Identify issues and explore potential options. Costs
0 Concept Development covered by new initiatives budget.

Preliminary overview presented to the Board, with an
1 Initiative Proposal outline of the rationale and an estimate of eﬀort
required to produce a project plan.

Board-level advisory committee appointed. Full
2 Project Plan project plan, costing and business plan presented to
Board for funding and approval.

Initiative approved and funded, enters the
3 Development development phase.

Initiative is running but not yet self-sustaining.
4 Incubation Service Responsibility transferred from Director of Strategic
Initiatives to Crossref staﬀ.

The goal of all initiatives will be to become self-
5 Production Service sustaining and integrated with CrossRef’s standard
operations.
