  1. The Tiers were introduced in the 1990s when there was no widely accepted benchmarking system for data center availability. The white paper has been downloaded in over 100 countries. There are Tier Certifications – clients engaged the Uptime Institute to validate that the Tier of their facility -- in over 18 countries. Data centers as highly customized sites are difficult to compare. How do you begin to compare two facilities within a portfolio, a facility being considered for acquisition, or a gaugean outsourcers’ facility. The Tiers were based on fundamental concepts of Concurrent Maintenance and Fault Tolerance that were intentionally taken from the IT world. This allowed clients to balance their IT investment with their site infrastructure investment. Developed by and for data center owners. It is a performance-based benchmarking system that focuses on the functionality and capability of the data center to provide uptime. Tiers are not based on a theoretical notion of availability, for example a statistical prediction of equipment reliability based on day of install performance expectations. The Tiers were based in actual owner/operator experience. During its development, it was anticipated that equipment technology and innovative engineering would change the face the data center design topology. To remain useful, it does not prescribe a single solution or manufacturer and allows for emerging solution and technologies. It allows client to chose equipment based on their preferences and experience because Tiers are rooted in how the equipment is configured. As I will speak to later in the myths and misconceptions, the Tiers is not a checklist approach because there is not in our field experience or in the broader owner/operator experience catalogued by the Uptime Institute, a checklist solution for the highest levels of availability. An equipment count does not, in our guarantee availability, a N+9 UPS solution could be drawn easily so that it does not provide the Tier III Concurrent Maintenance functionality. The number of pieces of equipment does not speak to how they are lashed together and coordinated across multiple engineering disciplines.
