   These two departments are service providers
    and they perform routine activities and keep
    the Ministry running.

   We have achieved better efficiency and
    accountability in these areas of operation
DEPARTMENT OF EVALUATION AND STANDARD
   Purchase of 30,659 Longman AND 25,637 Macmillan
    dictionaries at the cost of N74, 646, 650.00 for Public Senior
    Secondary Schools & Secondary Schl Curriculum from NERDC
   Compilation of list of books evaluated for 2012/ 2013 academic
    session
   Joint Mock had been conducted, marked and computerization of
    results is on-going.
   2nd Term Examination had been completed, marked and the
    results were released to pupils in Primary Schools.
   Primary School Leaving Certificate/ Placement Examination has
    been conducted in the state.
   Conduct of Junior Secondary School Certificate Examination
   Conduct of Common Promotion Examination for pupils in
    primaries 3-5 in public schools is on course and is scheduled to
    hold on the 11th- 13th July, 2012. All approvals obtained.
   Printing of Guidance Counselor’s schedule of work and the
    distribution to various secondary schools in the State
DELIVERY OF 30,659 LONGMAN DICTIONARIES
INSPECTORATE DEPARTMENT
   At the 2011 World Teachers Day best teacher in Primary was
    rewarded with a brand new Kia Picanto and best Teacher Secondary
    was also given a brand new Toyota Yaris

   Regular and Sustained Inspection/Visits to 516 Public and Private
    Schools out of 783 Public and 129 approved private schools

   Operational Inspection/Visit to schools was carried out in April for the
    third term 2011/2012 academic Session

   The Ministry was represented at Joint consultative Committee on
    Education (JCCE) meeting at Lokoja in June, 2012.

   The Bill for the establishment of a Quality Assurance Agency is ready
    for presentation by the Governor to the House of Assembly for
    passage into Law.

MONITORING OF SCHOOLS
   Land had been acquired from the Bureau of Lands for the
    construction of the building for Ekiti State Agency for Quality
    Assurance in Education. The bill for the agency is in process at EKHA.

   Stakeholders meeting in the three Education Districts in the State.
    Meetings held on May 5th, 10th and 17th, 2012;

   Approval was given by Mr. Governor for the Department and FMOE to
    hold a Quality Assurance workshop for Education Officers and
    Principals of Schools to intimate them with the new Quality
    Assurance instruments.

   The schedule for Whole School Evaluation (WSE)/Monitoring of
    Schools for 2nd and 3rd Terms were drawn and dispatched to the
    Parastatals. The schedule was meticulously followed by the
    Inspectorate Department, Tutors-General and Teaching Service
    Commission and Area Education Officers.

   Approval of ₦16,000,000 for 2012 world teachers day and
    preparations for the 2012 World Teachers Day (WTD) Celebrations
    had begun in earnest. The celebration date to be announced.

   Contract awarded for the renovation of a block of 4 classrooms at Govt. College,

ORASE – OPERATION RENOVATE ALL SCHOOLS

 The  first phase accomplished the
  renovation of 100 Schools across Ekiti
  State to the tune of N1.9b including
  purchase of………
 School furniture worth N600m. The target
  is a total of 40,000 units to be delivered
  by 2013.

SCHOOL, ADO EKITI
SCHOOLS DEPARTMENT
   Re-articulation of Secondary Schools to ensure adequate funding and
    encourage seamless transition of students from Junior secondary to
    senior secondary
   Payment of WAEC registration fee of candidates in public senior
    secondary schools in 2011 and 2012
   Prompt Payment of grants to public secondary schools across the
    state
   Registration of 29 candidates with special needs for 2011
    NECO/SSCE and 28 in 2012
   We have also successfully pegged enrolment in schools to 40 students
    per arm and a maximum of 200 per class in all areas in Ekiti except
    for Ado and Ikere Township who can admit up to 240 Students’ in view
    of the population
   Purchase of Braille Computers and instructional materials for the 3
    special schools
   Procurement of 100,000 school bags for Public Secondary School
    Students
   Upgrading of the 3 Special schools at Ikoro, Ikere & Ido-Ekiti

   N1,739,500.00 was approved for Nestle Milo Championship in Ogun
    State and the state came 3rd
   N1,165,000 was approved and released for Airtel football competition
    held at Ibadan, Oyo State. 2011
   Annual Kiddies Olympic festival for primary school pupils was held
   N5m was approved and released for National Schools Sport Festival
    (NSSF) “Calabar 2011” The state won 56 medals
   Procurement of sports equipment worth N7,522,100 to schools in the
    state
   Ekiti State came first in U-15 girls category at the NASCOM Table Tennis
    competition held at Ibadan
   Approval for purchase of Chess and Scrabble board games for all public
    secondary schools in Ekiti worth N1,710,000
   N1.5m was expended on Airtel Rising football tournament and the boys
    category came second in the Southwest zone
   Nestle Milo Basketball championship for secondary schools. The state
    came fifth (5th) in both boys and girls category out of the ten states
    zoned to the western conference
   N9,070,332 was approved and released for handball under-15 world cup
    “partille cup 2012” in Sweden. The team travelled out two days ago.
SPORTS EQUIPMENT BEING DISTRIBUTED TO
SCHOOLS
DEPARTMENT OF SCIENCE TECHNOLOGY
    AND MATHEMATICS
   Procurement of solar powered netbook computers with Microsoft professional and
    Dualsoft education software for public secondary school students. Computers are
    currently being received in tranches. By the end of 2012, we should have received
    33000 for students and the entire 18000 for Teachers.

   Laptop acquisition scheme for public school teachers

   Computer Training for some selected teachers in Ekiti Central Senatorial District.

   Computer Training for Area Education officers and Directors.

   Commencement of Science and Technology Incubation Centre

   Re-Construction of 250 Capacity bed Space Hostel for students of Ekiti State
    Government Science College, Ayede –Ekiti

   Received a donation of the state of the art Physics, Chemistry and Biology laboratories
    from STARDEEP waters Nigeria Limited and its partners in the AGBAMI Oil field project for
    Ode High School, Ode-Ekiti

   Donation of 90 desktop computers from Murtala Mohammed Foundation for six (6)
    schools
GOVERNMENT SCIENCE COLLEGE AYEDE WHEN
IT GOT BURNT AND AFTER CONSTRUCTION
TERTIARY DEPARTMENT
 Seamless merger of USTI, UNAD and TUNEDIK into
  EKSU.
 Re-enacting the Law that established the College of
  Education, Ikere Ekiti
 Education Summit was held on 4th -5th May 2011
 Illegal Tertiary Institutions are not allowed to
  operate freely in the state anymore.
 Federal University of Oye/Ikole took off
 JAMB was successfully monitored
 Facilitating of two students for postgraduate
  studies in China.
 Provision of Luxurious buses for all the Tertiary
  Institutions in the state.
AGENCY FOR ADULT AND NON-FORMAL
    EDUCATION (AANFE)
   Payment of 7 months’ outstanding honoraria, airing of radio lesson
    (N2.41 million) to the 50 facilitators of 2010 Literacy session of
    Literacy by Radio programme.

   Successful airing of Literacy by Radio Programme in the 2011 Literacy
    session with N2.0 million – 1496 learners participated. The literacy
    level in the State is now 72.2% as against 67% in 2009.

   2000 candidates of Ekiti State benefited from the State JAMB/UTME
    programme in 2011 while in 2012, 1900 candidates benefited –
    N11.32 million in 2011 and N8.96 million 2012 were expended.

   Development of Ekiti State Basic and Post Literacy Primers that take
    care of the immediate environment and the interest of the adult
    learners.
   Mr. Governor’s approval to commence Ekiti State Remedial Colleges in
    the 16 Local Government Areas.
ADULT LEARNERS

   AANFE
   Printing of Ekiti State branded exercise books with for the adult
    learners.

   82 apprentices graduated from PAAM literacy/vocational centre
    in 2011 while 21 graduated in 2012 in various trades. At Osi
    Vocational centre 26 learners graduated in different vocations
    on 26th December, 2011.

   Items of vocational equipment were distributed to the various
    women vocational centres in the State – Osi, Erimope, Ijero and
    Aramoko.

   Capacity building for 33 senior members of staff and Board
    members on the techniques for implementation of Non Formal
    Education programmes in the State.

   Graduation ceremonies were also organized at Ipao and
    Aramoko for adult learners in Basic and Post Literacy
    Programmes 33 learners at Ipao and 27 at Aramoko.
   Sensitization visits were carried out on the establishment of
    Early Child Care Development Education in the State. All the
    16 Local Government Areas were visited. 14 ECCDE centres
    were established in collaboration with State Planning
    Commission (SPC).

   Agency/UNICEF organized workshop on ECCDE for
    parents/stakeholders took place in the State.

   N569,000.00 was approved and released for the procurement
    of instructional materials in 2011 and 2012 literacy sessions.

   Provision of new Hilux pick-up van.

   Identification of facilities in all the 16 LGAs for the take-off of
    Remedial Colleges in September, 2012.

   Monitoring of NFE programmes by Board Members
BOARD FOR TECHNICAL AND VOCATIONAL
EDUCATION (BTVE)
   A sum of N5m was made available by the State Government in August
    2011, for a summer camp where 612 youths were trained in various areas
    of trade. This is a pet project aimed at inculcating in our youths the culture
    of creativity with a view to reducing unemployment among our youths in
    secondary school and also to make them employers of labour later in life.

   The state Government released the sum of N5.23m in September 2011 for
    the accreditation of three courses in Government Technical Colleges Ado-
    Ekiti and Ikole-Ekiti where a workshop, one of the 17 on-going projects, was
    completed to facilitate accreditation of Bricklaying and concreting. This has
    boosted the morale of the staff and students of the colleges.

   Government approved and released the sum of N3.33m in September 2011
    for the construction of 420 pairs of student’s lockers and chairs by direct
    labour. This was handled by the Production Unit of the Colleges. This
    ameliorated the sitting problem of the students on completion and
    commissioning, it also gave the students added advantage of practical
    experience.
MOU – SAMSUNG ENGINEERING ACADEMY

   Government approved a variety of staff capacity building programmes to
    enhance the service delivery of members of staff of the BTVE:-

   N3.9m was expended in August 2011 on 38 members of the technical
    teaching staff by the State Government.

   The sum of N261,600.00 for one day seminar for all members of teaching
    staff was released and spent in April 2012. This was aimed at increasing
    staff productivity.

   Government in June 2012, approved study visits to National Board for
    Technical and Vocational Education (NBTE) Kaduna and Education
    Resource Centre/Technical College Osogbo, by Board Members and
    Management team of the BTVE with a view to finding out possible ways of
    expanding the coast of Technical and Vocational Education and Training
    (TVET) in Ekiti state for economic emancipation at a cost of N318,500.00k.
    The state Government also sponsored the BTVE Board Chairman and
    Permanent Ministry of Education, Science and Technology to Canada on
    study tour to enhance Technical and Vocational Education in the State.

   Contract for the Purchase and supply of tools and equipment worth N22m
    have been awarded under 2012 budget.
   Government approved and released a total of N13,594.400.00
    running grants to the six technical colleges in the State for
    effective running of the colleges and the training of students
    during the past one year, including the last term of 2010/2011
    session.

   Rehabilitation of the Administrative Block at the Government
    Technical college Otun-Ekiti at the cost of N3,152,511.12 was
    carried out between July and November 2011. This is with the
    view to making administration of the college more convenient.

   Government approved the renovation of the electrical
    Installation workshop at Government Technical College Ado-Ekiti
    though direct labour by students of the Technical Colleges at
    total cost of N1.24m giving the students the opportunity for
    improved practical know how apart from the necessary due
    maintenance of the building.
   Foundation Laying Ceremony of the Samsung Engineering
    Academy at Government Technical College, Ado – Ekiti and Ekiti
    Life Academy at Government Technical College, Ilumoba – Ekiti
   N7.49m was released to BTVE for the registration and
    conduct of the 2012 final year examinations respectively of all
    the students of the Technical Colleges in the State.

   Government, in May 2012, approved the construction of
    additional 283 pairs of students chairs and lockers at a cost
    of N3m for the use of students of the Government Technical
    Colleges in the State.

   Government in June 2012 approved the sum of N1.5m for the
    purchase of relevant text books for the use of students of the
    Government Technical Colleges in Ekiti.

   Government also approved the sum of N124,000.00, in June,
    2012, for publicity to facilitate better turn-out of candidates
    for supplementary admission into Government Technical
    Colleges in the State. This is because NABTEB which is
    charged with the responsibly to admit students into Technical
    Colleges Nationwide has not been proactive in this direction.
EKITI STATE EDUCATION TRUST FUND (EKS-ETF)

 Funding generated from contracts allocated at
  the Local and State Government
 The refurbishment of the project vehicle i.e
  Toyota Corrolla had been completed thereby
  making it easy for the office to visit all its
  revenue bases without much problems
 Approval given for purchase of vehicles to
  enhance revenue mobilization from corporate
  organizations up to the tune of N24m.
 Currently planning a N2.0b fund raising event to
  assist with revamping Education infrastructure.
LIBRARY BOARD (LB)
   Acquisition of 20,000 copies of books worth Forty Million
    (N40,000,000.00) Naira donated by the Books For International
    Goodwill (BIG) and distributed to School Libraries in the State
    (photograph attached).

   Purchase of books worth Five Million, Seven Hundred Thousand
    (N5,700,000.00) Naira to the State Library Board (photograph
    attached).

   Binding of Newspapers/Magazines from January, 2007 – June,
    2011 (photograph attached).

   Approval to purchase additional books worth N1,000,000.00

   Approval to construct an Ultra modern State Library in Ado

SCHOLARSHIP BOARD (SB)
   A total sum of N27,600,000.00 was approved and disbursed for payment of year 2010
    law school bursary award for 184 Law School Students in the four Campuses of the
    Nigeria Law School at the rate of N150,000.00 per student.

   Payment of the sum of N7,296,000.00 as the tuition fees of the Maritime students
    studying in Maritime institute Alexandra, Egypt .

   Disbursement of N27,060,000.00 to the first batch undergraduate beneficiaries of year
    2010/2011 scholarship award.

   Two undergraduate students who were nominated for the Brazilian BEA Scholarship
    Award have traveled to Brazil at a cost of N3,148,950.00 with the help of the State
    Government.

   Approval of N5000 bursary for every Ekiti State student in Tertiary institutions

    In January, 2012 the board was involved in the Federal Scholarship award interview
    which was conducted for undergraduate students in the state between 23rd and 25fh
    January 2012 and 28 students were awarded.

   Distribution of 24 Laptops to winners of 2010/2011 Challenger series competition in Ekiti
    State secondary schools.
   The outstanding payments for year 2011 scholarships and 2012 Law School students
    bursary are now ready for disbursement.
STATE UNIVERSAL BASIC EDUCATION BOARD
    (SUBEB)
   Capacity Building - 4,160 teachers trained in the modern methods of handling the newly
    introduced primary schools curricula . A total of over 9000 teachers trained over the long
    vacation.

   Promotion of Teachers: The Board promoted 1,953 primary school teachers to various
    grades under the 2010 promotion year and the letters of promotion were distributed to
    the affected teachers on February 15, this year as approved by the State Government.

   Official Vehicles for Newly Appointed Education Secretaries: Official vehicles were for the
    first time, presented by Mr. Governor to the Education Secretaries for effective and
    regular monitoring of schools.

   Teachers’ Welfare
     a. Procurement and distribution of 400 motorcycles to rural teachers to ease their
    transportation problems.
     b. The Ekiti State House of Assembly passed an enabling law for the introduction of
    Housing and Car loans for primary school staff.

   Establishment of New School:
    Nineteen new primary schools were established in the State at the beginning of the
    current academic session to increase accessibility.

(ii) Village Meetings: Village meeting was initiated to mobilize and
    sensitize the communities on the need to improve enrolment in rural areas.
    (iii) Road Walk: For the first time, road walk was initiated where towns
    and villages were visited by the Board members on school enrolment and
    support of communities on UBE programme. It was done in conjunction
    with Glo Mobile Communications, handbills, jingles and campaign vehicles
    were used to drive home our points.

   Independent Projects Committee – (IPC): The team was put in place to
    monitor and supervise projects to ensure quality jobs, monitor contractors
    to improve completion rates and compliance on standards.

   Subtle Learning:
    (a) Drama competition: The Board organized Inter-Primary Schools Drama
          competition and trophies were donated to the best 3 schools.
    (b) Literary and Debating society: Every school has been directed to set up
    literary and debating society to sharpen their spoken ability and confidence
    in public speaking, and also organized debate and quiz competitions. A quiz
    competition was organized by PTA with the support of the Board for primary
    schools. The best schools were rewarded. Furthermore, arrangement has
    been concluded by the Board with the State owned Television to sponsor
    Inter-Schools Debate Competition on Air.
   UBECThe breakdowns are as follows:
    Construction:
    ECCDE          -     10 blocks of 2 classrooms
    PRIMARY        (a) 12 blocks of 6 classrooms

    ETF Projects:
    The renovation and upliftment of the entire Methodist Primary School, Orin-Ekiti is
    ongoing and nearing completion.

   Social Mobilisation: The Board embarked on the following:
    (i) Advocacy Visits: Advocacy visits were made to various stakeholders on their
    roles and responsibilities towards educational development in the state. Such
    stakeholders include UNDP, UNESCO, World Bank, UBEC, ETF and Law
    Enforcement Agents. Also traditional and faith based institutions in Ekiti State
    were visited to canvass for their support.
   Child Friendly Initiative (CFI): Child-friendly initiatives have been introduced
    to make academic activities more interesting. They are:
    (i) Open-Day: Open Day programme was organized for schools to enable
    parents visit their children and wards in Schools and interact with their
    teachers to access their performances. The visit took place between 14th
    May and 23rd May 2012. It was highly successful and applauded by
    parents/guardians.

    (ii) School Sports: Inter-House School Sports Competitions in all the schools
    is being encouraged and mandated, while participation in both state and
    national sports competitions have been enhanced. The Board is also
    mobilizing Multinational Corporations and other stakeholders in this task of
    developing sports in the state. For example, the Board has organized Inter-
    Primary Schools Table Tennis Competition in partnership with private
    individuals.

    (iii) Tree Planting: Old students and communities are being mobilized in
    planting of trees and flowers to beautify primary schools environment and
    make it more conducive for learning and teaching. This will be flagged off
    as soon as schools resume.

    (iv) Graduation Gown: Branded graduation gowns have been produced for
    school use to make school graduation ceremonies more academic and child
    friendly.
   Regular and Effective Monitoring Of Schools:
    The Board has initiated a regular and aggressive monitoring of schools to
    check indiscipline, truancy, laziness and other vices that are militating
    against an enhanced basic education programme. It is also compulsory for
    all the management staff of the board to monitor at least two schools in a
    week.

   Re-Designing Of Report Cards:
    The Board noted some lapses in the report cards being used for the pupils
    of primary schools and therefore re-designed the cards to make evaluation
    more effective and also to reflect the laid down rules of quality assurance.

   Capacity Building for Contractors: For the first time in the history of the
    State, the Ekiti SUBEB organized a capacity building workshop for
    contractors handling SUBEB/UBEC projects to checkmate the contractors
    against performing shoddy and sub-standard jobs, and to ensure projects
    are executed in accordance with UBEC guidelines and regulations.

   Flag-Off of “Operation Renovate all Schools”: The Governor of Ekiti State,
    Dr. Kayode Fayemi flagged-off the newly initiated “Operation Renovate All
    schools at AUD Nursery Primary School, Irona, Ado-Ekiti. The idea was
    conceived by the State Government to ensure complete transformation of all
    schools in the State through the provision of adequate infrastructures.
TEACHING SERVICE COMMISSION (TSC)
   Appointment of Tutors General in the 3 Education districts

   Appointment of permanent secretaries in Teaching Service Commission

   Procurement of 32 project and monitoring vehicles for 16 Area Education
    Officers and 16 newly appointed Education Secretaries in the State.
   Promotion arrears of 2009 and 2010 cleared
   Regular Payment of salaries of Teaching and Non-Teaching Staff;
   Promotion of Teaching and Non-Teaching Staff: About 4,620 staff of the
    Commission were promoted in Jan. and July 2010;
   Six Principals and twenty eight Vice – Principals who retired from service
    were replaced;
   Regular routine monitoring and Inspection of Schools;
   Induction Course for Tutors – General: A two day induction course was
    organised for the three newly appointed Tutors General;
   Designing the Templates for collation of student Data base and save
    Statistical Data for School;
HANDING OUT OF CAR/HOUSING LOAN CHEQUE

   Re-orientation on Dress code of Teaching and Non- Teaching Staff –
    there had been drastic change in the dressing of teachers in Public
    School in the State. Principals and teachers’ dressing and comportment
    have impressively improved tremendously

   Beautification of School Gates: - following the concerted efforts of the
    Commission, there had been noticeable changes in the Construction of
    Public Schools gates in the State. A befitting Change;

   Appointment of 100 watchmen to fill existing vacancies in the Public
    Secondary Schools;

   Disbursement of housing and vehicle loan advances to Teaching and
    Non – Teaching Staff as well as effectively monitoring the refund to
    ensure the revolving system to benefit many other

   Quality Control - the College established a full-fledged Directorate of Quality
    Control and Assurance headed by a Director.

   Research –research activities have improved considerably as the College
    has set up research teams working with the Provost as the Principal
    Researcher
   Quality of Publications for Promotion - Management has set up an Accreditation
    Committee to review and assess all books and monographs to determine their
    acceptability

   Power sharing - appointment into various positions in the College is done on merit
    without consideration for mundane issues.

   Staff-Management Relationship -Good and harmonious relationship have been
    created and are now existing between Management, staff and the unions.

   Pensioners- Salaries of pensioners have been harmonized to put them on their proper
    salary status

   Upgrade of Library Facilities - Full automation of the Library has been carried out. Our
    students can access libraries on the web

   ICT Compliance - The College is presently constructing a Community Internet building
    with modern internet services (VSAT) wireless network, equipment, transmitter base
    station and computer systems

   New Programmes - The College has established a Postgraduates School to run the
    National Teachers Institute (NTI) Post-graduate Diploma in Education and Obafemi
    Awolowo University (OAU), Ile-Ife degree in Education courses
   Student Welfare - The Management enjoys cordial relationship with students of the
    College

   Parents’ Forum - Parents’ forum has been introduced to bring in parents to help in
    the maintenance peace and contribute to the development of the College.

   Staff Capacity Building

   Improving Internally Generated Revenue (IGR) - The College is renovating its Guest
    House, Block Making Industry and the College Farm to boost its Internally Generated
    Revenue (IGR)

   Promotion of Sporting Activities - Participation of staff and students in sporting
    activities is being encouraged.

   External Linkages - The College has been able to establish links with external bodies
    with a view to attracting grants and sponsorship.

   EKSU has installed solar street lights within the campus
   Contract awarded for the perimeter fencing of EKSU for
    ₦19 million / Completion of the main entrance gate with
    tarring of the approach. It has just awarded another
    phase of perimeter fencing. The goal is a complete fence.

AWARDS AND LAURELS
   Participation in the 2012 edition of “ La Francophone” at CFTD
    Ibadan where Ekiti State secured 2nd and 3rd positions in two
    different competitions
   N50m award of 2nd best UBEC Performance in the South West
   The State won the 3rd position in the Mr. President’s Inter SUBEB
    Primary Schools Debate Competition (South West) Zone held on the
    14th – 17th Feb. 2012. The competition was hosted by Ekiti State
   The Board also received an award for the Best Agency in Human
    Resources Management and Infrastructural Development in Nigeria
    by the Nigerian Institute of Building.
   Best science teacher’s project won by Mr. Eweje Olaonipekun of
    Government Science College, Ayede Ekiti representing Ekiti state, in
    the production of laboratory friendly bio-chemical dispenser.
   1st in the South West Competition and overall 4th position in the National
    Competition for Young Talent Discovery Project award year 2011 for
    PTDF Debate Competition
   Third position in the Mathematical Association of Nigeria (M.A.N.)

EDUCATION TOURISM EDUCATION = WEALTH

   Education increases the earning capacity of individuals
   A compelling body of research links primary and
    secondary education to economic development and
    growth. This research recognizes people as a type of
    economic asset – “human capital” – and shows that
    increased investment in health, skills, and knowledge
    provides future returns to the economy through: increases
    in labor productivity.
    Education increases workers’ average earnings and
    productivity, and it also reduces the incidence of social
    problems such as drug abuse, crime, welfare dependency,
    and lack of access to medical care, all of which can weigh
    heavily on the economy.
EDUCATION = WEALTH
 Lifelong learning has literally become the new
  infrastructure of our knowledge-based economy.
 Education, as infrastructure, means that we must
  be willing to see our schools, colleges and
  universities as key players in economic
  development—because of the talent they create,
  the research they conduct, and the new
  knowledge they produce.
 It is partly from research and innovation that new
  companies are born, new ideas are birthed and
  new jobs are created.
 Indeed, research and innovation help to drive
  economic expansion and the creation of new
  wealth.
According   to Thomas L.
 Freidman in his essay on:
 “Pass the books, Hold the
 Oil”, we intend to mine the
 brains of our people even if
 we have no oil to drill.

INSPECTORATE DEPARTMENT  At the 2011 World Teachers Day best teacher in Primary was rewarded with a brand new Kia Picanto and best Teacher Secondary was also given a brand new Toyota Yaris  Regular and Sustained Inspection/Visits to 516 Public and Private Schools out of 783 Public and 129 approved private schools  Operational Inspection/Visit to schools was carried out in April for the third term 2011/2012 academic Session  The Ministry was represented at Joint consultative Committee on Education (JCCE) meeting at Lokoja in June, 2012.  The Bill for the establishment of a Quality Assurance Agency is ready for presentation by the Governor to the House of Assembly for passage into Law.

  • 20. Land had been acquired from the Bureau of Lands for the construction of the building for Ekiti State Agency for Quality Assurance in Education. The bill for the agency is in process at EKHA.  Stakeholders meeting in the three Education Districts in the State. Meetings held on May 5th, 10th and 17th, 2012;  Approval was given by Mr. Governor for the Department and FMOE to hold a Quality Assurance workshop for Education Officers and Principals of Schools to intimate them with the new Quality Assurance instruments.  The schedule for Whole School Evaluation (WSE)/Monitoring of Schools for 2nd and 3rd Terms were drawn and dispatched to the Parastatals. The schedule was meticulously followed by the Inspectorate Department, Tutors-General and Teaching Service Commission and Area Education Officers.  Approval of ₦16,000,000 for 2012 world teachers day and preparations for the 2012 World Teachers Day (WTD) Celebrations had begun in earnest. The state came fifth (5th) in both boys and girls category out of the ten states zoned to the western conference  N9,070,332 was approved and released for handball under-15 world cup “partille cup 2012” in Sweden. TERTIARY DEPARTMENT  Seamless merger of USTI, UNAD and TUNEDIK into EKSU.  Re-enacting the Law that established the College of Education, Ikere Ekiti  Education Summit was held on 4th -5th May 2011  Illegal Tertiary Institutions are not allowed to operate freely in the state anymore.  Federal University of Oye/Ikole took off  JAMB was successfully monitored  Facilitating of two students for postgraduate studies in China.  Provision of Luxurious buses for all the Tertiary Institutions in the state.

AGENCY FOR ADULT AND NON-FORMAL EDUCATION (AANFE)  Payment of 7 months’ outstanding honoraria, airing of radio lesson (N2.41 million) to the 50 facilitators of 2010 Literacy session of Literacy by Radio programme.  Successful airing of Literacy by Radio Programme in the 2011 Literacy session with N2.0 million – 1496 learners participated. The literacy level in the State is now 72.2% as against 67% in 2009.  2000 candidates of Ekiti State benefited from the State JAMB/UTME programme in 2011 while in 2012, 1900 candidates benefited – N11.32 million in 2011 and N8.96 million 2012 were expended.  Development of Ekiti State Basic and Post Literacy Primers that take care of the immediate environment and the interest of the adult learners.  Mr. Governor’s approval to commence Ekiti State Remedial Colleges in the 16 Local Government Areas.

Printing of Ekiti State branded exercise books with for the adult learners.  82 apprentices graduated from PAAM literacy/vocational centre in 2011 while 21 graduated in 2012 in various trades. At Osi Vocational centre 26 learners graduated in different vocations on 26th December, 2011.  Items of vocational equipment were distributed to the various women vocational centres in the State – Osi, Erimope, Ijero and Aramoko.  Capacity building for 33 senior members of staff and Board members on the techniques for implementation of Non Formal Education programmes in the State.  Graduation ceremonies were also organized at Ipao and Aramoko for adult learners in Basic and Post Literacy Programmes 33 learners at Ipao and 27 at Aramoko.

All the 16 Local Government Areas were visited. 14 ECCDE centres were established in collaboration with State Planning Commission (SPC).  Agency/UNICEF organized workshop on ECCDE for parents/stakeholders took place in the State.  N569,000.00 was approved and released for the procurement of instructional materials in 2011 and 2012 literacy sessions.  Provision of new Hilux pick-up van.  Identification of facilities in all the 16 LGAs for the take-off of Remedial Colleges in September, 2012.  Monitoring of NFE programmes by Board Members

BOARD FOR TECHNICAL AND VOCATIONAL EDUCATION (BTVE)  A sum of N5m was made available by the State Government in August 2011, for a summer camp where 612 youths were trained in various areas of trade. This is a pet project aimed at inculcating in our youths the culture of creativity with a view to reducing unemployment among our youths in secondary school and also to make them employers of labour later in life.  The state Government released the sum of N5.23m in September 2011 for the accreditation of three courses in Government Technical Colleges Ado- Ekiti and Ikole-Ekiti where a workshop, one of the 17 on-going projects, was completed to facilitate accreditation of Bricklaying and concreting. This has boosted the morale of the staff and students of the colleges.  Government approved and released the sum of N3.33m in September 2011 for the construction of 420 pairs of student’s lockers and chairs by direct labour. This was handled by the Production Unit of the Colleges. This ameliorated the sitting problem of the students on completion and commissioning, it also gave the students added advantage of practical experience.

Government approved a variety of staff capacity building programmes to enhance the service delivery of members of staff of the BTVE:-  N3.9m was expended in August 2011 on 38 members of the technical teaching staff by the State Government.  The sum of N261,600.00 for one day seminar for all members of teaching staff was released and spent in April 2012. This was aimed at increasing staff productivity.  Government in June 2012, approved study visits to National Board for Technical and Vocational Education (NBTE) Kaduna and Education Resource Centre/Technical College Osogbo, by Board Members and Management team of the BTVE with a view to finding out possible ways of expanding the coast of Technical and Vocational Education and Training (TVET) in Ekiti state for economic emancipation at a cost of N318,500.00k. The state Government also sponsored the BTVE Board Chairman and Permanent Ministry of Education, Science and Technology to Canada on study tour to enhance Technical and Vocational Education in the State.  Contract for the Purchase and supply of tools and equipment worth N22m have been awarded under 2012 budget.

Government approved and released a total of N13,594.400.00 running grants to the six technical colleges in the State for effective running of the colleges and the training of students during the past one year, including the last term of 2010/2011 session.  Rehabilitation of the Administrative Block at the Government Technical college Otun-Ekiti at the cost of N3,152,511.12 was carried out between July and November 2011. This is with the view to making administration of the college more convenient.  Government approved the renovation of the electrical Installation workshop at Government Technical College Ado-Ekiti though direct labour by students of the Technical Colleges at total cost of N1.24m giving the students the opportunity for improved practical know how apart from the necessary due maintenance of the building.  Foundation Laying Ceremony of the Samsung Engineering Academy at Government Technical College, Ado – Ekiti and Ekiti Life Academy at Government Technical College, Ilumoba – Ekiti

N7.49m was released to BTVE for the registration and conduct of the 2012 final year examinations respectively of all the students of the Technical Colleges in the State.  Government, in May 2012, approved the construction of additional 283 pairs of students chairs and lockers at a cost of N3m for the use of students of the Government Technical Colleges in the State.  Government in June 2012 approved the sum of N1.5m for the purchase of relevant text books for the use of students of the Government Technical Colleges in Ekiti.  Government also approved the sum of N124,000.00, in June, 2012, for publicity to facilitate better turn-out of candidates for supplementary admission into Government Technical Colleges in the State. This is because NABTEB which is charged with the responsibly to admit students into Technical Colleges Nationwide has not been proactive in this direction.

SCHOLARSHIP BOARD (SB)  A total sum of N27,600,000.00 was approved and disbursed for payment of year 2010 law school bursary award for 184 Law School Students in the four Campuses of the Nigeria Law School at the rate of N150,000.00 per student.  Payment of the sum of N7,296,000.00 as the tuition fees of the Maritime students studying in Maritime institute Alexandra, Egypt .  Disbursement of N27,060,000.00 to the first batch undergraduate beneficiaries of year 2010/2011 scholarship award.  Two undergraduate students who were nominated for the Brazilian BEA Scholarship Award have traveled to Brazil at a cost of N3,148,950.00 with the help of the State Government.  Approval of N5000 bursary for every Ekiti State student in Tertiary institutions  In January, 2012 the board was involved in the Federal Scholarship award interview which was conducted for undergraduate students in the state between 23rd and 25fh January 2012 and 28 students were awarded.  Distribution of 24 Laptops to winners of 2010/2011 Challenger series competition in Ekiti State secondary schools.  The outstanding payments for year 2011 scholarships and 2012 Law School students bursary are now ready for disbursement.
  • 61. STATE UNIVERSAL BASIC EDUCATION BOARD (SUBEB)  Capacity Building - 4,160 teachers trained in the modern methods of handling the newly introduced primary schools curricula . A total of over 9000 teachers trained over the long vacation.  Promotion of Teachers: The Board promoted 1,953 primary school teachers to various grades under the 2010 promotion year and the letters of promotion were distributed to the affected teachers on February 15, this year as approved by the State Government.  Official Vehicles for Newly Appointed Education Secretaries: Official vehicles were for the first time, presented by Mr. Governor to the Education Secretaries for effective and regular monitoring of schools.  Teachers’ Welfare a. Procurement and distribution of 400 motorcycles to rural teachers to ease their transportation problems. b. The Ekiti State House of Assembly passed an enabling law for the introduction of Housing and Car loans for primary school staff.  Establishment of New School: Nineteen new primary schools were established in the State at the beginning of the current academic session to increase accessibility.

  • 65. (ii) Village Meetings: Village meeting was initiated to mobilize and sensitize the communities on the need to improve enrolment in rural areas. (iii) Road Walk: For the first time, road walk was initiated where towns and villages were visited by the Board members on school enrolment and support of communities on UBE programme. It was done in conjunction with Glo Mobile Communications, handbills, jingles and campaign vehicles were used to drive home our points.  Independent Projects Committee – (IPC): The team was put in place to monitor and supervise projects to ensure quality jobs, monitor contractors to improve completion rates and compliance on standards.  Subtle Learning: (a) Drama competition: The Board organized Inter-Primary Schools Drama competition and trophies were donated to the best 3 schools. (b) Literary and Debating society: Every school has been directed to set up literary and debating society to sharpen their spoken ability and confidence in public speaking, and also organized debate and quiz competitions. A quiz competition was organized by PTA with the support of the Board for primary schools. The best schools were rewarded. Furthermore, arrangement has been concluded by the Board with the State owned Television to sponsor Inter-Schools Debate Competition on Air.

UBECThe breakdowns are as follows: Construction: ECCDE - 10 blocks of 2 classrooms PRIMARY (a) 12 blocks of 6 classrooms (b) 41 blocks of 3 classrooms JSS: 29 blocks of 4 Classrooms RENOVATION: Primary: 50 blocks of Classroom JSS: 28 blocks of classrooms FURNITURE: ECCDE - 250 Units of Furniture Primary - 2,700 Units of pupils desk and benches JSS - 2,050 units of double seater students lockers & chairs ETF Projects: The renovation and upliftment of the entire Methodist Primary School, Orin-Ekiti is ongoing and nearing completion.  Social Mobilisation: The Board embarked on the following: (i) Advocacy Visits: Advocacy visits were made to various stakeholders on their roles and responsibilities towards educational development in the state. Such stakeholders include UNDP, UNESCO, World Bank, UBEC, ETF and Law Enforcement Agents. Also traditional and faith based institutions in Ekiti State were visited to canvass for their support.
  • 67. Child Friendly Initiative (CFI): Child-friendly initiatives have been introduced to make academic activities more interesting. They are: (i) Open-Day: Open Day programme was organized for schools to enable parents visit their children and wards in Schools and interact with their teachers to access their performances. The visit took place between 14th May and 23rd May 2012. It was highly successful and applauded by parents/guardians. (ii) School Sports: Inter-House School Sports Competitions in all the schools is being encouraged and mandated, while participation in both state and national sports competitions have been enhanced. The Board is also mobilizing Multinational Corporations and other stakeholders in this task of developing sports in the state. For example, the Board has organized Inter- Primary Schools Table Tennis Competition in partnership with private individuals. (iii) Tree Planting: Old students and communities are being mobilized in planting of trees and flowers to beautify primary schools environment and make it more conducive for learning and teaching. This will be flagged off as soon as schools resume. (iv) Graduation Gown: Branded graduation gowns have been produced for school use to make school graduation ceremonies more academic and child friendly.

Regular and Effective Monitoring Of Schools: The Board has initiated a regular and aggressive monitoring of schools to check indiscipline, truancy, laziness and other vices that are militating against an enhanced basic education programme. It is also compulsory for all the management staff of the board to monitor at least two schools in a week.  Re-Designing Of Report Cards: The Board noted some lapses in the report cards being used for the pupils of primary schools and therefore re-designed the cards to make evaluation more effective and also to reflect the laid down rules of quality assurance.  Capacity Building for Contractors: For the first time in the history of the State, the Ekiti SUBEB organized a capacity building workshop for contractors handling SUBEB/UBEC projects to checkmate the contractors against performing shoddy and sub-standard jobs, and to ensure projects are executed in accordance with UBEC guidelines and regulations.  Flag-Off of “Operation Renovate all Schools”: The Governor of Ekiti State, Dr. Kayode Fayemi flagged-off the newly initiated “Operation Renovate All schools at AUD Nursery Primary School, Irona, Ado-Ekiti. The idea was conceived by the State Government to ensure complete transformation of all schools in the State through the provision of adequate infrastructures.
