KINSHIP NAVIGATOR UPDATE – the famous Tim Harless of Richland CCS and Peggy Reeves of Crawford JFS, along
with Crystal Allen of PCSAO, attended the federal Fostering Connections grantee conference in Washington DC this week.
The three day event was wonderful – keynotes included Children’s Bureau Commissioner Bryan Samuels (more on trauma
and well being); Case Western Reserve U’s Dr. Carol Musil presenting her 10 year research cohort of grandparents and
grandchildren. We had sessions devoted to sustainability, replication and dissemination, evaluation, etc. Peggy Reeves and
Tim Harless presented on replication of the Kinship Navigator model here in Ohio (the grantees are finalizing a Replication
Manuel – they will do a workshop at the PCSAO Conference!) Crystal presented on sustainability, particularly as part of the
full continuum of kinship and broader child welfare service system. We were also fortunate to spend time with grant
evaluator Julie Murphy of HSRI; she is a partner as PCSAO and state / regional partners seek a federal grant to bring Kinship
Navigator Services statewide. Other Ohioan PCSA reps in attendance were Kythryn Carr Hurd of Franklin CCS with the
Amethyst Women’s Residential Treatment grant group and Margy Weaver of Hamilton JFS with the Kids in School Rule!
grant group.) We did a lot of walking to site see, including viewing the monuments at night, and networked with our federal
staff and colleagues in other states.
MCWIC – the MCWIC (Partners for Ohio’s Families) Advisory Committee met Friday, June 8 to provide insight and
dialogue with ODJFS and each other on this effort. The Rule Review process continues, MANY THANKS to all the PCSA,
private provider and State staff that persist with this daunting task. We are seeking a moratorium on the regular 5 Year
Review process thru JCARR during this time. The STEP Technical Assistance enhancement work continues with a pilot
between ODJFS Office for Families and Children staff including TAS’ and three counties – Allen CCS, Licking JFS and Ross
JFS. ODJFS also continues to work for active dialogue and partnership with local agencies and state associations for child
welfare (including youth and resource families.)

2. SHARED SERVICES REPORT - the Kasich administration’s new report outlining current and potential governmental
efficiencies is available on-line, BeyondBoundaries.Ohio.Gov. “Beyond Boundaries” provides a shared services action plan
and other documents such as the 10 recommendations; promising practices and examples; the shared services survey that was
sent to schools and local government; and the survey results. Given the reduced Local Government Fund state resources, as
well as other state cuts, finding efficiencies is an essential strategy. Take a peek for ideas that might work in your world.
HUMAN TRAFFICKING UPDATE – HB 262 has now fully passed the Legislature and has been sent to the Governor for
his signature. PCSAO is very appreciative of all for final language allowing juvenile courts to hold all related charges in
abeyance for minor victims of trafficking, with court discretion to order individualized services (trauma informed care,
education, health, placement) while the youth engages in treatment. The court can eventually dismiss all charges, thereby
providing motivation to engage in services and a better potential future for these vulnerable youth. There are other positive
public policy provisions included, you can view an outline of the bill here. The Governor’s office is also preparing a
comprehensive report for how the State can better coordinate services among all agencies, re Human Trafficking. This report
is complimentary to the Ohio Attorney General’s HT Commission. Look for a series of Human Trafficking webinars (for
educators, students, parents/public) to be offered in early fall by the Ohio Dept of Education – PCSAO is assisting with these,

“UNLOCKING THE CHAINS” ANTI-HUMAN TRAFFICKING CONFERENCE ~ By Aaron Johnson, PCSAO Intern
On Friday June 8th, the Central Ohio Restore & Rescue Coalition and the Ohio Department of Public Safety co-sponsored the
third annual “Unlocking the Chains” Anti-Human Trafficking Conference. Roughly 100 participants attended three (out of
nine offered) sessions revolving around the theme of “Reduce Demand. Stand Together. Create Change”.
A key point that I took away from the conference was that the fight against sex trafficking is largely a fight against demand.
Trafficking is a commercial enterprise, and so if fewer people desired to pay for sex then profits and incidence would also
decrease. Furthermore, I learned that there are two concrete actions that I can take to reduce demand. First, I can reject
pornography which hyper-fuels the sex trafficking industry. Second, I can speak out against the “seeds” of human
trafficking—the media images which normalize the objectification and exploitation of women.

are available at the ECRC for families with young children. These programs provide opportunities for parents to work
with their young children on age-appropriate activities that spark imagination and promote learning in a variety of
learning domains and content areas. Parents who attend this workshop will receive a free one-year membership at the
Early Childhood Resource Center. Member benefits include: participation with the Inspiration Station, access to

3. REPORT: 1 OUT OF 10 ELIGBLE OHIO CHILDREN RECEIVING SUMMER MEALS – Report: 1 out of 10 Eligible

When it comes to keeping low-income children from going hungry during the summer months, a new
report finds Ohio is falling short. The report ranked Ohio 37th among states in participation in summer
food programs. According to the Food Research and Action Center, last year in the state more than
844,000 children were enrolled in the free or reduced-price school lunch program. But the executive
director of the Ohio Association of Second Harvest Foodbanks, Lisa Hamler-Fugitt, says only a
fraction of them are getting adequate nutrition during the summer months.
"This summer, unfortunately, only about one out of every ten of those children will be reached through
a summer food service program, primarily due to a lack of sponsors and sites within communities
where low-income children and their families reside." Hamler-Fugitt says it's not too late, however, to
ensure that hungry children benefit from food programs this summer. Local groups, schools, faith-
based, or not-for-profit organizations interested in becoming food program sites are encouraged to contact the Ohio
Department of Education, so they can be connected with potential sponsors. Families can find nearby summer meal sites by

BRING YOUR TEAM TO ATHENS JUNE 28, TOLEDO AUGUST 14, OR DAYTON AUGUST 15 – In evaluations of
our first forum, PCSA execs reported high levels of satisfaction when they were able to bring together a team of stakeholders
including their judge or magistrate, prosecutor, private provider, adoption advocate, and board member or commissioner. Ideal
teams number between 5 and 8, with a strong balance between PCSA staff and other stakeholders. Many agencies already
embrace a culture of permanency, but may run into roadblocks on the legal end. Having court personnel present to hear about
the importance of rapid and efficient case administration can go a long way toward improving understanding, directors told us.
Three more forums on permanency are coming up. Community partners interested in attending should contact their local
PCSA director. Registration for the Athens forum closes June 21.

• Presenter: Rachel E. Adkins, MSW, LSW, Anti-Human Trafficking Education Specialist, The Salvation Army
• Summary: This training will discuss the definition, scope and prevalence of human trafficking internationally and in the
US, with a focus on Ohio. The differences of labor trafficking and sex trafficking will be outlined, including
definitions, risk factors and prevalence. Participants will learn how and where human trafficking takes place, the
multiple psychological and physical effects of trafficking on victims, and how to identify and help survivors. There
will also be discussion on reducing the demand for trafficking, as well as information on pimp/trafficker control
tactics. There will be a focus on at-risk youth for trafficking, their vulnerability factors, and how to identify a
potential minor victim and link him or her with appropriate resources and services. There will be discussion on
trauma and how to provide trauma-informed services to survivors of trafficking. There will also be information on
how to get involved in the effort to combat trafficking locally.

TEEN AND UNPLANNED PREGNANCY PREVENTION
The key to reducing teen pregnancy among Latinas lies in education, according to a report
released by The National Campaign to Prevent Teen and Unplanned Pregnancy.
Fast Facts:
Nearly half the Latinas in the U.S. get pregnant before age 20.
The U.S. has the highest rate of teen pregnancies in the developed world with about
750,000 pregnancies yearly.
Latino teens and young adults are twice as likely as non-Hispanic blacks and four times more likely than non-
Hispanic whites to have dropped out of high school.
More than 35 percent of Latinas who drop out of high school between their sophomore and senior years say it is
because of pregnancy.
More than half (54 percent) the Latina teens who have babies do not complete high school, compared to 34 percent of
teen moms overall.
WELCOME TO INTERN YIWEN CAO – PCSAO is pleased to add another intern to its staff this summer. Yiwen Cao is
currently a MSW/PhD combined student in social work at the Ohio State University. She received a BA in English and a MA
in English Literature from Beijing Normal University (BNU) in China. Her research interests are child services, service
delivery, program evaluation, performance measurement and management in human services organizations. Past professional
experiences include internship in Child Welfare Center in One Foundation Philanthropy Research Institute at BNU, a
psychosocial support project at Red Cross Society of China and the Multicultural Center at the Ohio State University. Yiwen
will be with us two days a week through May 2013 and will be involved with human resource projects.

On this day in 1884, the first roller coaster in America opens at Coney Island, in Brooklyn, New York.
Known as a switchback railway, it was the brainchild of LaMarcus Thompson, traveled approximately
six miles per hour and cost a nickel to ride. The new entertainment was an instant success and by the
turn of the century there were hundreds of roller coasters around the country.
