14 mile roadway corridor from west to east and connects areas of extensive existing and planned commercial and residential development directly to the center of activity in the Resort Corridor and the campus of the University of Nevada, Las Vegas (UNLV). The project is partially funded with federal funds from the Transportation Investment Generating Economic Recovery (TIGER) program. Construction activities include milling, overlaying and restriping of Flamingo Road as necessary to provide dedicated curbside transit/bike lanes; upgrades of traffic signal equipment and ITS facilities; construction of over 100 passenger shelters platforms; construction of channelized medians to restrict minor left turns from driveways and un- signalized intersections; installation of improved pedestrian crosswalks; improved medians with decorative rock and metal landscape sculptures; and utility adjustments/relocations as needed. Mobility Training Center (CMAR) Construction Supervising Inspector Assisted with the design management, Construction Management at Risk (CMAR) bid packaging, permitting, construction, and start-up of the Mobility Training Center. The 14,700-square-foot building offers two working buses situated on a simulated streetscape that includes a transit shelter, paved roads, sidewalks, different types of surfaces such as pavers and grass, ADA-compliant ramps and murals of Clark County. RTC provides free public mobility training both to groups and one-on-one; the new facility houses training classrooms along with an assessment center and the headquarters for the RTC’s ADA paratransit certification program, including an outdoor dog run for service animals. This state-of-the-art facility is the only one of its kind in the West because it’s a unique blend of mobility training, paratransit certification and blindness skills training. “The Mobility Training Center is instrumental because it gives mobility and accessibility options to the young, senior citizens and persons with disabilities. A unique component of the MTC is Blindconnect’s Angela’s House, the only blindness skills training facility in Nevada. The 1,200- square-foot apartment is a fully equipped working home so the skills taught can be transferred to any home setting. Managed the project budgets, safety, and quality control, while continually reporting job information to the RTC. SR 202 Red Mountain Freeway, SR101 to US60 TI – ADOT (DB) Construction Supervisor. Jacobs as GEC on this $110 million design-build project included 25 lane miles of HOV lanes delivered in a twelve months. Scope of work includes 12 lane miles of general purpose lanes, extending 4 existing bridges, new sound & combination walls, new barrier and new ramp configurations. My role was to oversee all structures with 8 inspectors on Segment 1 which has the majority of work with structures. The bridges: 1 poured in place Box Girder, 1 pre-manufactured Box Girder, 2 conventional “I” type girder bridges, coordinated with local Utilities City of Mesa and SRP to build some of the sound and combination walls as well as backfill, 10 miles of new barrier. I handled every aspect of the day to day inspections of all of the work mentioned herein. Town of Gilbert, Vaughn Avenue Parking Structure, Gilbert, AZ (CMAR) Project Construction Manager. The Project is generally described as follows: $8,000,000.00 project in which we provided PM/CM support for the design and construction of a four‐story post tension concrete and steel parking structure located near Vaughn Avenue and Ash Street in the Heritage District of downtown Gilbert, AZ. This design was within the ROW of SRP canal and high voltage power transmission lines which needed to be coordinated before construction started. The 134,000 SF garage is planned to have 360 parking spaces and includes a restroom facility, full security system, elevator, full sprinkler system, and charging stations for hybrid vehicles. The project scope also includes surrounding landscaping, surface parking, and roadway improvements for circulation and access. Town of Gilbert, Water Tank Reservoir #3 CA Services, Gilbert, AZ (DBB) Project Construction Manager The Project is generally described as follows: $3,000,000.00 construction of a new 1-MG steel tank reservoir at Gilbert’s Reservoir No. 3 site, Parcel Number 304-23-020P. The initial assessment is for replacement of the tank with a new above ground steel tank. In additional, the discharge manifold will be replaced at this site, including valves, pressure gauge and flow meter. The project also add a chlorinator, and Variable Frequency Drives or Soft Starts, replace Programmable Logic Controller with Allen Bradley, replace surge tank with surge anticipation valve, and replace chain link perimeter fence with a block wall. The existing steel tank was demolished during design. Worked closely during construction with SRP canal and electrical personnel for re-energizing the well pump system owned and maintained by SRP for filling Town of Gilbert's tank and tank overflow into the canal. Town of Gilbert, CDBG Pedestrian Improvements CA Services, Gilbert, AZ (DBB) Project Construction Manager The Town of Gilbert has received a Community Development Block Grant (CDBG) for pedestrian improvements for an area within the downtown Heritage District. It is federally funded project, funded through Community Development Block Grant (CDBG) which includes various federal requirements including but not limited to payroll wages reporting. Construction work, in general, consists of the removal of existing sidewalks and installation of new ten foot wide sidewalks at certain areas, removal, replacement and retrofitting driveways and corner ramps to meet ADA requirements. In addition the scope will include new site furnishings such as: trash receptacles, bike racks, and landscaping component such as new trees and tree grates. Other improvements will include relocation of existing traffic signal pole and installation of new rapid flashing beacons to enhance existing crosswalks at two locations. Way finding signs component may be added as the additional scope. Project scope may include other incidental work. The project area extends from Elliot Road north to Vaughn Avenue along Gilbert Road. CDBG improvements will occur within Town of Gilbert’s existing right of way. Kaiser-Permanente Moanalua Medical Center Ancillary Remodel Phase 1 (DBB) Construction Manager. The $140 million Mauka Tower renovation I was part of the Jacobs’s management team in Oahu to assist in expediting work on hospital remodel that was behind schedule. Monitored all general contractors’ daily schedules as well as long term critical path schedule issues. Daily interaction with Kaiser General Contractor to help expedite and coordinate daily work with GC staff and sub contractors, also coordinating work with hospital staff. Assisted in coordinating punch list work and working with different crews from GC to subs to get work accomplished. The Mauka Tower project encompasses approximately 160,000 square feet and added 42 patient beds, including 18 new private rooms, in the Neonatal Intensive Care Unit. These are built to accommodate large families, all new state- of-the-art diagnostic imaging equipment, and multiple safety equipment additions and upgrades. A key design feature is private patient rooms and special family spaces that allow loved ones to remain close by, contributing to patients’

The renovation carries over design elements used in the first phase of the Moanalua Medical Center renovation, which are also conducive to a patient’s recovery, including warmer furnishings and artwork, soft colors and use of natural light wherever possible. The project also uses green technology to lessen environmental impacts through recycling. Airport Way finding Project, GMP/Phase I & II, Phoenix, AZ – Phoenix Sky Harbor International Airport (PSHIA) (CMAR) Construction Administrator/Manager. Scope includes writing specifications; preparing and administering project budgets; approval of expenditures and pay applications; reviewing and responding to all project Requests for Information (RFIs) and submittals to ensure they meet project plans and specifications; coordinating with Jacobs inspector for special inspections required by the City of Phoenix; attending owner’s construction weekly meetings to include all Signage Work group meetings for upcoming phases; updating the master plan; resolving field and design issues with the owner, contractor and engineers; and final as-builts for the entire project. SR 101L Aqua Fria Freeway, Beardsley and Union Hills TI – ADOT (DB) Construction Lead Inspector. This $92 million design-build project included 60 miles of HOV lanes delivered in a nine months. Scope included traffic control involving multiple jurisdictions and 25 different on and off ramps corridor-wide. Provided four lanes of new roadway marking, layout quantities and final product, opening HOV lane sections as striping and markings were done in phases, ensuring all final signing was in place and correct before opening to public on quick turnaround from weekend closures. Beardsley Connection/Union Hills TI, SR 101L Aqua Fria Freeway, Peoria, AZ – ADOT (DBB) Construction Lead Inspector. Project includes Beardsley Road connector to SR 101L and bridge improvements on Union Hills bridge extensions. Features include a new “Texas U-Turn” bridge for Beardsley Road Connector, PCCP, barrier, sound and retaining walls, approaches, new signals at two on and off ramp locations, fiber, electrical, AC, AC- ARFC, landscaping, traffic control and SWPPP. Provided traffic control and a SWPPP; a new bridge was built over a wash which required a 404 permit. The project was supported with federal funds and included extensive coordination with the Cities of Peoria and Glendale for traffic control for full freeway closures and multiple restrictions on heavily traveled arterial and freeway roads. The schedule accommodated for freeway work around various events held in Glendale for the stadiums and arenas close to the SR 101L. US 60, Grand Avenue and Dysart Intersection Improvements, Surprise, AZ (DBB) Construction Manager. Scope included removal and replacement of existing asphaltic concrete pavement, widening of existing Dysart Road into and through the US 60, modifications of traffic signals, street lights, conduit and pull boxes, adjustment of valves and manholes, striping, signing, drainage improvements and traffic control. BNSF railroad coordination for work in the project construction zone was a priority. Also coordinated with stakeholders including ADOT, APS, Qwest, Cox, BNSF and the City of Surprise. This $1 million, fast-track project had to be completed within 120 calendar days. SR 160 Kayenta-Dennehotso, Kayenta, AZ – ADOT (DBB) Construction Lead Inspector for mill and overlay projects in Kayenta. Tracked quantities provided daily field reports and ensured all field operations had inspection coverage. Features included milling, AC, ACFC, culvert extensions, bridge approaches, guardrail, striping, traffic count meters striping and signage. Bell Road Rehabilitation Program, Surprise, AZ – City of Surprise (DBB) Construction Manager. Jacobs provided program and construction management services for the City’s $25 million “Build a Better Bell Road” Program. Scope included programming, budgeting, developing project requests for proposals/bids, managing design consultants and construction management, administration and inspection services. Specific projects include Freedom Bridge Joint Replacement; Bell Road Pavement Rehabilitation, Grand Avenue to 115th Avenue; Westbound Right-turn Lane, Bell Road at Grand Avenue; Bell Road Pavement Rehabilitation, Grand Avenue to Beardsley Canal; Bell Road Improvements (Phase 1) Grand Avenue to Loop 303; (Phase 2) West Bound- Loop 303 to Park Place; (Phase 3) East Bound-Parkview Place to Grand Avenue and Litchfield/Reems Intersections. Project also included pavement rehabilitation, roadway widening, right- and left-turn lanes, high volume traffic control, MWD (Maricopa Water District) underground RCP, AAW (Arizona American Water) 24” and 16” water lines, ITS conduit, signal rehabilitation, APS conduit placement and relocation, duct banks and vaults. Reems Road (Phases I, II and III), Waddell to Cactus, Surprise, AZ – City of Surprise (DBB) Construction Manager. Project included two miles of pavement rehabilitation; roadway widening; right-and left-turn lanes; medians, curb, gutter and sidewalk; APS conduit place and relocation; Qwest conduit; AAW (Arizona American

Westbound Right-turn Lane, Bell Road at Grand Avenue, Surprise, AZ – City of Surprise (DBB) Project/Construction Manager. Provided construction management services for this $300,000 project which included adding a westbound right-turn lane on Bell Road at Grand Avenue. This project required extensive involvement with BNSF Railroad, as the railroad crossing in the area was reconstructed as part of this project. Also coordinated with ADOT; the project was constructed under an Encroachment Permit from ADOT. Bell Road Pavement Rehabilitation, Grand Avenue to 115th Avenue, Surprise, AZ – City of Surprise (DBB) Construction Manager. Provided construction management services for this $350,000 project that included rut filling and micro sealing of the existing pavement surface. Beardsley Road Rehabilitation, 111th Avenue to Lake Pleasant Road, Peoria, AZ – City of Peoria (DBB) Project Supervisor. Scope included construction management and inspection services for the reconstruction of a major access road, solar-powered traffic counting station, traffic signals, traffic signal interconnect system, miscellaneous removals, drainage improvements, channel erosion protection measures, dry and wet utilities, cement-treated base and AC pavement with rubberized asphalt finish course. Entrance Road and Parking Lot Improvements, Scottsdale, AZ – Scottsdale Airpark (DBB) Construction Manager. Provided construction management services for the improvements and redesign of the roadway entrance to the Scottsdale Airpark and parking lots. Scopes included new roadway design, APS layout for power distribution to terminal and surround buildings, cement treated base due to soils issues, lighted car canopies, street lighting, new signage, stripping and landscaping. Runway and Taxiway, Scottsdale, AZ – Scottsdale Airpark (DBB) Construction Manager. Provided construction management services for the slurry seal placement of the Airpark’s runway and taxiways including layout of stripping and coordination with air traffic controllers and airport staff. Reservoir, Pump Station and Arsenic Compliance Project, Carefree, AZ – Carefree Water District (DBB) Construction Manager for the inspection services for the installation of approximately 2,500 linear feet of six-inch diameter pipe connecting a new reservoir to Carefree existing well. An additional 10- and 12-inch waterline along Pima Road (5,800 linear feet) and a million gallon DYK deigned storage reservoir underground and pump station were also provided. Higley Road Improvements, Ocotillo Road to Queen Creek Road, Gilbert, AZ – Town of Gilbert (DBB) Construction Manager. Provided PM/CM services for the reconstruction of a two-lane paved roadway with dirt shoulders into a six-lane major arterial with raised median, a slab bridge at Sonoqui Wash, curb and gutter, meandering sidewalks, landscaping and lighting. Additional improvements included subgrade preparation, grading, roadway paving, catch basins, manholes, storm drainage, grading for detention/ retention basins, signing and striping and traffic control. Santan Basin Parks (Discovery Park and Cosmo Park) PM/CM Services, Gilbert, AZ – Town of Gilbert (CMAR) Construction Manager. Provided inspection services of two detention basin parks near Ray Road and the Santan Freeway. The purpose of the parks was to provide a detention facility as part of the Santan Freeway Storm Drainage System. The Town approached these projects as a means to provide Gilbert residents with multi-use parks in their newly-developing areas while maintaining it as a flood control facility. Design and construction components included a landscape master plan, sport fields (including lighting), dog park (Cosmo Park), lakes, ADA-accessible (hard surface) trails, park lighting, parking lots and lighting, curb and gutter, sidewalk and traffic circulation and control layout. Utility construction included water for irrigation, water/sewer lines for rest rooms and concession buildings and a fire line system. These award-winning parks were recognized by the ACEC Excellence Awards. Pecos Road PM/CM Services, Gilbert, AZ – Town of Gilbert (CMAR) Construction Manager. Provided construction management services for the reconstruction of three miles of arterial roadway in Gilbert. The scope of work included roadway reconstruction to a seven-lane major arterial section and a new alignment of Pecos Road between Eastern Canal and Greenfield Road. Significant utility coordination, with relocation of overhead 12kV and 69Kv lines, installation of water and sewer lines and relocation of RWCD irrigation facilities were also performed. This is the first CMAR for Gilbert. Our firm assisted the Town with the development of the scope of work for both the designer and contractor.

Provided construction management services for this $20 million roadway widening project. The work required extensive coordination with MCDOT, ADOT, RWCD, adjacent landowners and developments. The roadway section consisted of asphaltic concrete pavement, sidewalks, curb and gutter, raised median, intersection pavers and landscaping. The project involved considerable dry and wet utility relocations and the relocation of a RWCD irrigation lateral and private irrigation system. A bridge over the Eastern Canal, box culverts for the RWCD lateral and a storm drain with a detention basin and two dry wells were constructed. The project impacted access to a County island on the north side, and the Town requested that design revisions be constructed to improve this access and safety to the properties. Estrella Falls Shopping Center, Goodyear, AZ – Westcor (DBB) Project Manager for the civil off-site construction components of this new retail shopping facility on McDowell Road between Bullard Avenue and Pebble Creek Parkway. Provided construction management and inspection of the water and sewer installation and on-site work. Community Park, Goodyear, AZ – City of Goodyear (DBB) Project Supervisor for the development of a new park located on Litchfield Road. Services included administration, inspection, quality control, surveying and closeout. The park included four lighted baseball fields, restroom/concession building, ramadas, and playgrounds, parking areas, utility (water/sewer) relocations, landscape and irrigation. Casino of the Sun, Tucson, AZ – Pascua Yaqui Tribe (DBB) Chief Inspector for civil improvements, including water, sewer, storm drain, roadway improvements, telecommunication installation, street signals, lighting and landscaping on a $40 million casino. (Work performed prior to joining Jacobs.) US 60 Superstition Design-Build – I-10 to Val Vista, Tempe and Mesa, AZ – ADOT (Granite/Sundt JV) (DB) Project Quality Assurance Coordinator and Lead Field Inspector for the largest highway design-build contract ever awarded by ADOT to improve 13 miles of the Superstition Highway. Cost of project was $184.2 million and with a construction time period of June 2001 to summer of 2003. Responsible for coordinating field inspections, document control of all documents for QA staff and field inspections. Inspections included masonry sound walls, retaining walls, MSE walls, soil nails, pedestrian bridge spanning the highway at College Avenue in Tempe, fly-over bridge construction for HOV lanes and new PCCP surfaces along with AR-ACFC (rubberized asphalt) overlay surface. (Work performed prior to joining Jacobs.) 51st Avenue Bridge Design-Build, Maricopa County, AZ – Maricopa County Department of Transportation (MCDOT) (DB 1st design build in Maricopa county) Project Engineer for a $12.5 million bridge (1,530-foot-long, 65-foot-wide concrete girder bridge) that spans over the Salt River. The project included 36 (8 feet wide x 110 feet deep) caissons augured, slurred, rebar-caged and concrete- filled; and 13 spans of 123-foot-long, single post tension concrete girders on top of a set of three columns with a pier cap. Provided construction quality control, scheduling material testing, site safety inspections, coordinating and scheduling subcontractors, maintaining unit and job cost controls, surveying grading and elevations, controlling prints and documents, administering time, material and labor take-offs and participation in weekly project meetings. (Work performed prior to joining Jacobs.) SR 509, New Highway Construction, Tacoma, WA (DBB) Superintendent. Served as superintendent for construction of two miles of new freeway and a 900-foot-long cabled stayed bridge, the two towers of bridge stand 213 feet tall. Construction was complicated by the fact that project sits on a Superfund Hazardous Waste site and involved coordination of several agencies, including the EPA, the Department of Ecology, Fisheries and Wildlife, the Coast Guard and the City of Tacoma. Three quarters of a million dollars was spent on cleanup of hazardous waste, with no citations from any of the above agencies. This was accomplished through careful handling and testing of all excavated materials. Was responsible for field activities on portions of bridge and highway. (Work performed prior to joining Jacobs.) Administration and Musical Building, Bangor, WA – Naval Submarine Base (DBB) Superintendent for the $12 million administration and musical building. Facility was three stories. Administration building was approximately 50,000 square feet and musical building was approximately 12,000 square feet with an arched bridge of steel and concrete attaching the two over a stream. Overall construction was concrete gang-form covering steel I-beams. Responsible for all field operations, RFIs, time and materials, managing subcontractors and coordinating with military inspectors.
