Today’s Session 3
• What is E911/NG911 emergency service
• How it works
• Defining Higher Ed emergency response
• Architecture and design matters
• Practical application:

Some background – how it works...or not
911 is based on 1970’s technology:
• Telephone Numbers Represent Billing
Address information
• Telephone Numbers No Longer
Represent Where We Are
Enterprise Mobility broke the model
IP connectivity allows devices to be:
• Anywhere ON the network – or
• Anywhere OFF the network

A big problem – the wrong solution
Managing the ANI/ALI database is costly and difficult. This becomes the largest
expense for MLTS 9-1-1 solutions, and is monthly.
• Unclear additional info
(Cube 2C-231?!)
• Often not populated
• Often incorrect information
9-1-1 Telecommunicators have told us that this 30 character field is simply
not reliable or relevant.
With the amount of other information coming in, this becomes superfluous
and is often ‘lost in translation’.

Why most enterprise E911 deployments fail
Mass Confusion – What’s needed/required
Too Complex – Trying to boil the ocean
No Plan – Poor measurement of success

Defining Higher Ed emergency response
©2016 eZuce, Inc.
Basic system requirements - KARI’S LAW
Direct access to Emergency Services
Eliminating the ‘Trunk Access Code’ (TAC)
Alerting to devices that an emergency call
has occurred
No Interception of calls internally to
untrained staff

Emergency response = situational awareness
• When a user endpoint makes an emergency call;
The information needs to be collected and delivered to the most
appropriate people, INTERNAL RESPONDERS.
• Dispatchers need a dispatch-able address. Internal cubicle information does not
get them on scene faster.

DECISION POINT 1:
Device Location Discovery
Layer 2
Layer 3
WLAN
10
©2016 eZuce, Inc.
Device Location Discovery (IP Devices)
Layer 2 – Switch Port
• Very precise – Zone or Station
• Requires a valid wire map
• MAC work must be controlled
Layer 3 – IP Subnet/Mask
• Less granular – Zone only
• Easily managed with VLANs
• Very flexible for user MAC work

E911 zones Using ERL’s/ELIN’s and ELE’s
Simple architecture –
Make the zones small enough to be
able to find someone in a
reasonable amount of time.
Easily accomplished
today with VLANs on
all major switch
vendors.

Beacon On site Notification Client
• Sentry Beacon notification alerts to any logged in client
• Alerts are highly visible and audible
• Forced automatic printing of alerts to default client printer
provides additional method of notification. Print on
request is also available
• Unlimited e-mail/SMS alerts available
• Filtered alerting by ERL and Escalations
• Additional data such as maps, floor-plans, web cameras
hazmat info, etc
• Ability to add notes to each event
• Historical record of all alerts
14

The right information
Public Safety Responders
• Dispatch-able Address
What they need to get to the building
INTERNAL Responders
• Everything you can give them
• Explicit location information
• Building environmental information heat/sprinklers
• Floor plans
• Links to video feeds in the affected area
• Event indications like an AED removal
• MSDS and Hazmat information
• Big Data from the Internet of Things

Sentry Application and eZuce Uniteme
• eZuce Uniteme provides a powerful location based E911 solution.
• Sentry will process SIP set registration events and apply details to Uniteme based on location
discovery
• Information is exchanged between Uniteme and the Sentry E911 server
• When an emergency call is being made, Uniteme sends Sentry an SNMP trap with all the
pertinent details for the Sentry Beacon clients to present to the recipients.

  • 4. ©2016 eZuce, Inc. Some background – how it works...or not 911 is based on 1970’s technology: • Telephone Numbers Represent Billing Address information • Telephone Numbers No Longer Represent Where We Are Enterprise Mobility broke the model IP connectivity allows devices to be: • Anywhere ON the network – or • Anywhere OFF the network Citizen 555-1234 Public Safety Agency “A” Public Safety Agency “B” Public Safety Agency “C” SRDB* 555-1234 = Agcy A 555-4567 = Agcy B 555-6789 = Acgy C *Selective Router Data Base Citizen 555-4567 Citizen 555-6789 Telecom Provider 4
  • 5. ©2016 eZuce, Inc. CLocDB* 555-1234 = Addr A 555-4567 = Addr B 555-6789 = Addr C A big problem – the wrong solution Managing the ANI/ALI database is costly and difficult. This becomes the largest expense for MLTS 9-1-1 solutions, and is monthly. • Unclear additional info (Cube 2C-231?!) • Often not populated • Often incorrect information 9-1-1 Telecommunicators have told us that this 30 character field is simply not reliable or relevant. With the amount of other information coming in, this becomes superfluous and is often ‘lost in translation’. • 6. ©2016 eZuce, Inc. Why most enterprise E911 deployments fail Mass Confusion – What’s needed/required Too Complex – Trying to boil the ocean No Plan – Poor measurement of success 6
  • 7. ©2016 eZuce, Inc. Defining Higher Ed emergency response
  • 8. ©2016 eZuce, Inc. Basic system requirements - KARI’S LAW Direct access to Emergency Services Eliminating the ‘Trunk Access Code’ (TAC) Alerting to devices that an emergency call has occurred No Interception of calls internally to untrained staff PD 8
  • 9. ©2016 eZuce, Inc. Emergency response = situational awareness • When a user endpoint makes an emergency call; The information needs to be collected and delivered to the most appropriate people, INTERNAL RESPONDERS. • Dispatchers need a dispatch-able address. Internal cubicle information does not get them on scene faster. 9
  • 10. ©2016 eZuce, Inc. DECISION POINT 1: Device Location Discovery Layer 2 Layer 3 WLAN 10
  • 11. ©2016 eZuce, Inc. Device Location Discovery (IP Devices) Layer 2 – Switch Port • Very precise – Zone or Station • Requires a valid wire map • MAC work must be controlled Layer 3 – IP Subnet/Mask • Less granular – Zone only • Easily managed with VLANs • Very flexible for user MAC work 192.168.10.0/2 4 911 ZONE 1 192.168.20.0/12 911 ZONE 2 192.168.30.0/24 911 ZONE 3 192.168.20.13/12 911 ZONE 4 10.10.50.0/24 911 ZONE 5 11
  • 12. ©2016 eZuce, Inc. E911 zones Using ERL’s/ELIN’s and ELE’s Simple architecture – Make the zones small enough to be able to find someone in a reasonable amount of time. Easily accomplished today with VLANs on all major switch vendors. 12
