2. 1 | LUANGWA ADULT LITERACY PROJECT
1. District Background and context
Luangwa is a district of Zambia, located in Lusaka Province.
To the south of Luangwa District is the Zambezi river which apparently separates Zambia from
Zimbabwe.
To the west there are a series of mountains and hills which are an extension of the Zambezi
escarpment beyond which lies Chongwe river which cuts into the mountains and finally
emptying its waters into the Zambezi. Part of the hills roll down to form the lower Zambezi
national park which extend down into Zambezi river.
To the north the boundary is the Mankokhwe mountain beyond which is the great east road
which separates Luangwa and Chongwe districts.
To the east, is the Luangwa river which forms the boundary between Mozambique and Zambia.
The D145 (road) runs from Luangwa bridge concordant to the Luangwa river until it enters the
district about 90km south at the confluence of the Zambezi and Luangwa rivers which is the
lowest point in Zambia. Mid-way, there is Nyankongholo game reserve.

3. 2 | LUANGWA ADULT LITERACY PROJECT
At present, the population stands at approximately 24,484 of which 9,724 account for school
going children (2010 Census).
The district is inhabited by the Nsenga luzi and the Chikunda people led by Chiefs Mburuma and
Mphuka. Mburuma is a senior chief.

According to Table 6 above, the highest Crude Death Rate was in Luangwa District at 19.3
deaths per 1,000 Population and the lowest was in Kafue District at 10.4 deaths per 1000
population.

It is evident from Table 1 above that Luangwa District had the lowest Literacy rate in Lusaka
Province.

It is clear from Table 3 above that girl children’s education was the most affected as shown by
the Child Marriages and Early Pregnancies rates.

According to Table 3 above, Luangwa District had the lowest Literacy Rate for Adult Population

5. Rationale for the Project
The 2014 International Literacy Day’s theme was Literacy and Sustainable Development.
Former UN Secretary General Kofi Annan posted that Literacy is a key lever of change and a
practical tool of empowerment on each of the three main pillars of sustainable development:
economic development, social development and environmental protection. Today, there is an
onrush of developmental activities to meet the 8 MDGs all over the world and Luangwa district
is no exception. The MDGs are all reflected in the three main pillars of sustainable development.
It is really difficult to see how the district is going to meet the MDGs. Economic development;
MDG1, Social development; MDGs 2, 3, 4, 5 and 6. Environmental protection; MDG 7
In spite of its proximity to Lusaka and compared to the other districts; Chongwe, Lusaka and
Kafue, Luangwa district faces many adverse challenges in terms of child marriages, girl scholar
dropouts, unemployment, gender based violence, malnutrition, HIV/AIDS, high adult illiteracy
(the highest at 42%), drought/hunger, water and sanitation, human animal conflict and many
more.
The Luangwa District Adult Literacy Project within the context of MDG3, but with a deliberate
focus on Adults, is an initiative towards empowering the people so they can address challenges
hindering their development.
All the human development parameters shown below indicate that Luangwa District is lagging
behind in development. The human development parameters include social, health and economic
indicators. In an era where the country as a whole is striving to meet the millennium
development goals, the Adult Literacy Project will uplift Luangwa District in this area. Since
Luangwa will be a pilot, this project could be scaled up in the whole country.
6. Project goal
The goal of Project is to build the capacity of 100 Trainers with Adult Literacy skills and
establish adult literacy centres in Luangwa district. The 100 trainees will in turn cascade the
training to community facilitators.

7. Objectives
 equip trainers with adult literacy training skills
 equip trainers with skills in set up of adult literacy centres
 build a culture of lifelong learning among adult learners
 create a conducive environment for the Luangwa district adult literacy project
implementation partnerships between MESTVEE and MCDMCH
 ensure that all program aspects are subject to frequent evaluation and monitoring,
and that research and evaluation become key inputs in the development of any
new initiatives
 improve the quality of life of the poorest Ghanaians, especially those in the rural
areas.
8. Theoretical considerations
The TOT approach is based on the Frerian theory of Adult Literacy Education which contends
that dialogue, praxis, conscientization, environmental based education are essential ingredients in
education. This translates into Adult Literacy in which educators and educatees work with each
other take action that is informed, developing consciousness, situating education activity in the
lived experience of the learner and transformation of the teacher and learner. By extension, this
means;
 that adults bring prior experiences and knowledge with them and trainers ought to create
allies not pupils
 that adults want to know what is in it for them (WIFM)
 that adults enjoy speaking to one another, not just listening to the sound of the trainer’s
voice
 that adults have preferences and prejudices which may not be overcome in a one off
training
 that adults like to assist the trainer and feel like an active part of the learning process
 that adults expect to be respected
 that adults expect to be able to use what they learn immediately and trainers ought to
make information applicable

 that adults learn at different speeds and through different methods and trainers ought to
be flexible and;
 that adults like to laugh
9. Methodology
The Adult Literacy TOT will draw from the Frerian method of literacy instruction. Within this
method, dialogue and participation under the KAB (Knowledge Attitudes and Behaviour)
framework will be the main techniques to be employed. These will include
 role plays
 demonstrations
 discussions (FGD)
 participant observation
 buzz groups
 case studies
 visualization
 practice
