Thoroughfare Transfer Program.
State owned thoroughfares that function as local
streets were to be transferred to the local
government.

Traffic Signs
Drainage Infrastructure

Local government would be responsible for
capital improvements and the operation &
maintenance.
Rehabilitation & Reconstruction
Expansion & Grade Separations
Permitting
Franchise Agreements
Details about the program and the process for
transferring the streets were limited.
5. Proposed Program
Meeting of the Texas Transportation
Commission on August 29th provided
clarification.
Program is voluntary, not mandatory.
One-time funds for maintenance may be available
from TxDOT if a thoroughfare is transferred.
Staff is scheduled to meet with TxDOT in the
near future to continue discussing this program.
