I am delighted to announce that Defence IQ’s Airborne ISR & C2 Battle Management
symposium will be coming to the United States on the 18th - 20th of November 2014.
The United States, at the cutting edge of defense innovation and development, has a
diverse and rich ISR community well placed to share their latest policy, strategy and
programs to meet the next generation of demands on Airborne ISR.
The proliferation of Airborne ISR technologies over the past decade of conflict in the
Middle East and Central Asia and has led to these assets becoming a mission critical
component in operations. Now, as attention turns to new areas of interest in the Pacific
and providing global strategic awareness, maintaining capability to maximise existing
assets and building mutually beneficial partnerships begins to grow in prevalence.
To share and explore their thoughts on the future direction of ISR, it is an honour to

Brigadier General (R) Scott Bethel is the former Vice Commander of the US Air Force ISR Agency. He has more 27
years of senior leadership experience in intelligence and has deployed to combat areas including, Iraq (Desert Storm),
Somalia, Rwanda, Bosnia, Kosovo, Iraq (Iraqi Freedom), and Afghanistan. He was NATO’s lead targeteer for OPERATION
ALLIED FORCE and created the initial template for intelligence collection management at the theatre level for Operation
Iraqi Freedom. Since retiring from the Air Force he is now Senior Vice President, International and Intelligence Training
Programs at JMark Services, Inc. where his role includes being program manager for the ground breaking Royal Saudi
Air Force training project.

Colonel (R) Matt Artero’s began his military career has included postings from Military Intelligence Battalion
Commander to Operations & Plans Division Chief for HQDA, G-2 and Operations Integration Team Chief for the ISR
Task Force. His overseas and combat deployments have included Korea, Panama, Iraq, Kosovo and Afghanistan. Colonel
(R) Artero currently works for TASC and is embedded as a Senior Intelligence Advisor with the Operations Division for
HQDA, G-2.

After 23 years of service in the UK’s Royal Air Force and over 5,000 flying hours in the UK, USAF and NATO AWACS,
Mr Roper has participated in operational missions in the Balkans, Kosovo,Afghanistan and Iraq. He was formerly the
Allied Command Operations representative for the NATO AEW&C Force and the NATO Alliance Ground Surveillance
Programmes. Mr Roper is currently the Group Head and Programme Director for NATO Owned Systems within the Joint
ISR Capability Area at the NCI Agency.

	 In the past decade of combat operations ISR has been conducted in permissive air space.The proliferation of assets has 	
	 led to a fleet which is not optimised for A2/AD operations and as attention shifts to future operating environments, which

Intelligence Surveillance and Reconnaissance and C2 Battle Management
Market Overview
The global market for airborne intelligence, surveillance
and reconnaissance (ISR) platforms and payloads is
thriving, with recent assessments pegging its latest
value at close to $20 billion and forecasts of up to $43
billion by 2020. Providing a high-end, versatile capability
that offers broad situational awareness, airborne ISR
is the force multiplier that no modern military can be
without – and recognition of this fact has led to a race
for information superiority in the sky.
The market comprises a range of vital systems from maritime
patrol aircraft to AEW&C aircraft and UAVs, all of which are
seeing strong acquisition across every major region.The recent
campaigns in Afghanistan, Iraq and Libya have proven that forces
now rely on all of these specialised aircraft to carry out efficient
and successful missions, from countering insurgent activity,
protecting local populations and identifying potential threats
from land, air or sea. Civil ISR spending is also on the rise, lending
further weight to the prospects of this expanding market.
Given the widespread race for airborne information, the
integration and interoperability of these systems is of course
playing a major focal point for the future of joint force operations.
With many nations prioritising the need to share information
and ISR resources with partners and allies, new opportunities for
commercial providers have come into play in line with the range
of new challenges inherent to the rapid advance of technology.
Global outlook
In the United States, a planned replacement effort for the
Northrop Grumman E-8 Joint Surveillance Target Attack
Radar System (Joint STARS) may be built using a new“agile”
acquisition paradigm that emphasises modularity and open
architecture.Among the contenders for the JSTARS replacement
are the Gulfstream G650, the Bombardier Global 6000, and a
ground surveillance version of the Boeing 737 (akin to the P-8
Poseidon). Many other international companies are actively
pursuing contracts for systems and sub-systems. In mid-2014,
several E-2C Hawkeyes were sent to Iraq as serious conflict
reignited. Northrop Grumman was awarded a $3.6 billion
contract to supply 25 more E-2Ds to the US military, bringing the
total number contracted to 50 aircraft. Boeing, during the same
period, secured a $250m contract to upgrade the Nato’s E-3
Sentry airborne warning and control system (AWACS) aircraft
fleet.
On the unmanned front, the US Air Force’s RQ-4 Global Hawk,
a wide area surveillance UAS, completed its 100th operational
mission in Southwest Asia, continuing to prove the viability of
the system.While the MQ-1 Predator fleet is to soon be retired
for the Reaper MQ-9, the platform has proved useful as an
intelligence gatherer. MQ-9 Block 5 upgrades have allowed for
heavier payloads, as well as simultaneous communications
between multiple air-to-air and air-to-ground parties, secure
data links, and an increased data transmission capacity.The US
Navy’s Triton remains in testing phase but will support a wide
range of missions including maritime patrol and search and
rescue, offering 24 hour endurance at altitudes over 10 miles
and coverage of 1 million square nautical miles of ocean within a
single mission.
Canada has shelved plans to acquire a complete manned ISR
platform solution owing to security and technical feasibility, but
will instead competitively procure some elements and obtain
others directly from the US government. Its fleet of Lockheed CP-
140 Aurora MPAs are to be replaced from 2026 with a new long-
range, multi-mission command and control and ISR platform.
Elsewhere in the world, the Middle East is shaping up to be a
hub for the intelligence aircraft market over the next decade as
the Gulf Cooperation Council (GCC) members seek to buy AEW
aircraft and with the US looks to establish a Centre of Excellence
in the region.Turkey’s modernisation has seen it join the ranks
of those able to deploy an advanced AEW&C capability, while
the UAE, Oman and Saudi Arabia are just three of the significant
countries contemplating upgrades and further options on
unmanned surveillance and early warning aircraft.The latter, for
example, is believed to be nearing a $2 billion E-3 fleet upgrade
programme.
European nations are very much concerned with the potential of
unmanned ISR, seeing potential cost savings in more numerous
remote systems as ISAF forces return home to reassess the
needs of tomorrow.The relatively permissive environment of
Afghanistan is unlikely to reflect future campaigns, which may
instead propose a battlespace featuring anti-access, area-denial
systems (A2/D2), a risk to manned, low-altitude aircraft.The
United States is likewise doing what it can today to better the
likelihood of stealth and collaboration with its international
partners, along with tackling the challenges of mass data fusion
and storage.
French and UK eyes in the sky have also seen success in Mali, and
with a number of emerging conflicts in Africa coming to the fore,
peacekeeping forces are turning to these resources to stay on
top of militant activity.Armed Forces from Nigeria to Kenya are
also deploying their own ISR assets to curb other deep-rooted
problems from poaching to drug trafficking, demonstrating a
burgeoning ground for sales.
Across Asia and the Pacific, the need for huge area coverage
coupled with border security and defense zone concerns have led
to string of heavy investments, with the likes of India considering
further expenditure on brand new aircraft, and the likes of China,
Japan and the Republic of Korea all announcing upgrades to
unmanned and AEW&C systems, owing to heightened territorial
tensions in the South and East China Seas. Smaller nations within
this region, including Vietnam, Singapore and Indonesia, have
also seen fit to pursue the acquisition of new ISR assets. Further
south,Australia has been readying its new fleet of Wedgetails,
promising to offer one of the finest systems in the world.
Developments in South America include Brazil’s sweeping
modernisation efforts extending to the airborne space, placing
emphasis to the tune of hundreds of millions of dollars on AEW
upgrades as a key component to expanding the operational
capacity of the air force. Surveillance aircraft are said to have
been invaluable in the fight against drug-trafficking, proving
to be a potential game-changer in Colombia, Mexico and the
Dominican Republic.
The Arctic is also a slowly but steadily emerging opportunity for
the ISR industry, with nations invested in the region announcing
key budget allocations.The protection of natural resources and
the at-risk environment, together with a distinct lack of recent
investment into state-of-the-art systems capable of operating
in such a large and unforgiving area, the need for improvements
cannot be underestimated.Developments in South America
include Brazil’s sweeping modernisation efforts extending to
the airborne space, placing emphasis to the tune of hundreds
of millions of dollars on AEW upgrades as a key component to
expanding the operational capacity of the air force. Surveillance

Bethel Vice President, Intelligence Education and Training J Mark Services, Inc. Brigadier General (R) Scott Bethel is the former Vice Commander of the US Air Force ISR Agency. He has more 27 years of senior leadership experience in intelligence and has deployed to combat areas including, Iraq (Desert Storm), Somalia, Rwanda, Bosnia, Kosovo, Iraq (Iraqi Freedom), and Afghanistan. He was NATO’s lead targeteer for OPERATION ALLIED FORCE and created the initial template for intelligence collection management at the theatre level for Operation Iraqi Freedom. Since retiring from the Air Force he is now Senior Vice President, International and Intelligence Training Programs at JMark Services, Inc. where his role includes being program manager for the ground breaking Royal Saudi Air Force training project. Intelligence Surveillance and Reconnaissance and C2 Battle Management Market Overview The global market for airborne intelligence, surveillance and reconnaissance (ISR) platforms and payloads is thriving, with recent assessments pegging its latest value at close to $20 billion and forecasts of up to $43 billion by 2020. Providing a high-end, versatile capability that offers broad situational awareness, airborne ISR is the force multiplier that no modern military can be without – and recognition of this fact has led to a race for information superiority in the sky. The market comprises a range of vital systems from maritime patrol aircraft to AEW&C aircraft and UAVs, all of which are seeing strong acquisition across every major region.The recent campaigns in Afghanistan, Iraq and Libya have proven that forces now rely on all of these specialised aircraft to carry out efficient and successful missions, from countering insurgent activity, protecting local populations and identifying potential threats from land, air or sea. Civil ISR spending is also on the rise, lending further weight to the prospects of this expanding market. Given the widespread race for airborne information, the integration and interoperability of these systems is of course playing a major focal point for the future of joint force operations. Global outlook In the United States, a planned replacement effort for the Northrop Grumman E-8 Joint Surveillance Target Attack Radar System (Joint STARS) may be built using a new“agile” acquisition paradigm that emphasises modularity and open architecture.Among the contenders for the JSTARS replacement are the Gulfstream G650, the Bombardier Global 6000, and a ground surveillance version of the Boeing 737 (akin to the P-8 Poseidon). Many other international companies are actively pursuing contracts for systems and sub-systems. In mid-2014, several E-2C Hawkeyes were sent to Iraq as serious conflict reignited. Northrop Grumman was awarded a $3.6 billion contract to supply 25 more E-2Ds to the US military, bringing the total number contracted to 50 aircraft. Boeing, during the same period, secured a $250m contract to upgrade the Nato’s E-3 Sentry airborne warning and control system (AWACS) aircraft fleet. On the unmanned front, the US Air Force’s RQ-4 Global Hawk, a wide area surveillance UAS, completed its 100th operational mission in Southwest Asia, continuing to prove the viability of the system.While the MQ-1 Predator fleet is to soon be retired for the Reaper MQ-9, the platform has proved useful as an intelligence gatherer. MQ-9 Block 5 upgrades have allowed for heavier payloads, as well as simultaneous communications between multiple air-to-air and air-to-ground parties, secure data links, and an increased data transmission capacity.The US Navy’s Triton remains in testing phase but will support a wide range of missions including maritime patrol and search and rescue, offering 24 hour endurance at altitudes over 10 miles and coverage of 1 million square nautical miles of ocean within a single mission. Canada has shelved plans to acquire a complete manned ISR platform solution owing to security and technical feasibility, but will instead competitively procure some elements and obtain others directly from the US government. Its fleet of Lockheed CP- 140 Aurora MPAs are to be replaced from 2026 with a new long- range, multi-mission command and control and ISR platform. Elsewhere in the world, the Middle East is shaping up to be a hub for the intelligence aircraft market over the next decade as the Gulf Cooperation Council (GCC) members seek to buy AEW aircraft and with the US looks to establish a Centre of Excellence in the region.Turkey’s modernisation has seen it join the ranks of those able to deploy an advanced AEW&C capability, while the UAE, Oman and Saudi Arabia are just three of the significant countries contemplating upgrades and further options on unmanned surveillance and early warning aircraft.The latter, for example, is believed to be nearing a $2 billion E-3 fleet upgrade programme.
