Motivation
• Forest fires are a major cause of environmental degradation
in the Mediterranean countries
• Economic losses are linked to industry (forestry, timber
industry, agriculture, tourism…), societal losses are linked to
the environment, biodiversity, air and water quality, and flora
and fauna. Prevention is important, but extinction is critical

Introduction
• MONIF project “Monitoring and measurement of forest fires
using helicopters” (2009-2012) promoted by FAASA Aviación
S.A.
• Forest fires airborne monitoring operations needed to be
enhanced, improving aerial means capacity to detect, monitor
and provide situational awareness of fire

On-board processing unit
• Capabilities
– Payload management (pointing, camera zoom, focus or exposure time
parameters varying)
– Real-time processing of the acquired data
– Image segmentation process: fire front and hotspots extraction
– Automatic geolocation of the acquired images for their
georeferencing
– Relevant data sending to a ground station for forest fire operations
coordination (high availability, low bandwidth requirement)

Disaster Risk Reduction
• How did your work support the implementation of the Hyogo Framework for
Action:
– Knowledge, technology and expertise must assist in the enhancement capacity
building for disaster risk reduction
– The presented solution promotes the application of remote sensing, geographic
information systems and communication tools for early warning, risk assessment
and reduction, information sharing and efficient management
– The solution presented provides a substantial improvement compared to current
forest fire monitoring methods which are based on pilot visual situational awareness,
voice communications and manually introduced data at the Emergency Mobile Units
• From your perspective what are the main gaps, needs and further steps to
be addressed in the Post 2015 Framework for Disaster Risk Reduction in
– Research: research on disruptive technologies, for instance Remotely Piloted Aircraft
– Education & Training: use of Disaster Management advanced simulators
– Implementation & Practice: make the most and promote the use of new technology
– Policy:

Conclusions
• Added Value solution improved method of fire detection and
representation with a high level of automation and precision
• This solution provides invaluable information for the
Emergency Mobile Units to manage the forest fire extinction
operations.
• Technology trend: use of Remotely Piloted Aircraft Systems*
