Definition of Purchase and Selling Prices in
Compliance to Administrative Order No. 2011-0012
• Purchase Price – The latest price at which the medicine is
actually procured or bought, inclusive of VAT and other
forms of taxes, but without discount.
• Selling Price – The latest price at which the medicine is
actually offered sale, inclusive of VAT and other form of
taxes, but without discount.
• Stock on Hand- The latest total physical count of the
medicines on hand.

14. INITIAL EDPMS PROCEDURES FOR COMPLIANCE:
1. Kindly pass a REGISTRATION OF PERSONNEL (with
complete details like LTO No. , email & Signed by the
Head etc.)
2. Wait for a 2 weeks for your Username/Password.
3. Log in to our Official Uploading Site during official
uploading date(www.uhmis4.doh.gov.ph/edpms)
4. After you have successfully upload your data, kindly stay
at the webpage and print the page using “Print Screen”
(prtscrn key) and paste it to MS Word for a copy and a
proof of upload data.

21. 3. By default, the Destination folder c:xampp is selected, click
Install button to proceed.
22. 4. Wait until the installation is finished. (Note: In case the windows
system/firewall/anti-virus prompts if the system will be allowed to be
installed, click on the allow button)
23. 5. Press any key to close all the windows to continue and complete the
installation.
24. 6. Installation is complete. An EDPMS icon will
automatically be installed in your desktop
* Before using the EDPMS Stand-alone Version, please make sure
that the computer system date and time is set to the current date
to ensure correct data entry of transactions.
25. Steps to configure the EDPMS Stand-alone Version
Note: This is a one-time configuration process only
a. On your Desktop, double-click the EDPMS Icon to run the Stand-
Alone system.
b. Click Choose File button to select Configuration File
26. c. Locate and search the local_config.cfg file from your Desktop then
click Open button.
27. d. After selecting the local_config.cfg file from your Desktop, click on
the Done button.
e. The EDPMS Stand-Alone version Login window will appear.
28. Using the EDPMS Stand-alone version
a. On your Desktop, double-click the EDPMS Icon to run the Stand-
Alone system.
b. The EDPMS Stand-Alone version window will appear. To login use your User
Account and Password then click on the Login button.
29. c. Click Data Entry and then Select Drugs
d. Click Drug List button to open the list of drugs
e. Search Drug names by typing the words in the Textbox and click Search button .
30. Steps to Download Installer and
Configuration File
1. Login into EDPMS Website:
http://uhmis4.doh.gov.ph/edpms
31. 2. Click Download Stand-Alone Version link located
upper-right side of the screen.
32. 3. A pop-up window will appear, click on Download
Stand-Alone Version Installer and Download
Configuration File to download installer and
configuration file. Then click Close to close the pop-
up window
33. 4. 1 For Google Chrome (Web Browser) users, after
clicking on Download Stand-Alone Version Installer
and Download Configuration File, a notification at
the lower left corner of the browser will display the
file being downloaded, please wait until the
downloading is finished.
34. 4.2 For Mozilla FireFox (Web Browser) users, after
clicking on Download Stand-Alone Version Installer
and Download Configuration File, a pop-up window
will display the file being downloaded, choose Save
File and then click on the OK button, please wait until
the downloading is finished.
35. 5. All downloaded files, EDPMS_Installer.zip and
local_config.cfg are saved by default at the
download folder of your computer, copy the files
save them in your Desktop.
36. 6. After downloading the files, click Logout in the
EDPMS Website and close your Web Browser.
37. Steps to Install EDPMS
Stand-alone Version
1. After successfully downloading the installer and
configuration file on your Desktop, double-click
EDPMS_Installer.zip to open the file.
38. 2. Extract and save the EDPMS_Installer.exe in
your desktop.
39. 3. Double click on EDPMS_Installer.exe to start
the installation.
40. 4. By default, the Destination folder c:xampp is

45. Steps to configure the
EDPMS Stand-alone Version
1. On your Desktop, double-click the EDPMS Icon
to run the Stand-Alone system.
57. 7. You will see the drugs you have selected with
the fields provided for the prices.
58. 8. Complete each form and click Save (Green)
icon in the right side of each form.
59. 9. A Confirmation Box will appear, click OK
button to complete the transaction.
60. 10. Repeat the operation until prices for all the
drugs are entered and all drugs are disabled in
the window.
61. 11. After entering all the prices and inventories,
click Generate File for Upload link at the left
side to generate Upload File. An Upload File
will be created, click Click Here to download
file to save the file to your Desktop
62. 12.1 To save the Upload File using Google
Chrome (Web Browser), after clicking on Click
Here to download file, a notification at the
lower left corner of the browser will display
the file being downloaded, please wait until
the downloading is finished
63. 12.2 To save the Upload File using Mozilla
FireFox (Web Browser), after clicking on Click
Here to download file, a pop-up window will
display the file being downloaded, choose
Save File and then click on the OK button,
please wait until the downloading is finished
64. 13. After saving/downloading the file, click
Logout in the EDPMS Stand-Alone version and
then close your Web Browser.
65. Steps to Upload File
to the EDPMS Website
1. Open your Web Browser (Make sure you are
connected to the internet). Login into EDPMS
website http://uhmis4.doh.gov.ph/edpms
66. 2. Click the link With Systems then select
Upload Prices.
67. 3. Browse and select generated Upload File you
want to upload.
68. 4. The selected Upload File will be displayed in
the screen.
5. After uploading the file, click Logout in the
EDPMS Website and then close your Web
Browser
