Political Argument:  The goals of the British mandate of  Palestine were  conflicting San Remo document: The qualification that: nothing shall be done which may prejudice the civil and religious rights of the existing non-Jewish communities in Palestine seemed a relatively insignificant obstacle to the Zionists, especially since it referred only to those communities': civil and religious rights, not to political or national rights.
 However: Britain and LON believed goals were not incompatible  as Arabs would benefit from material economic prosperity brought by Jewish immigration and investment  but underestimated the determination of Zionist to built their homeland  and underestimated Arab/ Palestinian nationalism with was more important than economic gains.

Haganah 1920, a Jewish paramilitary organization  became a state within a state  These organizations were the nucleus of an emerging autonomous Jewish political authority within the Palestine Mandate government.

A state within a state was in place by the time the movement launched its drive for independence.
