Duties, Accomplishments and Related Skills: Appointed as the Deputy Special Security Officer
(SSO). Assisting the Senior Intelligence Officer (SIO) in managing the USASOC Sensitive
Compartmented Information (SCI) program through understanding and interpretation of applicable
Executive Orders (EO), Intelligence Community Directives (ICD), Department of Defense (DoD), US
Special Operations Command (USSOCOM) and Department of the Army (DA) governing policies.
Review and revise USASOC SCI policy and Standing Operating Procedures (SOP) tailoring guidance
to accomplish assigned mission requirements while ensuring established SCI protection is maintained.
Maintain constant communication and collaboration with adjacent and higher DoD, National Agency
and other Government and contracted elements to ensure concise and efficient interoperability in the
joint worldwide environment USASOC operates. Ensure USASOC policy is provided to and
understood by all subordinate Command SSO personnel ensuring SCI protection. Providing direct
support and oversight to USASOC HQs Directorates, First Special Forces Command Airborne
(Provisional), US Army Special Operations Aviation Command (USASOAC), 75TH Ranger
Regiment, five Active Duty and two Army National Guard Special Forces Groups located throughout
the United States and while those subordinate Commands deploy elements worldwide. Provide direct
oversight to the proper operation of 4 Sensitive Compartmented Information Facilities (SCIF) located
within the USASOC HQs while also providing oversight and support to 53 additional SCIFs operated
by subordinates. Ensure annual self-inspections are conducted by each SSO / SCIF and as required
conduct Staff Assistance Visits (SAV), Initial Command Inspections (ICI) and Command Inspections
(CI) of subordinate elements to ensure SCI protection standards are maintained. Advise / assist
USASOC HQs Directorates and subordinate Commands for the 28 currently ongoing new SCIF
construction projects. Through the interpretation of current policy I ensure mandated security
procedures and construction standards are met as well as reviewing and coordinating with requesting
units to correct shortcomings in mandated standards, procedures and documentation. Review all
accreditation documentation and assist requesting units with corrections before submission to the

Defense Intelligence Agency (DIA) as the DoD Accrediting Official. This also applies to the
modification of existing SCIFs as required for mission support. Review requests and advise the SIO on
the approval of subordinate unit Temporary Secure Working Areas (TSWA) and Tactical / Temporary
SCIF (T-SCIF) requests. Perform SCI administrative actions to validate SCI eligibility, need-to-know
and conduct SCI indoctrination of personnel while maintaining local security records and the Joint
Personnel Adjudication System (JPAS) for approximately 350 military, Army civilian and Defense
industry contract personnel working within the USASOC HQs supporting US Special Operations
Command (USSOCOM) and USASOC SCI level activities and supporting contractor activities.
Receive and validate all visitor SCI access authorization requests using JPAS and Scattered Castles
database for non-DoD personnel as well as passing SCI access certifications for all USASOC HQs
personnel supporting official visits using JPAS and the Ground Intelligence Support Activity (GISA)
Multi-Media Message Manager (M3) electronic message traffic program for Non-DoD locations
visited. Maintain a continuing SCI security education and awareness program for all SCI indoctrinated
personnel within USASOC HQs while advising / assisting all subordinate units with their continuing
education programs for SCI indoctrinated personnel. Perform duties as an alternate Remote Terminal
Security Officer (RTSO) in support of SCI network / system access by establishing system accounts
for assigned personnel. Appointed as a Department of Defense Intelligence Information Systems
(DoDIIS) Public Key Infrastructure (PKI) Trusted Agent (TA) assisting with registration, download
and installation of PKI certificates for USASOC HQs personnel to ensure compliance with
requirements for electronic access to restricted databases and portals on the SCI network as well as
enabling the use of digital signatures and digital encryption of email traffic maintained on or accessed
through SCI automated information systems (AIS). Manage, supervise, and provide SCI support to
DoD contractors, including the review of DD Form 254, (Contract Security Classification
Specification) with Industrial Security personnel. Performed SSO duties as Army civilian (0080 / GG-
11) at US Army Special Forces Command from 08/21/2006 to 08/15/2008. Performed SSO duties as
Active military at Combined Joint Special Operations Task Force - Afghanistan for multiple rotations
while appointed as SSO at 3RD Special Forces Group (Airborne) from 11/01/1999 to 03/31/2006.
