INTRODUCTION TO THE UNIVERSITY OF DAR ES SALAAM

The University of Dar es Salaam (UDSM) was born out of a decision taken on 25th
March, 1970 by the East African Authority, to split the then University of East Africa
into three independent universities for Kenya, Uganda and Tanzania.
The University of Dar es Salaam is situated on the west side of the City of Dar es
Salaam, Tanzania. It occupies 1,625 acres on the Observation Hill, 13 k.m. from the
centre of the city of Dar es Salaam.
The University has five campuses – UDSM Main Campus, the Institute of Marine
Sciences located in Zanzibar, the School of Journalism and Mass Communication (SJMC)
located at Mikocheni, Dar es Salaam, Dar es Salaam University College of Education
(DUCE) located at Chang’ombe, Dar es Salaam and Mkwawa University College of
Education (MUCE) located in Iringa.  Every year, candidates are admitted into the
University of Dar es Salaam to pursue various degree programmes/courses tenable at
the said campuses.
The University has continued to grow and expand in terms of diversified academic
programmes and student numbers.  The number of students admitted at the University
of Dar es Salaam has been increasing steadily, from 14 in 1961 to 2718 postgraduate
and undergraduate degree and non-degree students in the 2008/2009 academic year.
With regard to undergraduate programmes, the University offers various academic
programmes leading to the award of certificates, diplomas, advanced diplomas and
first degrees.  A total of four certificates, 10 diplomas, three advanced diplomas and 76
degree programmes are offered at the various academic units of the University.  The
specific programmes offered are detailed under the respective academic unit in the
prospectus.
Likewise the University offers a wide range of postgraduate programmes at
Postgraduate Diploma, Master’s and Ph.D. levels.  Currently there are 82 postgraduate
academic programmes offered by the University.  These range from basic sciences,
applied natural and social sciences leading to professional degrees in engineering,
medicine, law, architecture and the arts.  A detailed information on these programmes is
available in the prospectus under the respective academic units as well as in the booklet
on the University of Dar es Salaam General Regulations and Guidelines for
Postgraduate  Study Programmes.
For purposes of maintaining East African inter-university academic cooperation and
communication, an Inter-University Council for East Africa was set up in 1970.  The

Council established an Inter-University Exchange programme, through which the
University admits students from other East African countries mainly Kenya and Uganda.
The University also admits students from several other countries the world-over through
established links, exchange programmes or individual applications. Most of these
students receive their bursaries from their respective governments. Students from other
countries are considered for admission to other undergraduate and postgraduate studies
subject to the availability of vacancies.

Directorate of Post Graduate Studies (DPGS)
The Directorate of Post Graduate Studies (DPGS) formally replaced the School of
Graduate Studies (SGS) in 2009. The former School was established in 2006, with the
main functions being administering and coordinating postgraduate studies at the University
of the Dar es Salaam (UDSM). In the past fifteen years the postgraduate students’
population increased from about 100 in 1993/1994 to about 2,607 in 2006/07. During
the same period, postgraduate programmes increased from 48 to over 74.
In view of the rapid expansion of postgraduate programmes, coupled with the
University restructuring programme, the UDSM Council at its 69th meeting approved
the re-establishment of the Directorate of Post Graduate Studies (DPGS) and
subsequently de-established SGS. The DPGS has taken over all the functions of the
SGS but with more responsibilities including providing the requisite environment for
postgraduate studies and activities.

Higher Degrees
Doctor of Laws (LL.D.), Doctor of Literature (D.Lit.) and Doctor of Science (D.Sc.).
These degrees are retained as higher doctorates to be awarded in accordance with
regulations relating to higher doctorates at the University of Dar es Salaam.

1.0 ADMISSION REGULATIONS

Application forms can be obtained from either the Directorate of Postgraduate
Studies (DPGS), the respective programme Colleges/Schools/Institutes or our
website at www.udsm.ac.tz.

1.2 All new students are required to report for the orientation programme that normally
takes place during the week preceding the beginning of the new academic year.

1.3 Successful applicants will be registered only after they have paid the requisite
University fees.

1.4 Fees paid will not be refunded.

1.5 All students, if accepted, are expected to conform to postgraduate general
regulations and guidelines.

1.6 The deadline for registration of first year students will be two weeks, from the
first day of the orientation week, while for continuing students it will be the Friday
of the second week after the beginning of the first semester.


2.0 POSTGRADUATE PROGRAMME STRUCTURES AND
DURATIONS

2.1 Postgraduate Diplomas
All Postgraduate Diploma programmes at UDSM are by coursework and
depending on the programme, their duration range from 12 to 15 months.

2.2 Masters Degree
Masters Degrees are offered by either coursework or by thesis.

2.2.1 Masters Degree by Coursework and Dissertation
These are either 18 or 24 months programmes involving coursework followed
by examinations and then a dissertation research.

2.2.2 Masters Degree by Thesis
These Programmes last for 24 months and they are pursued through research
followed by the writing of a thesis.

2.4 Doctor of Philosophy (Ph.D.)
Most of the doctoral programmes are offered through a research followed by
writing a doctoral thesis. The programmes last for three years for full-time students
and 5 years for part-time students.

3.0 ENTRY QUALIFICATIONS

3.1 Postgraduate Diplomas
A candidate for admission into a Postgraduate Diploma programme must have
the following qualifications:

At least a Bachelors degree, Advanced Diploma or its equivalent from a recognized
institution of higher learning.

3.2 Masters Degree
For admission to the Masters Degree programme by coursework and dissertation
the applicant shall hold the following qualifications:


(i) An honours degree of the University of Dar es Salaam or an equivalent
degree from another recognized University. Candidates who hold an
unclassified degree e.g., M.D. should have at least a B grade average in the
subject of the intended Masters study.

(ii) Candidates with pass degrees may also be considered for admission if:

(a) Their undergraduate performance in the proposed subject of study was
a B grade or higher.

(b) They have satisfied the relevant College/School/Institute with their
academic potential through subsequent research experience and/or
additional training.

(c) Candidates with a coursework average of B+ or higher in specified
Postgraduate Diplomas may upgrade to registration for a dissertation
leading to a Masters Degree.

3.2.3 For admission to the Masters Degree programme by thesis the applicants must
have an upper second degree in the relevant field.

3.3 Doctor of Philosophy (Ph.D.)
A candidate for admission to the Doctor of Philosophy degree shall hold the
following qualifications:

a) An honours undergraduate degree of the University of Dar es Salaam or an
equivalent degree from a recognized University. Candidates who hold an
unclassified degree e.g., M.D. should have at least a B grade average in the
subject of intended Ph.D study.
AND

b) Masters degree of the University of Dar es Salaam or an equivalent Masters
degree from a recognized university.


c) Candidates with a First Class or Upper Second class degree, or holders of a
distinction or a credit in the case of unclassified degrees, may also be
considered for Ph.D. registration. Such candidates have to initially register
for the Masters degree and undertake at least one full year’s postgraduate
training. If they demonstrate outstanding performance, and obtain the
authorisation of the Senate on the recommendation of the relevant College
and DPGS Boards, they may upgrade their registration to Ph.D. candidacy.

3.4 Other Requirements
i) Certificates obtained from non-recognized Universities and institutions of
higher learning shall be subject to approval by the Tanzania Commission for
Universities (TCU).

ii) A candidate discontinued on academic grounds from a postgraduate
programme may be allowed to apply for admission into another programme.
Such a candidate may be admitted into the same programme after showing
evidence that he or she has attended and passed a relevant professional or
academic course lasting at least six months after the discontinuation.

iii) Students discontinued from studies because of examination irregularities will
be considered for re-admission after they have been away for three years.
They will be required to re- apply and compete with other applicants for re-
admission into first year.

iv) Application deadline shall be 28th May for Masters course work/dissertation
and Postgraduate Diploma programmes. There is no deadline for Masters
and Ph.D. programmes by Thesis.

4.0 POSTGRADUATE REGULATIONS

4.1 Registration
4.1.1 In most disciplines, candidates will be registered for course-work study followed
by research leading to a dissertation. In others, the degree study will be by
research leading to a thesis without a prescribed course-work component.


a) Candidates may register as full time or as part-time students.  Registration
will take place during the first two weeks of Semester I and Semester II for
the respective intakes.

b) First year candidates must submit the following documents at the time of
registration:

i) Evidence of payment of University fees;
ii) Copies and originals of University/College transcripts and certificates and
secondary school certificates (Forms 4 and 6).  Original certificates/
transcripts will be returned to the candidate after physical verification;
iii) Two stamp size photographs;
iv) Evidence of release from employer (if employed); and
v) Evidence of sponsorship or ability to support oneself.

c) Candidates shall be required to register at the beginning of the first year of
their studies using form UDSM/PG.F4a and to renew their registration at the
beginning of every subsequent year by filling in form UDSM/PG.F5 and
paying the required fees.

d) Failure to renew registration shall mean automatic discontinuation from studies.

4.1.2 Students shall be registered by names appearing on their certificates.  No change
of names by students shall be entertained during the course of study at the
University.

4.1.3 No student shall be allowed to postpone studies after effective commencement
of an academic year, except under special circumstances. Permission to postpone
studies will be considered after producing satisfactory evidence of the reason for
postponement.  Special circumstances shall include:

a) Sickness;
b) Serious social problems (each case to be considered on it’s own merit); or
c) Severe sponsorship problem.


4.1.4 Students shall be allowed to be away from the University studies for a maximum
of two years if they are to be re-admitted to the same programme and year of
studies where they left off.

4.1.5 No student shall be allowed to change subjects/courses/programmes after the
third week of commencement of the semester.

4.1.6 Transferring from one academic programme to another will be allowed only if the
candidate possesses the required admission criteria for the programme for which
transfer is being sought and a vacancy exists in that programme.

4.1.7 The registration of new and continuing students shall be two weeks from the first
day of the commencement of classes.  Students seeking registration during the
third week shall be liable to a surcharge of TZS 5,000/= per day.  No student
shall be registered after the third week since the commencement of the semester.

4.1.8 Every registered candidate is required to submit a progress report to his/her
supervisor who shall forward to the College/School or Institute through the Head
of Department.

4.1.9 Each College/School/Institute is required to submit progress reports of all
postgraduate students to the Director, DPGS.

4.1.10 Masters and Ph.D. by Coursework and Dissertation
Students undertaking their Masters and Ph.D degrees by coursework and
dissertation will have to observe the following:

a) To complete the coursework, a student must pass a minimum number of
units, including all the prescribed core courses.

b) On Senate’s approval of the results, the candidate proceeds to the dissertation
phase of the programme.  It is essential that he/she writes and tables a
comprehensive proposal in a Departmental/Institute seminar.


4.1.11 Masters and Ph.D. by Thesis
a) The candidate, with the help of the Department’s supervisory committee, is
required to submit a two-page statement of the intended research topic to
the relevant College/School/Institute. On the basis of the statement, the
College/School/Institute assigns supervisor(s) to the candidate.

b) Within four months of the registration, the candidate must have presented a
comprehensive and substantive research proposal in a Departmental seminar.

c) Guidelines on the writing of the research Proposal are detailed in the General
Regulations and Guidelines for Postgraduate Study Programmes (2006).

4.2 Extension of Registration Period
a) Candidates who, for valid reasons, fail to complete their theses/dissertations
within the specified period may apply using form UDSM/PG.F7 for an
extension of the registration period.

b) The student shall pay an extension fee of Tshs. 25,000/ per month.

c) The extension period shall not exceed six months for full-time and twelve
months for part-time candidates. Under very special circumstances, the DPGS
Board may consider a further extension of registration period for a maximum
of six months.

d) Granted the extensions, the maximum duration of registration shall be two
and half years for full-time and four years for part-time Masters’ students
and five years for full-time and seven years for part-time Ph.D. students.

4.3 Freezing Registration
a) If, for any sound reason, a candidate fails to continue with his/her studies,
he/she may apply to DPGS Board for the freezing of the registration through
his/her Department and School/Institute/College.


b) The maximum period for such freezing of registration shall be two years.

4.4 Completion of a Programme
a) The duration of the registration period for each programme shall be as
stipulated by the relevant College/School/Institute and approved by Senate.

b) Failure of a candidate to complete the Masters and/or Ph.D. study programme
within the specified period shall necessitate his/her discontinuation from studies,
unless the DPGS Board decides otherwise.

4.5 Transfer of Registration
4.5.1 A Postgraduate Diploma candidate may on the recommendation of the Head of
Department and Principal/Dean/Director apply to Senate for permission to transfer
registration to that of a Masters degree. Senate will determine the contribution of
the work done under Diploma candidacy towards the Masters degree being
applied for. No candidate may acquire both the PG Diploma and the Masters
from the same programme.

4.5.2 A student for the degree of Masters by thesis may on the recommendation of the
Department and College/School/Institute concerned apply through DPGS Board
to the Senate for permission to transfer registration to that of a Ph.D. Senate will
determine what recognition may be given to the period which the applicant has
completed his or her studentship for Masters, as a contribution towards the
fulfilment of the requirements for the degree of Doctor of Philosophy. No candidate
may acquire both the Masters and the Doctorate from the same programme.

4.5.3 A student for a Masters or Ph.D. degree may on the recommendation of the
Head and Principal/Dean/Director concerned apply through DPGS Board to
Senate at any time before submission of the thesis for permission to transfer
registration to that of Postgraduate Diploma or Masters degree, subject to the
relevant programme being available.

4.5.4 Where a College/School/Institute receives a report from the relevant Department
that the progress made by a student for the degree of Doctor of Philosophy is


unsatisfactory but sufficient to allow the candidate to be transferred to the Masters
degree or the Postgraduate Diploma, the College/School/Institute may recommend
through DPGS Board to Senate that the candidate’s registration be so transferred,
subject to current availability of the Masters/PG Diploma programmes.

4.5.5 A candidate for the Ph.D. or Masters Degree, whose thesis examiners are either
in disagreement or have recommended thesis revision and resubmission may, on
the recommendation of the College/School/Institute Board, transfer registration
to a Masters or to a relevant existing Postgraduate Diploma programme,
respectively.

4.5.6 Candidates from other Universities who would like to complete their postgraduate
programmes at the University of Dar es Salaam, may apply to Senate through
respective Departments/Colleges/Schools/ Institutes and DPGS Board to transfer
from their previous Universities credits/Units that do not exceed 1/3 of the total
credits/units for the programme provided the former institution is accredited and
the candidates meet the minimum entry qualifications for the program they are
enrolling.

4.6 Postponement of Studies
Postponement of studies shall not be entertained. However under special
circumstances, permission to postpone studies may be considered as per regulation
4.1.3 for students at the coursework phase. Thesis and Dissertation students
shall be required to freeze registration as per regulations 4.3 a and b.

5.0 COURSE-WORK EVALUATION
5.1 Candidates registered for the course-work and dissertation programme shall sit
for course examinations following assessment procedures approved by the relevant
College/School/Institute, DPGS Board and Senate. Unless stipulated otherwise
the General University Examination Regulations shall be used to guide the conduct
of examination of all postgraduate courses.

5.2 In all Colleges/Schools/ Institutes and DPGS Board the value attached to the
letter grades awarded shall be as follows:


A = Excellent
B+ = Very Good
B = Good
C = Marginal Fail
D = Fail
E = Absolute Fail.

The minimum passing grade at postgraduate level is B.
5.3 In all cases, the relationship between the numerical score and letter grades shall
be as follows:

A = 70% - 100%
B+ = 60 - 69%
B = 50 - 59%
C = 40 - 49%
D = 35 - 39%
E = 0 - 34%

5.4 In grade point computations the allocation of points shall be as follows:
A = 5
B+ = 4
B = 3
C = 2
D = 1
E = 0 points

5.5 All coursework examination results must be submitted to the relevant Boards of
the Colleges/Schools/Institutes, DPGS and Senate for approval.

5.6 Presentation of examination results to Boards of Colleges/Schools/Institutes,
DPGS and Senate shall be in accordance with the University approved format.

5.7 Candidates must successfully complete the course-work phase before they are
allowed to proceed with the dissertation phase. Successful completion of the


coursework phase shall mean attainment of a “B” grade or above i.e. grade point
average GPA of at least 3.0 in all examinations.

5.8 Candidates who fail in one or more examinations, but whose GPA is 2.7 and
above shall be allowed to do supplementary examinations in the failed courses.

5.9 Candidates who fail to attain a GPA of at least 2.7 shall be discontinued from
studies.

5.10 Candidates who fail in any supplementary examination and have a GPA 3.0 and
above may be allowed to repeat the failed courses but shall not be allowed to
proceed to the dissertation phase.

5.11 Colleges/Schools/Institutes will administer supplementary examinations within a
period of between one month and three months of approval of the results by
Senate.

6.0 REGULATIONS ON THESIS/DISSERTATION PHASE

6.1 Candidates doing a Postgraduate programme by coursework and dissertation
and who have qualified to continue with the dissertation research after the course-
work part shall be required to submit a dissertation in partial fulfilment of the
Degree requirements, after a specified period set by the relevant College/School/
Institute.

6.2 In the case of some Colleges/Schools/Institutes where the dissertation constitutes
a small proportion of the degree programme i.e. less than 50% of the study units,
the College’s/School’s/Institute’s regulations for the submission and examination
of dissertations shall apply.

6.3 All thesis and dissertation postgraduate candidates shall be required to give at
least one seminar presentation before the initial submission of the dissertation/
thesis.

6.4 Guidelines on the preparation and presentation of postgraduate theses and
dissertations are contained in the General Regulations and Guidlines for
Postgraduate Study Programme (2006).


6.5 Notice of Intention to Submit
At least three months before submitting a dissertation or a thesis a candidate
shall, through the supervisor, Department and College/School/Institute, give notice
in writing to the Chairperson, DPGS Board, expressing intention to submit the
dissertation/thesis. Guidelines on how to file the notice of submission are provided
for  in form UDSM/PG.F8.

6.6 Certification
6.6.1 Every dissertation/thesis submitted for a degree award must be accompanied by
a declaration by the candidate, to the satisfaction of Senate, stating that the
dissertation/thesis has not been submitted for a similar degree in any other
University. The dissertation/thesis must be submitted in four hard bound copies
and one soft copy.

6.6.2 The dissertation/thesis shall also contain a declaration by the candidate’s supervisor,
confirming that he/she has read the dissertation/thesis and found it to be in a form
acceptable for examination.

6.7 Copyright Declaration
6.7.1 The dissertation/thesis shall contain a statement of copyright by the author, reading
as follows:  For further details, see Guidelines on Preparation of Theses, Section
6.6.1.

No part of this dissertation/thesis may be reproduced, stored in any retrieval
system, or transmitted in any form or by any means: electronic, mechanical
photocopying, recording, or otherwise, without prior written permission of
the author or the University of Dar es Salaam in that behalf.

6.8 Abstracts
6.8.1 All dissertations/theses submitted for degree awards must be satisfactory as
regards format and literary presentation.  They must also contain a one-page
abstract of a maximum 300 words.

6.8.2 The abstract shall indicate in summary the essential points of the dissertation/
thesis, the important results achieved and the conclusions reached.


7.0 EXAMINATION OF MASTERS THESES/DISSERTATIONS AND
DEGREE AWARDS

7.1 Every dissertation submitted shall be examined by at least two specialists approved
by the relevant College/School/Institute Board, DPGS Board and Senate. At
least one of these must be external to the University.

7.1.1 Three specialists approved by the relevant College/School/Institute Board, DPGS
Board and Senate shall examine every thesis. One of them must be external to
the University.

7.1.2 Transmission of theses/dissertations is the official responsibility of College/School/
Institute, using their share of examination fees.

7.1.3 The examiners shall be required to submit their detailed reports on the thesis/
dissertation within a period of two months from the date of receipt of the thesis
and within a period of one month for a dissertation.

7.1.4 If the reports are not received within four months, new examiners shall be
appointed.

7.1.5 Each examiner shall also be required to summarise his/her report on the thesis/
dissertation with a definite recommendation for one of the following actions:

a) The degree be awarded to the candidate unconditionally,
or
b) The degree be awarded subject to typographical corrections/minor revisions,
or
c) The degree be not awarded, but the candidate be allowed to revise and re-
submit the thesis/dissertation for re-examination,
or
d) The thesis/dissertation be rejected outright

7.1.6 A thesis or dissertation passed subject to typographical corrections/minor revisions
must be submitted for degree award within three months from the date of the
Senate’s approval of examination results.


7.1.7 A thesis/dissertation rejected in accordance with regulation 7.1.5c above must be
re-submitted for examination within nine months from the date of the Senate’s
approval of examination results.

7.1.8 Candidates who fail, without reasonable cause, to submit their dissertations/theses
within the period stated in 7.1.6 and 7.1.7 above shall be discontinued from
studies.

7.1.9 Where the examiners are not in agreement in their overall recommendation, DPGS
Board shall examine the case and recommend one of the following actions:

a) The recommendation of the External Examiners be adopted; or
b) An additional independent examiner be appointed; or
c) The relevant College/School/Institute be requested to establish a panel from
amongst the experts available,to examine the candidate orally.

7.2 Viva Voce Examinations for Masters Degree Programmes

7.2.1 In Masters Degree programmes involving examinations by thesis alone without
any prescribed course-work component, the candidates shall, in addition to writing
a thesis, appear for a viva voce examination.

7.2.2 Course-work and dissertation research candidates may also be required to appear
for viva voce examinations, if such examinations are mandatory in their respective
College/School/Institute.

7.2.3 The viva voce examinations shall take place only after the DPGS Board and
Senate have been satisfied that the thesis/dissertation submitted by the candidate
is considered by the examiners to be satisfactory.

7.2.4 The questions to be asked in the viva voce examination shall primarily focus on
the candidate’s thesis/dissertation research area. Questions in peripheral areas
are also encouraged, if they help to establish the candidate’s level of academic
maturity on the thesis subject matter.


7.2.5 The members of the viva voce panel shall be selected in a manner that will
ensure that sufficiently qualified and experienced scholars in the research or related
area examine the candidate.

7.2.6 The viva voce examination for Masters Degrees shall comprise of at least five,
but not more than seven examiners, who shall be appointed by the Senate
Chairperson, on the recommendation by the Principal/Dean/Director of the
relevant College/School/Institute, and of the Head of the relevant Department
where the candidate is registered. The viva voce panel shall comprise of the
following:

i. The College/School/Institute Principal/Dean/Director or his/her nominee
Chairperson
ii. External Examiner or his/her/ representative, appointed by the relevant
College/School/Institute Principal/Dean/Director.
iii. Internal Examiner who did not guide the research.
iv. The candidate’s supervisors.
v. Head of the relevant Department or his/her appointee.

Not more than two other members appointed by the respective College/School/
Institute.

7.2.7 The Director of DPGS or his/her representative may attend the viva voce
examination to guide panel members on the conduct of the examination.

7.2.8 The DPGS Board must approve the date of examination at least two weeks
before the examination.

7.2.9 The Head of Department must inform the candidate in writing regarding the
examination arrangements at least two weeks before the examination, with copies
to the Principal/Dean/Director and the Director, DPGS.

7.2.10 The viva voce panelists shall be provided with full texts of the thesis examiners’
reports and copies of the candidate’s thesis/dissertation at least one week before
the date of the oral examination. The College/School/Institute shall ensure
availability of copies of the thesis using their share of examination fees.


7.2.11 The function of the viva voce panel shall be to ascertain that the thesis/dissertation
presented fulfils the following criteria:

i) The thesis is the original work of the candidate;
ii) The broader subject area in which the study is based is fully grasped by the
candidate;
iii) Any weaknesses in the thesis are adequately clarified by the candidate; and
iv) A definite recommendation is made to the DPGS Board whether the candidate
should be declared as having Passed or Failed.

7.2.12 The viva voce panelists should, as far as possible, work towards arriving at a
unanimous decision on the candidate’s performance. Where the panelists are
unable to reach a unanimous agreement as to whether the candidate passes or
fails, a vote shall be taken to arrive at a decision. A majority vote shall be
required for passing the viva voce examination.

7.2.13 At the end of the viva voce examination, the panel members shall sign a viva
voce Examination Results Form UDSM/PG.F11 obtainable from the Director,
DPGS, giving a specific recommendation on the candidate’s performance. This
shall be submitted, along with a detailed report on how the candidate handled
the questions, to the Chairperson of DPGS Board for processing, whereupon,
each panelist in the viva voce examination shall receive an honorarium at the
rate approved by the University.

7.2.14 Where there is a disagreement between the recommendation of the thesis
examiners and viva voce examiners, the DPGS Board shall study the case
and recommend to Senate one of the following options:

a) The candidate revises and re-submits the thesis and subsequently re-appears
for a further oral/written, or practical examination, within a specified period,
but not exceeding 6 months since the date of the decision by Senate: or

b) The candidate is deemed to have failed outright.


7.2.15 The duration of the viva voce examination for Masters Degrees shall not exceed
two hours, which shall be distributed as follows:

30 minutes of presentation
1 hour and 15 minutes of questions and answers
15 minutes of deliberations

7.2.16 The internal examiner who supervised the candidate shall be the recorder of
the viva voce examination proceedings.

7.2.17 The final decision on the award of the higher degree shall be made by the
Senate on the recommendation of the DPGS Board.

7.2.18 Work rejected by Examiners after re-submission shall not be accepted for
re-examination at the University of Dar es Salaam.

7.2.19 Subsequent publications from a thesis/dissertation submitted for a Masters
degree of the University of Dar es Salaam must contain a statement that the
work is based on a thesis/ dissertation submitted to the University.

7.3 Submission of a Ph.D. Thesis
7.3.1 The Ph.D. degree examination requires the submission of a thesis by the candidate,
embodying the results of the research.

7.3.2 No candidate shall be permitted to submit a thesis for the Ph.D. degree in less
than 24 months from the date of registration.

7.3.3 At least three months before the thesis is submitted; the candidate shall, through
the supervisor, give notice of intention to submit the thesis. He/she should do this
in writing to the Chairperson, DPGS Board submitting, at the same time, the
proposed title and an outline of the plan and general scope of the thesis.

7.3.4 Every thesis submitted for the Ph.D. degree of the University of Dar es Salaam
must be accompanied by a declaration by the candidate, stating that it is the
candidate’s own original work and that it has not been submitted for a similar


degree in any other University. The thesis must be submitted in six loose-bound
copies, and one soft copy.

7.3.5 The thesis shall contain a statement of copyright by the author, is accordance
with the Guidelines for Preparation and Presentation of Higher Degree theses
(see appendices).

7.3.6 No part of the thesis may be reproduced, stored in any retrieval system, or
transmitted in any form or by any means: electronic, mechanical, photocopying,
recording, or otherwise, without prior written permission of the author or the
University of Dar es Salaam in that behalf.

7.3.7 Every thesis submitted for the degree of Doctor of Philosophy must be satisfactory
with respect to its format and literary presentation. See the appendices in the
Guidelines for preparation and presentation of Higher Degree theses. The thesis
must contain a one page abstract of not more than 300 words, which shall concisely
indicate the problem investigated, the procedures and research methods employed,
the general results and new contributions made, and the major conclusions reached.

7.3.8 The thesis shall contain a declaration by the candidate’s supervisor confirming
that he/she has read the thesis and found it acceptable for examination.

7.4 Examination of Theses and Award of a Ph.D. Degree
7.4.1 For every Ph.D. candidate approaching submission Senate shall appoint, on the
recommendation of the relevant College/School/Institute Board and the DPGS
Board, at least three qualified examiners, one of whom shall be External to the
University of Dar es Salaam. The Examiners shall be required to assess the
thesis following standards similar to those applicable to Ph.D. degrees in all
recognized Universities elsewhere.

7.4.2 The Examiners shall be required to submit independent reports on the Ph.D.
thesis as prescribed under the Masters Programme.

a) The examiners shall be required to submit their detailed reports on the thesis
within a period of two months from the date of receipt of the thesis.


b) If the reports are not received within four months, new examiners shall be
appointed.

7.4.3 The Ph.D. thesis should show evidence that the candidate has made an original
and significant contribution to knowledge, and each examiner shall submit a
summary of the report on the thesis using form UDSM/PG.F10 with a definite
recommendation for one of the following actions:-

a) The Ph.D. degree be awarded to the candidate unconditionally;

b) The degree be awarded subject to typographical corrections and/or minor
revisions;

c) The degree be awarded subject to making substantial revisions and
corrections recommended.

d) The degree should not be awarded, but the candidate be allowed to revise
and resubmit the Ph.D. thesis for re-examination after a further period of
study and/or research;

e) The degree should not be awarded, but the candidate be permitted to re-
submit the work in a revised form for a Masters degree award;

f) The thesis be rejected outright.

7.4.4 The Director of Postgraduate Studies shall pay an honorarium of US $300 to the
External Examiner and US $150 to the Internal Examiner on receiving detailed
reports and summary reports of the thesis under examination.

7.4.5 A thesis recommended for revision as per regulation 7.4.3c above must be revised
and submitted within six months.

7.4.6 A thesis rejected as per regulation 7.4.3d above must be re-written and re-
submitted for re-examination within 18 months.


7.4.7 Candidates who fail to submit their thesis within the period stated in 7.4.5 and
7.4.6 shall be discontinued from studies.

7.4.8 Where the examiners are not in agreement in their overall recommendation, DPGS
Board shall consider the case and recommend one of the following actions:

a) The recommendation of the External Examiners be adopted; or
b) An additional independent examiner be appointed; or
c) The relevant College/Department be requested to establish a panel of experts,
internal and/or external to the University, with Senate’s approval, to examine
the candidate orally.

7.5 Viva Voce Examination for Ph.D. Candidates
7.5.1 In addition to writing a thesis, the Ph.D. candidate shall appear for a viva voce
examination.

7.5.2 The viva voce examination shall take place only after the DPGS Board and
Senate have been satisfied that the thesis submitted by the candidate is considered
by the examiners to be of acceptable standard.

7.5.3 The questions in the viva voce examination shall primarily focus on the candidate’s
thesis research area. Questions in peripheral areas are also encouraged, if they
help to establish the candidate’s level of academic maturity in the thesis subject
area.

7.5.4 The members of viva voce panel shall be selected in a manner that will ensure
that the candidate is examined by sufficiently qualified and experienced scholars
in the research or related area.

7.5.5 a) The viva voce examination shall comprise at least seven examiners appointed
by the Senate through the relevant College/School/Institute board and the
DPGS Board.
b) The composition of the viva voce panel shall be as follows:
i) Chairperson with voting power.


  ii)   External Examiner who examined the thesis or his/her representative.
iii) Internal Examiner who supervised the work and examined the thesis.
iv)   A second internal or external examiner or his/her representative, where
applicable, who may or may not have supervised the candidate, but who
also examined the thesis.
v) Appointee of the Principal/Dean/Director of Institute where the candidate
is registered.
vi) Appointee of the Head of Department where the candidate is registered.
vii) Any other qualified co-opted members, at most 2 invited by the relevant
College/School/Institute, and approved by Senate through the relevant
Board.

7.5.6 The Chairperson of the viva voce panel, who need not be a specialist in the
candidate’s thesis area, shall be a senior academician  at least senior lecturer, and
shall be appointed by the Senate through the DPGS Board, on the recommendation
of the relevant College/School/Institute Board.

7.5.7 Panelists under Regulation no. 7.5.5b(ii), (iii) and iv who are unable to be present
at the viva voce examination, shall submit their oral examination questions to the
Director, DPGS, and also nominate their representatives  where possible   to the
viva voce who shall be appointed as per 7.5.5a .

7.5.8 The viva voce panelists shall be provided with full texts of the thesis examiners’
reports, and copies of the candidate’s thesis, at least two weeks before the date
of the oral examination.

7.5.9 The function of the viva voce shall be:
a) To ascertain that :
i) The thesis presented,  the data, methodology, analysis and findings is the
original work of the candidate;
ii) The broader subject area in which the study is based is fully grasped;
iii) Any weakness in the thesis can be adequately clarified by the candidate;
and
b) To make a definite recommendation to the DPGS Board and Senate whether
the candidate has passed or failed.


7.5.10 The viva voce panel should, as far as possible, work towards arriving at a
unanimous decision on the candidate’s performance as per 7.12.9a (i) to (iii).
Where the panelists are unable to reach a unanimous agreement as to whether
the candidate passes or fails, a vote shall be taken to arrive at a decision. A
majority vote in favour of passing the candidate shall be required for passing a
viva voce examination.

7.5.11 At the end of the viva voce examination, the panel members shall sign a viva
voce Examinations Results Form UDSM/PG.F12 giving a specific
recommendation to DPGS Board on the candidate’s performances.

7.5.12 The Chairperson of the panel shall also submit to DPGS a comprehensive report
approved by the viva voce panelists, detailing all the questions addressed to
the candidate and the answers he/she gave to those questions.

7.5.13 Whereupon, each panelist in the viva voce examination shall receive an
honorarium at the rate approved by the University.

7.5.14 Where there is disagreement between the recommendations of the thesis
examiners and those of the viva voce panelists, the DPGS Board shall carefully
study the case and recommend to Senate one of the following actions:

a) The candidate revises and re-submits the thesis and subsequently re-appears
for a further oral examination, within a specified period, but not exceeding
12months from the date of the decision by Senate; or
b) The candidate be deemed to have failed outright.

7.5.15 The duration of the viva voce examination shall normally not exceed three
hours, distributed as follows:
Maximum of 45 minutes for presentation
Maximum of 2 hours for questions and answers.
Maximum of 15 minutes for deliberations.

7.5.16 Senate shall make the final decision on the Ph.D. degree award to the candidate,
on the recommendation of the DPGS Board.


7.5.17 Subsequent publications from a thesis submitted for the Ph.D. degree of the
University of Dar es Salaam, must contain a statement to the effect that the
work is based on a thesis submitted to the University.

8.0 APPEALS

8.1 The General University Examination Regulations govern the conduct of appeals
against the decision of the Senate pertaining to examination results except where
it is indicated “Undergraduate Studies Committee” should read “Post-
graduate Studies Board”.

8.2 Such appeals must be lodged with the appropriate University authorities within
six months from the date of approval of the results.

8.3 All appeals shall be accompanied by a non refundable appeal fee of ten thousands
shillings (TZS 10,000/=) for Tanzanian students and twenty-five US dollars
(US dollars 25) for foreign students.

9.0 OCCASIONAL STUDENTS

9.1 Definition
The term “Occasional Student”, as applied at the University of Dar es Salaam,
shall be taken to mean any student whose study programme lasts for only one
semester, or part of a semester, and does not extend to a full academic year.

9.2 Entry Requirements
9.2.1 The entry qualifications shall be as those prescribed for regular students.

9.2.2 The application for Occasional Studentship must be supported by at least two
referees. At least one of these must be an academic member of staff, who is
well acquainted with University teaching and research.

9.2.3 The admission of an Occasional Student will take into consideration not only
the academic qualifications of the applicant, but also the availability of a local
supervisor in the relevant Department where the applicant intends to undertake
studies.


9.2.4 While Occasional Students are not obliged to sit for the end of semester
examinations, they are encouraged to do so. They may be allowed to take
various courses by audit.

9.2.5 Occasional Students shall pay their fees pro rata, in accordance with what is
prescribed for regular postgraduate students.

9.2.6 Occasional Students may register for some undergraduate courses.

10.0 SHORT-TERM STUDENTS

10.1 Definition
The term “Short-Term Student” as applied at the University of Dar es Salaam,
shall be taken to mean any student whose study programme lasts up to one full
academic year.

10.2 Entry Requirements
10.2.1 The admission qualifications shall be as those prescribed for regular postgraduate
students.

10.2.2 Short-term students are expected to enroll in their courses for credit. Hence
they shall be required to appear for end of semester examinations.

10.2.3 Short-term postgraduate students taking courses on credit will be governed by
the General University Regulations applicable to other relevant postgraduate
courses.

10.2.4 Short-term students may register for undergraduate courses, in which case
relevant Undergraduate Regulations shall apply.

10.2.5 Short-term students may enrol for training by research alone, in which case
they will be assigned supervisors to guide them.

10.2.6 Short-term students who attain the grade of B or higher in their prescribed
postgraduate courses, may be allowed to change their status to a Masters degree
and in exceptional circumstances to a Ph.D. degree course.


10.2.7 Short-term students shall pay their fees in accordance with what is prescribed
for the regular postgraduate students.

11.0 SANDWICH PROGRAMMES

11.1 The University of Dar es Salaam has developed links with other academic
institutions for collaboration in postgraduate training. Under these arrangements,
postgraduate students at the course-work stage registered in other Universities
may conduct part of their studies at the University of Dar es Salaam as short-
term or occasional students as per sections 9 and 10 depending on the period
they would like to stay at the University of Dar es Salaam

11.2 Postgraduate students registered in other institutions may also conduct part of
their studies at the dissertation or thesis phase as research associates. In order
to obtain such associate-ship, candidates must send applications to Senate
through DPGS Board and the respective teaching units at least six months in
advance stating the duration they would spend at the University of Dar es Salaam.
The application letter must be attached with the following documents:

i) A concise statement of the proposed project; including: objectives, description
of problem area, methodology, expected out-puts, the period of research
and places in Tanzania where the work will be carried out.
ii) Confirmation of availability of financial support to cover travel, fees, research
funds and up-keep allowances, and or any other material support to the
intended research.
iii) Applicants full curriculum vitae.
iv) Names of two referees who are qualified in the field of research which the
applicant wishes to undertake.
v) Name of contact person in the Department of intended study at the University
of Dar es Salaam.
vi) Ethical Clearance if necessary from his/her country and from the relevant
authorities in Tanzania.
vii) Research Clearance.

11.3 The Research associate-ship will be awarded for a period not exceeding one


academic year. Applicants for registration as a Postgraduate Research Associate
shall hold either a good bachelor or master’s degrees and must be registered
students of recognized institutions of higher learning.

11.4 Research Associates who wish to extend their work at the University may apply
for renewal at least two months before expiry of their registration. The renewal
letter stating justification for continuation of the registration must be sent to the
Senate through the DPGS Board and the respective teaching Units.

COLLEGE OF ARTS AND SOCIAL SCIENCES
The College of Arts and Social Sciences has facilities in all departments and teaching
units to enable students to undertake advanced work and research under supervision
for the M.A. and Ph.D. degrees and for the Postgraduate Diploma of the University of
Dar es Salaam.

Purpose and Scope
The College has an organized uniform structure for postgraduate courses in Archaeology,
Economics, Geography, Information Studies, Political Science and Public Administration,
Sociology and Anthropology, Statistics, Literature, History, Languages and Linguistics
and Fine and Performing Arts with particular emphasis for in-service government and
parastatal personnel, and for the University’s own staff development.
The postgraduate studies programmes incorporate all postgraduate teaching being
offered by the College’s departments under a common administrative structure.
Jurisdiction over the degrees to be awarded by thesis alone remains the responsibility
of individual academic units.

Aims and Objectives
The aims and objectives of the postgraduate studies programmes are:

i) To extend the existing generalized undergraduate studies by offering specialized
teaching and instruction at an advanced level to meet Tanzania’s immediate
professional needs.

ii) To create awareness of the problems of African development and a personal
commitment to social reconstruction in Tanzania.

iii) To encourage an interdisciplinary approach and joint research among all the
University’s social sciences departments.

iv) To generate teaching and research materials with direct relevance to contemporary
policy issues in Tanzania.


Duration of the Course
The M.A. programmes offered in the College last for 18 months.

Course Structure
i) Basic work on related academic or professional disciplines (termed “core courses”).
ii) Some optional courses to make up a particular specialization suited to each student’s
intended professional specialization (termed “optional courses”).

Eligibility for Admission into the Postgraduate Programmes
To be eligible for admission, the candidate must fulfill the following conditions:

i) A good Bachelor’s degree or its equivalent; and
ii) Positive recommendations from a minimum of two referees.

Teaching Programme
The programme consists of nine months of instruction, followed by a term period of
nine months of writing a dissertation. The instructional period is divided into two
semesters, consisting of 15 teaching weeks and a 2-week period for revision and
semester examinations.

Examinations
i) Coursework Assessment:
Course assessment ordinarily counts for 50% towards the final marks in each
course. Coursework marks include semester tests, coursework exercises, or
research papers.

ii) Final Examinations:
All courses are examined separately at the end of each semester, and before the
start of the research phase in each academic year. The marks and scripts are
carried forward and considered alongside the other results at the full Examiners’
Board Meeting for the programme at the end of the academic year.


Failures
No candidate shall be allowed to repeat the course. A candidate failing not more than 4
units may be allowed to sit for supplementary examinations under conditions to be
approved by the College Board.

Allocation of Courses
A year’s studies are divided to give approximately half the time to take required core
courses (including one required common course), and half the time for optional courses
selected in accordance with a student’s intended specialization. Course units for the
year are allocated as follows:

Exemption
Any candidate who has taken any of the required courses at undergraduate level may,
at the discretion of the Department, be exempted from such courses. Such a candidate
shall enroll in equivalent work related to his/her needs and such work shall be examined
in place of the exempted courses.

Dissertation
The term period of 9 months is directed towards the completion of either (1) a research
paper or (2) an applied project. The M.A. degree will not be granted until this dissertation
has been satisfactorily completed.

Coordinator of Postgraduate Studies
A coordinator of postgraduate studies administers the proposed programme.

In the College of Arts and Social Sciences (CASS), Masters Degree programmes by
coursework and dissertation are offered as shown below. There are also Ph.D. by
coursework and dissertation programmes in the Departments of Economics and Political
Science and Public Administration. Some of the postgraduate programmes are offered
in alternate years. All departments offer both Masters and Ph.D. programmes by thesis,
depending on the availability of supervisory services.

b. In addition, there are two other programmes:

i) an M.A. in Demography, an inter-departmental programme offered jointly
by the Departments of Economics, Geography, Sociology and Statistics,
under the aegis of the Demographic Unit. Over the years the major sponsor
for the programme has been the United Nations Fund for Population Affairs
(UNFPA)

ii) an M A. in Information Studies, taught by staff in the University of Dar es
Salaam Library, but administered by the College of Arts and Social Sciences.
