Campania

Secondo quanto previsto dall'ordina-
mento giuridico italiano, è possibile brevettare nuovi prodotti o applicazio-

Sistema fiscale.
Operativo Regionale (POR) Campania FESR 2007-2013 prevede aiuti diret-
aeronautica e aerospaziale, biomedicale, cantieristica navale e industria
Sostenibilità ambientale; Competitività del sistema produttivo regionale;

addetti, pari a circa 11.000 unità.
Aeronautica, Avio, Europea Microfusioni Aerospaziali, Magnaghi
A queste
ziali italiane - il MARS (Microgravity Advanced Research and Support
spiccata propensione all'innovazione, sebbene la proprietà e i ruoli chia-

Tradizionale Garantita” (mozzarella).
l'Aglianico) e nove vini “IGT - Indicazione Geografica Tipica”.
(12%), Africa (11%) e dagli altri Paesi europei (9%) (figura 3). In par-

I principali
to del settore.

In quest'ot-
senti in Campania.

nelle attività relative all'oncologia.

sempre elementi distintivi del “made in Campania”.
ti e 400.000 operatori presenti ogni anno.
cole e medie imprese artigiane originariamente localizzate soprattutto
Qualità, centro poliproduttivo e multifunzionale ubicato a Marcianise
“made in Campania”.

Trasporti e Logistica
gerà a Battipaglia (Salerno).
(aria, gomma, acqua e ferro).
ciclo produttivo e distributivo (stoccaggio, manipolazione e movimen-
centro di distribuzione all'ingrosso d'Europa.

A Paestum

milioni provenienti dall’estero (figura 2).

Campania
Campania's key geographical position makes it the natural link between
the two shores of the Mediterranean Sea and between Northern and
Southern Europe. It is the second most populous region of Italy with near-
ly six million inhabitants. Naples, the region's capital, is the third-largest
Italian city, with slightly over one million inhabitants. In 2007 services rep-
resented 75.8% of the region's GDP, industry 20.9%, and agriculture
3.3%. The main markets for Campania's exports are the European Union
(54.71% of the total), Central Eastern Europe (10.08%), Northern
America (8.53%), Africa (7.05%), East Asia (5.47%), and Mediterranean
countries (4.58%) (figure 1). The most significant components of region-

Company Law. The Italian legal system provides for two classes of com-
panies: partnerships and corporations. In a partnership, the partners have
joint, unlimited liability for the company's obligations (with the exception
of the limited partners in a limited partnership, whose liability for the com-
pany's obligations is limited to said partner's contribution to the partner-
ship). In corporations (which include joint-stock companies and limited-lia-
bility companies), company and shareholder assets are kept completely
separate, and shareholders are consequently not held liable for the com-
pany's obligations. Shareholders' liability is generally limited to their equi-
ty investment in the company.
Patents and Intellectual Property Rights. According to the provisions
of the Italian legal system, new products or applications in any technolog-
ical field may be patented. Italy is a member of the Paris Convention for
the Protection of Industrial Property.

Tax System. Under the Italian tax system, there are two types of taxes:
direct taxes (personal income taxes, corporate income taxes, regional tax
on production activities) and indirect taxes (value-added tax, registry tax,
withholding taxes, etc.).
Business Subsidies. Business subsidies may be broken down into two cat-
egories: financial subsidies, on the one hand, and tax and contribution
subsidies, on the other. The main financial subsidies are grants towards
operating expenses, determined as a percentage of admissible expenses,
outright grants, which do not require the repayment of principal or inter-
est, and grants towards interest expenses, which aim to decrease the
interest rate applied to a loan. Lastly, Campania's 2007-2013 ERDF
Operating Programme (POR) calls for other direct aid for SMEs, in accor-
dance with Community legislation on government aid.
Financial Instruments for Development. The primary instruments are
the 2007 Action Plan for Regional Economic Development (Italian
acronym “PASER”), the Rural Development Programme (Italian acronym
“PSR”), and Campania's 2007-2013 ERDF Regional Operating
Programme (Italian acronym “POR”). The 2007 PASER aims in particular
to increase the competitiveness of Campania's economy and to promote
and coordinate action to reinforce the innovation and productivity of dis-
tricts and industries. A total of 750 million will be invested in coming years
to enhance strategic sectors of Campania's economy: agro-industry,
biotechnology, transport, aeronautics and aerospace, biomedical, ship-
building and sail-making, ICT and logistics.
The 2007-13 PSR calls for the allocation of 1.8 billion in support of agri-
culture and rural development. Forty percent of these funds are intended
to increase the competitiveness of the agriculture sector.
The 2007-2013 ERDF POR for Campania establishes strategic guidelines
for the use of the European Union's structural funds, which, along with
Italian and regional resources, permit considerable investments in strategic
sectors of Campania's economy. The Programme's lines of action have
been divided into seven priority axes specifying the objectives to be
achieved and describing the action to be taken.

Aerospace and Marine
Aerospace and Marine industries play an extremely important role in
the Campania economy.
For its aerospace industry, Campania is the fourth largest Italian region
both in terms of turnover, some 1.5 billion, and number of employees,
around 11,000.
In the last five years, the space aircraft and vehicle sector has record-
ed significant growth in exports, which went from 381 million in 2003
to almost 585 million in 2007 (figure 1).
Campania is home to the leading companies in Italy, which have a sig-
nificant presence in international markets - including Alenia
Aeronautica, Avio, Europea Microfusioni Aerospaziali, Magnaghi
Aeronautica - and smaller companies, such as Vulcanair, Tecnam and
Oma Sud, which supply custom-built finished products. Associated
with this core aeronautical business is around a hundred or so addi-
tional small and medium sub-suppliers, mainly specialising in building
to order or in carrying out specific processes.
The companies in this industry can count on highly specialised person-
nel, thanks to the graduate and masters courses in Aerospace
Engineering offered by the universities of Campania. There are also
the renowned regional centres of excellence offering international
level research such as CIRA (Italian Aerospace Research Centre) -
which includes among its members the Italian Space Agency, the
National Research Council (CNR), the Region of Campania and key
Italian aerospace companies - MARS (Microgravity Advanced Research
and Support Centre), which provides integrated technologies for
remote control and develops innovative IT services for Aerospace,
IMM, a unit of CNR working in nano and micro optoelectronics, and
CORISTA (Advanced Telesensor Systems Research Consortium).

increase the Campania aerospace industry's future prospects. Included
among the Campania Region key projects is the creation of an
"Aerospace Park" by 2013, which will provide a centre for CIRA
research projects.
The Campania shipbuilding industry is formed out of a successful com-
bination between a thousand year-old shipbuilding tradition and cut-
ting-edge technological and materials innovation.
Campania shipbuilding companies, which represent almost 60% of
the Italian shipping industry, have a notable leaning towards innova-
tion, even if the proprietors and corporate management techniques
seek to preserve the original familiar traditions.
During 2006 companies in the industry employed 924 personnel,
some 5.5% of the national total (figure 2). Again in 2006, turnover
was 230 million, or 8% of the Italian figure.
In 2007 Campania exports of high-quality ships and boats amounted
to 440 million, a significant increase over the 2003 total (figure 3). In
spite of the demand coming from the Mediterranean countries, Arab
Emirates and China showing strong growth, the primary export desti-
nations continue to be Europe and North America.

Agri-Food and Agribusiness
The agri-food industry in Campania is one of the largest in Italy and is
known for its high quality, wide diversification and the regional char-
acter of its products.
Campania is the third Italian region for the number of quality products
and brands recognized by the European Union. At present there are
eight “PDO - Protected Designation of Origin” products: Mozzarella di
bufala from Campania, San Marzano tomatoes from Agro Sarnese
Nocerino, extra virgin olive oils from Cilento, Penisola Sorrentina and
Colline salernitane, cipollotto nocerino (spring onion), caciocavallo silano
cheese and fico bianco (white figs) from Cilento; eight “PGI - Protected
Geographical Indication” products: Lemons from Costa d'Amalfi and
Sorrento, melannurca campana (Campanian Annurca apples), castagna
(chestnuts) from Montella, carciofo (artichokes) from Paestum, nocciola
(hazelnuts) from Giffoni, marrone (small chestnuts) from Roccadaspide
and vitellone bianco (white veal) from Appennino Centrale; and one
“TSG - Traditional Speciality Guaranteed” product: mozzarella.
The most famous Campania product throughout the world is the
Neapolitan pizza, for which European TSG brand registration is ongoing.
Among the very significant wine products, are included three “GCNO
- Guaranteed and Controlled Name of Origin” products: Taurasi,
Greco di Tufo and Fiano di Avellino; 18 DOC - Controlled Name of
Origin” products: Vesuvio and Lacrima Christi del Vesuvio, Falerno del
Massico, Costa d'Amalfi and Aglianico and nine “IGT - stated typical
geographical origin” wine products.
Campania can boast 76,700 companies operating in the agri-food
sector and more than 11,000 farming businesses. The agri-food and
drinks industry is concentrated around Naples (4791 businesses) and
Salerno (2707) (figure 1), while agri-food businesses are largely distrib-
uted among the provinces of Salerno and Caserta (27% and 20% of
the regional total respectively).
In 2005 agri-food and agribusiness output exceeded 3 billion, divided
equally between the two sectors (figure 2).
34
36. Campania: strategic sectors for your business
Exports from the Campania agri-food industry totalled a value of 1964
million (15% of the national total), an increase of 15% over the pre-
vious year.
The primary destination market was the European Union, importing
59% of total exports from Campania, followed by America (12%),
Africa (11%) and the other European countries (9%) (figure 3).
Notably, Campania was the top Italian region in terms of exports of
fruit preserves.
Again in 2007, Campanian imports of food products reached 1655
million (11% of the national total). Principal suppliers were the
European Union, the United States and Asia.
Campania incorporates the district of Nocera Inferiore-Gragnano, one
of the most important agri-food and agribusiness zones in southern
Italy.
This district, which includes 20 municipalities, 16 of which are in
Salerno province and four in Naples, is home to some 8770 compa-
nies. Of these, 5000 work in the primary sector (growing San Marzano
tomatoes) while the remainder are agribusinesses (processing and pre-
serving the tomatoes and derivatives and the production of paste). In
2007, this district alone accounted for 65% of Italian exports of
peeled and chopped tomatoes from Salerno province and more than
10% of fruit jam and marmalade exports.

Information & Communication Technology
Campania is the leading region in Southern Italy and is seventh on the
national scale in terms of number of companies operating in
Information & Communication Technology (ICT): there are around
7000 enterprises, 7% of the national total, with a greater presence in
IT (7.2% of the national figure) than telecommunications (5.6%).
The Campania market for Information Technology alone is worth
around 1 billion, 5.2% of the entire Italian market and 32% of that of
Southern Italy and the Islands. Chief customers are Public
Administration (accounting for 36% of demand) and industry (26.1%).
In recent years Campanian ICT exports have grown notably, from
660,000 in 2003 to around 1,000,600,000 in 2007 (figure 1).
The primary import-export items include transmitting/receiving radio
and television devices, telephony equipment, sound and image receiv-
ing and reproduction equipment, electronic valves and tubes, office
machinery, IT system equipment and processors, as well as measure-
ment, control, testing and navigation equipment (figures 2 and 3).
Campanian Information & Communication Technology companies can
rely on a regional university system which, in terms of ICT, is among
the most active in Italy both in terms of research and specialist skills
training.
According to the latest figures from Assinform (Confindustria),
Campania accounts for slightly more than 10% of companies in the
industry whose core business activity is linked to ICT, thus operating
with a high risk coefficient in the event of a drop in demand in the
short/medium term. The greater part of industry operators, therefore,
use new technologies for their own management.
Campania recognizes the strategic role of ICT and, in recent years, has
launched a series of important interventions in order to reinforce the
sector. One of those being the foundation of the Regional Information
& Communication Technology Centre (CeRICT). This has CNR and
other research bodies among its five Campanian members and as
such, with more than 200 professors and researchers, forms a refer-
36

ence point for public institutions for the enhancement of ICT initiatives
and private companies in their realisation of applied research projects.
Another key organisation is Metadistretto ICT which, via its five initia-
tives with a total investment of more than 600 million, will enable clus-
tering and innovation in Campanian SMEs operating in ICT as well as
the creation of a centre for the acceleration of initiatives for compa-
nies operating in the industry.
In Campania there is also a District polymer and composite materials
engineering technology organisation and the relative ICT services, with
funding of around 70 million, the Distretto Digitale of the casertana
area, whose objective is to initiate industrial research, innovation and
the subsequent transfer of the technology to the fields of domotics,
bioscience and transport systems. The Technology Parks in Naples and
Salerno foster the creation of companies and innovation, and the Idis-
Città della Scienza Foundation Business Innovation Centre, which
arose in place of the Italian steel industry from the last century.

Research and Innovation
Campania is the Italian region with the third largest amount invested
in research. Between 2001 and 2005, the amount of investment as a
percentage of Campanian GDP was by a long way greater than any
other region in southern Italy (figure 1).
For the period 2007-13, Campania plans to invest an amount of 2
billion in research.
The Campania system encompasses around 90 research centres - 73
of which are in Naples - and seven universities: “Federico II” in Naples,
Salerno, Seconda Università di Napoli, “Suor Orsola Benincasa” in
Naples, “Orientale” in Naples, “Parthenope” in Naples and Sannio.
11,000 people are employed in these centres, 3000 of which work in
the private sector.
Regional policies for the sector aim to create ever tighter synergy
between business, universities and research centres. Pursuant to this
objective, 10 Regional Skills Centres were created in 2002, a unique
and unprecedented move for any region of Italy.
The centres, forming true interfaces between the world of research
and that of manufacturing, unite the skills of university departments,
CNR (National Research Council), ENEA (Environmental and
Technological Innovation Agency), science and technology parks and
ONLUS (not-for-profit social organisations) research foundations in
Campania.
The skills centres work in seven strategic business sectors, identified
according to pre-existing industrial and scientific distribution in the
area: Analysis and monitoring of environmental risks, advanced biolo-
gy and its applications, conservation, preserving and benefiting from
control and environmental assets, new technologies for manufactur-
ing activities, information & communication technologies (ICT), agri-
food output and transport.
The centres have created joint ventures with international companies
and public bodies, promoted spin-offs with new high-technology
enterprises and financed youth research projects.
38
40. Campania: strategic sectors for your business
One of the key strengths of research in Campania is biotechnology,
which can boast centres of excellence such as CNR (National Research
Council) Institutes in Naples, departments of Naples Federico II
University, the first Italian university to have formed a Biotechnology
Sciences faculty, the Mercogliano (Avellino) oncological centre, the
internationally renowned laboratory researching and manufacturing
cancer drugs, and Tigem, the Telethon Institute for genetics and med-
icine based in Naples, which is undertaking research projects with
international partners.
Biotechnology has a strategic importance for the Campania chemical-
pharmaceutical industry, whose manufacturing framework consists of
both large pharmaceutical companies and very dynamic small and
medium enterprises, working above all in biotechnologies applied to
health and oncology.
In recent years, the Campania chemical industry has seen significant
import-export flows. In 2007, exports amounted to 569 million while
imports reached 987 million (figure 2).
The chemical and pharmaceutical sector can select from highly quali-
fied human resources, whose training is provided by the Campania
university system which, between 1998 and 2006, recorded a signifi-
cant increase in the number of degrees in the technical and scientific
disciplines (figure 3).

Textiles, Apparel and Leather Goods
Campania's textiles, apparel and leather goods industries (known by
the Italian acronym “TAC”) manufacture high-quality, stylish products-
attributes that have always distinguished products “made in
Campania”.
In Campania there are more than 8,300 companies in the textiles and
apparel, leather goods, leather processing segment. In 2005 total
turnover in this segment came to 818 million, of which 505.5 million
was attributable to textiles and apparel and 312.5 million to the manu-
facturing of leather goods and the leather processing industry (figure 1).
In 2007, Campania's exports in the TAC segment exceeded 900 mil-
lion, broken down as follows: 435 million (48% of the total) in leather
goods, 336 million (37% of the total) in articles of apparel and fur arti-
cles, and 130 million (14% of the total) in textile products (figure 2).
There are more than 8,300 companies in this segment in Campania,
of which as many as 4,791 are located in the province of Naples and
1,185 in the province of Salerno (figure 3). These are small and medi-
um enterprises that operate out of business districts.
The province of Naples hosts the textile district of San Giuseppe
Vesuviano, the largest in this industry in Southern Italy, which is home
to more than 3,000 companies that also do work behalf of third par-
ties for brands known around the world.
The province of Avellino hosts the districts of Solofra and Calitri: the
former is home to approximately 400 leather processing companies
while the second, located along the main road between Naples and
Bari, is home to approximately 70 textile and apparel companies.
The province of Benevento hosts the district of San Marco dei Cavoti,
which includes 16 municipalities and is the region's most extensive. It
is home to 89 companies which are specialized in the manufacturing
of casual apparel.
The provinces of Naples and Caserta host the district of Grumo
Nevano-Aversa, whereas the provinces of Benevento and Caserta host
the district of Sant'Agata dei Goti-Casapulla.
40
42. Campania: strategic sectors for your business
The district of Grumo Nevano-Aversa, which is home to 1,200 compa-
nies, is prevalently dedicated to the manufacturing of footwear and
apparel. The district of Sant'Agata dei Goti-Casapulla is home to 257
textile and apparel companies and borders the small town of San
Leucio, which is Italy's foremost centre for the manufacturing of silk
fabric used for furnishings.
Jewellery is another key industry of Campania's economy, winning
increasing market share not only in Europe and the United States but
also in Japan, China, Russia and Saudi Arabia.
One focal point for this industry is The Tarì Jewellery Hub, located in
Marcianise (province of Caserta), home to 370 companies with 3,500
employees and 400,000 operators each year. Tarì produces annual
turnover of 750 million and exports 30% of its output. Marcianise is
also home to the OroMare consortium, which brings together 200
small and medium artisanal companies, originally located primarily in
Torre del Greco, a historic coral producer, Naples, and other towns.
Also worthy of note is Napoli Crea, a consortium that brings together
the most prestigious brands of Campania's fashion and jewellery
industries, and the Quality Hub, a multi-product and multi-functional
centre located in Marcianise and dedicated to high-end fashion and
jewellery products “made in Campania”.

Tourism
Its countless features of historical, cultural, natural and environmental
beauty provide Campania with a highly diversified range of tourist
attractions capable of satisfying all segments of international tourism
demand.
Campania is home to 60% of Italy's archaeological heritage. The site
of Pompeii (in the province of Naples) is the only of its kind in the
entire world. It preserves the remains of the Roman city of the same
name, which, along with the city of Herculaneum, was buried by the
eruption of Vesuvius in 79 AC. Paestum hosts the remains of the tem-
ples of Athena, Hera and Poseidon, which date back to the 4th and
5th centuries BC. The province of Salerno is also home to the excava-
tions of Velia (the ancient city of Elea), which contains the only surviv-
ing round arch (the Red Gate) in all of Magna Graecia.
Campania also boasts coastline of exceptional beauty: the Sorrentine
coast, which offers a wide range of natural itineraries, the Amalfi coast,
an elite coastal (Positano) and cultural (Ravello) tourist destination, and
the Cilento coast, which features a pristine marine environment.
The islands of the Neapolitan archipelago also exercise an extraordi-
nary appeal: Capri, known throughout the world for the Sea Stacks
and the Blue Grotto, Ischia, which was already famous in Pliny's day
for its thermal baths, which are some of the words most extensive (29
thermal basins, 67 fumaroles and 103 springs), and Procida, linked to
the nearby Vivara Island by a shallow bridge.
Campania offers nature-lovers two national parks (Vesuvio e Cilento
and Vallo di Diano), seven regional parks, and a series of oases and
natural reserves, featuring a number of SCIs (Sites of Community
Importance) and SPAs (Special Protection Areas), in addition to many
other protected marine areas.
According to a survey conducted in 2007 by Italy's Ministry for
Cultural and Environmental Heritage, Campania is one of Italy's lead-
ing regions in terms of visitors to its artistic and cultural attractions.
The top thirty most visited sites include the excavations of Pompeii
42
44. Campania: strategic sectors for your business
(2nd place), the Royal Palace of Caserta (7th place), the National
Archaeological Museum of Naples (13th place), the Blue Grotto of
Capri (18th place), the excavations at Herculaneum (20th place) and
the temples of Paestum (21st place).
In 2006, Campania's tourism industry, which features approximately
20,000 companies and provides approximately 150,000 jobs, pro-
duced turnover of 4.5 billion.
From 2000 to 2005 the sector grew at a rate of 7.5% and its contri-
bution to regional GDP rose from 3.35% in 2001 to 3.50% in 2005
(figure 1).
From 2003-2007 there was an uptrend in the number of visitors to
Campania, due in particular to the increase in the number of foreign
tourists. In 2007 approximately 20 million tourists were recorded, of
which 8.2 million were foreign tourists (figure 2).
Foreign tourists come from the European Union (70%) - particularly
Germany (21%), the United Kingdom (19.4%), and France (12.4%) -
the United States (9%), other European countries (7%), Japan (3%),
and other non-European countries (11%) (figure 3).
Italian tourists come from the regions of Southern Italy (47%, of which
35.8% from Campania itself), Lazio (13%), Lombardy (9.1%), Emilia
Romagna (5.6%), and Tuscany (5.4%).
Over the last six years the number of visitors to Campania's museums,
monuments and archaeological sites has increased by 1.3%, with a
peak of 3.4% for those located in the province of Naples.

Transport and Logistics
Campania's transport and logistics systems are among Europe's most
advanced and highly innovative.
Campania is Italy's leading region in terms of the geographical densi-
ty of its road infrastructure (figure 1). The motorway network extends
over 435.4 km, including motorways proper and ring roads, represent-
ing approximately one-third of the total for Southern Italy and 7% of
the nationwide figure. The 1,273.3 km of road network represents
6% of the nationwide total.
In addition, Campania, which has 7.3 km of network per each 100
km2, is Southern Italy's number-one region, and number three in all
of Italy, in terms of the extension of the railway network compared to
surface area.
The “Regional Railway Project”, which aims to create an integrated
system of urban and regional railway networks, whether currently
existing or under construction, has reached an advanced stage of
implementation. In recent years the Transport Plan of the Region of
Campania has received recognition for best practices at the European
level.
Other strengths of Campania's transport system include Naples
International Airport and the commercial ports in Naples and Salerno.
Naples Airport is among Italy's five largest airports: it handles 25% of
Southern Italy's passenger traffic and 6% of the national total.
International flights increased by 170% from 1999 to 2007. Recent
developments include the inauguration of Pontecagnano Airport
(Salerno) and the announcement of the construction of Grazzanise
Airport (Caserta).
The ports of Naples and Salerno play a strategic role in commercial
traffic within the Mediterranean. In recent years, the Port of Naples,
which extends over a surface area of 1,400,000 m2, with 73 moorings
and 15.5 km of docks, and two access channels of 250 and 300
meters in width, respectively, has reported a sharp increase in contain-
er traffic (figure 2) and cargo traffic: in 2007 more than 460,000 TEUs
44
46. Campania: strategic sectors for your business
and over 21.5 million tonnes of cargo were handled, marking increas-
es of 16% and 43.4%, respectively, compared to 2000.
Passenger traffic was also on the rise, climbing to nearly 9 million pas-
sengers in 2007, of which more than 1,150,000 were cruise ship pas-
sengers (+183.8% on 2000).
Means of transport are Campania's top export: in 2007 they amounted
to 2,800 million (figure 3), representing approximately one-third of the
region's total exports. The European Union is the main target market for
sales abroad (73% of the total), followed by North America (15%).
Campania's logistics system includes the freight hubs of Nola (Naples)
and “Southern Europe” (Caserta), to which that of Battipaglia
(Salerno) is soon to be added.
The Nola freight hub is the only hub of nationwide importance locat-
ed in Central and Southern Italy. Its links between carriers allows it to
serve all four means of transport (air, road, water and rail) efficiently.
It was conceived as an integrated logistics district that aims to embrace
and optimise all stages of the production and distribution cycle (stock-
ing, manipulation and shipping of goods) and operates in close syner-
gy with the CIS, Europe's largest wholesale distribution centre.
The Region of Campania shares with Italy's other Regions the goal of
the “convergence” of Southern Italy through the “Mediterranean
Logistics Platform” project, which aims to build integrated, high-tech-
nology production systems.
